HomeMy WebLinkAbout1986-12-02:~ Y ~:~ '~~ MINUTES OF REGULAR MEETING OF THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI DECEMBER 2, 1986 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on December 2, 1986, at 7:30 p.m. On a roll call, Karr, Gordy, Best, Peeler, Wedua and Brenner were present and Mayor Holmes calliing said meeting to order. It was decided to dispense with the reading of the minutes of November 18, 1986, for the present time. Richard W. Hilliard, 11705 W. 101st Ter., Overland Park, Kansas 66214, presented application for business license at 446 N.W. Business Park Lane, for distribution of Packing materials and equipment, tape machines, steel files, etc. The license was approved subject to the payment of the fee. Donald Myers, 2704 W. Platte Road, for Tampa Sales Corp. came to explain that he had previously applied for a sign which he had put up. He said the sign he applied for was changed a little so that it would fit properly in the area on the:. front of his builrhig. at 2704 West Platte Road. - ,• ~. - ~..- Sheree Shepard, 4501 N.W. Pawnee, 64150, President of Pride & Progress, spoke to the Mayor and Board concerning the State Highway Islands. She said that he has received permis- sion to land scape the islands in accordance with the plans presented and wanted to know if the City could help out financially. After a discussion of the matter it was decided that the City could possibly help and use the money from the -Parks and Recreation" fund and:- upon a motion by Brenner that the -Cit,y participate with Pride ' and Progress to Land scape the ,Higtifaay ~ Departments Islands for a sum not to exceed $2,';000.00.,' seconded by Best, -the roll wad called and votes werE as follows: Karr, ,.Gordy, Best, Peeler, 'Wedua and Brenner voted aye. ~ - t . Bill` Clark, No. 9 Highway and Northwood Road was .present: Co 'injury if the people who are Hauling the dirC over Northwood:'~Road are planning;to repair.~it~ so that he can-drive in and~;out of ~-his place.. This matter was discussed and Mr. Purcell''` said hip has been grading the`"road knd~~ also putting' rock on it.'. He said when he finishes hauling the dirt, he -will put rock on it and grade it, putting same~in the condition it was in; when he started hauling dirt. Hey said he needed about 10 days, to two weeks more to haul the dirt. He applied for a permit.,;to haul the dirt and the Mayor and °Board agreed ,~, to issuing a' permit for .hauling the dirt .for ,~ period not to exceed ~ttro weeks :and. that. he will restore the road. to .the c'oitidition ~'. - it was in when he began hauling the dirt:' Mr. Purcell. also `~ agreed `to grade, the .road- each day so that. Mr. Clark can 'get ~' to and. from his house and hat the school.:. bus can go over `the. road. ~, , i Minutes of Reg. Meeting Page 2, December 2, 1986 Mr. Purcell informed the .Mayor and Board that Mr. Trimble was not going to haul any. dirt until Mr. Purcell is finished hauling the dirt. It was brought out that Mr. Trimble does not have a permit from the City of Riverside to haul dirt. Mr. Stephen C. Benskin, 829 E. 21st Avenue, North Kansas City, Missouri presented a business license application to have a concession for the selling of snacks and soft drinks at the Bingo Hall, 120 Business Park Lane. Mr. Ulmer was also present to answer any questions if necessary. After a discussion concern- ing this matter, It was discovered that there was an outstanding concession license at this location and only one license could be issued. The Mayor and Board suggested that they would hold the license and should the other person turn in the license than one could be issued to Mr. Benskin; however, if this is not done, in any event the application will be taken under advisement. Parrk for Platte Valley Industrial Dan Peak presented the subdivision plans / and said he would like to have permission to pour the footing. City Attorney Don Witt reminded the Mayor and Board of Aldermen ,-, that the developer was advised of all -the risks it would take ;`,, should he start pouring the footing without permission. The Approval of the drainage by Hydro Conduit would have to be received; the approval of the sewer by Kansas City, Missouri would also have to be received, approval of the plat by the City Engineer and all ground elevations must be in compliance with standards imposed by Federal Emergency Management Agency. Should the developer decide to pour the footings at its own risk, than he would have to enter into the "Statement of At- Risk Position" which is attached hereto and made a part hereof. Karr moved that the developer of Platte Valley Industrial Park would have approval of the platt subject to the "Statement of At-Risk Position"-being executed, (same being attached hereto and made a part hereof), seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua ..~a a_..~~,._ ..,.,-,.a ....,. Meeting ~, Page 3, December 2, 1986. The subject of the construction of the outside of the buildiing was brought up and the application specifies that it will be of steel and masonary. This matter was discussed and it was brought out by a vote of the Aldermen that two approved, one opposed and three said maybe. The performance bond was discussed. City Attorney Don Witt reported on the property to be obtained for the water tower. He said that two people did not wish to sell and the Chicago people were willing to sell with three stipulations; they want a stup to have water on the remainder of their property; they want a sign on the property; and the cost would be $20,000.00 Mr. Young would donate his property with the suggestion that there be an observation construction be built on the tower for public use. Mr. Gary Durney again went over the reason for the water tower being at the areas he chose. City Attorney Don Witt said that the City would have another bid on the insurance matter by the first meeting in ~,`, January. A letter from City Attorney Don Witt was presented to the Mayor and Board concerning tie votes. City Clerk Betty Burch announced that the City Tree Lighting would be December 6, at 5:00 p.m. A discussion was had concerning the seasonal license applicants could or could not have permission for one sign included in the initial fee. The Board was polled and it was decided that the applicants for Christmas Tree Sales could have one sign. 5a Karr moved that bill No. 86-~ being bill providing for the restraining of certain animals, including Pitt Bull Dogs be placed on its first reading, seconded by Brenner, the roll was called and votes were as follows: Karr, Best, Peeler, Wedua and Brenner voted aye; Gordy-nay; said bill was accordingly read. Karr moved that said bill be placed on its second reading, seconded by Brenner, the roll was called and votes were as follows: ;Carr , Best, Peeler, Wedua and Brenner voted aye; Gordy nay; said bill was accordingly read. ~_ ~ ~~ Brenner moved that bill No. 86-/,~ be placed on its thir} reading and upon passage of same become Ordinance NO. 86-/,~9~ seconded by Rarr, the roll was called and votes were R .-_ .~ Minutes of Reg. Meeting Page 4, Dec. 2, 1986 as follows; Karr, Best, Peeler, Wedua and Brenner voted aye; Gordy nay; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance N0. 86-Lt~~ Karr moved that Bill No. 86-6~ being bill providu-g for a change in the amount of bond to be posted as set out in section 17.4 of the Code of the City of Riverside, seconded by Best, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Peeler moved that Bill No. 86-5b be placed on its second reading, seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. ~' ~ Karr moved that Bill No. 86-9'0 be placed on its third reading and upon passage of same become ordinance No. 86-50, seconded by Best, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance No. 86- ~~ Chief Fred McDaniel recomended that Robert Derringer be a full tune" Public Safety Officer. ~ti K~r~r moved that Bill No. 86-5~' being bill accepting the recommendation of Chief Fred McDaniel that Robert Derringer be made a reserve Public Safety Officer, seconded by Best, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read. yV Karr moved that Bil No, 86-S11 be placed on its second reading, seconded by Wedua, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read.
