HomeMy WebLinkAbout1209 Final Development Plan Yanfeng - TRIM BILL NO. 2013 -032 ORDINANCE NO. aOg AN ORDINANCE APPROVING A FINAL DEVELOPMENT PLAN FOR YANFENG USA AUTOMOTIVE TRIM SYSTEM INC., ON LAND LOCATED AT 4110 NW 41 STREET IN ACCORDANCE WITH THE UNIFIED DEVELOPMENT ORDINANCE OF THE CITY OF RIVERSIDE, MISSOURI WHEREAS, after due public notice in the manner prescribed by law, the Planning Commission of the City of Riverside, Missouri ( "Commission ") held a meeting on May 13, 2013 (the "Meeting "); and WHEREAS, at the Meeting, a Staff Report, attached hereto as Attachment 1 and incorporated herein, was reviewed and considered in a public hearing conducted by the Commission, see Attachment 2, Minutes of the Commission's May 13, 2013, Meeting, attached hereto and incorporated herein, regarding the Development Plan filed by NorthPoint Development LLC, ( "NorthPoint ") on behalf of Yanfeng USA Automotive Trim System Inc., a Michigan corporation, ( "Yanfeng "), (the "Plan "), attached hereto as Attachment 3 and incorporated herein; and WHEREAS, the Plan submitted was for the construction of an industrial facility to be operated by Yanfeng on 950,043 sq.ft. of undeveloped property zoned PD- Planned Development and located at 4110 NW 41 °t Street; and WHEREAS, the Commission rendered a report to the Board of Aldermen of Riverside, Missouri ( "Board of Aldermen ") recommending that the Final Development Plan be approved; and WHEREAS, the Board of Aldermen at its April 16, 2013, meeting held a public hearing regarding the amendment of the adopted PD Plan; and WHEREAS, after due public notice in the manner prescribed by law, the Board of Aldermen held a meeting on May 23, 2013, and based upon all of the information presented find it is in the best interest of the citizens of the City of Riverside to approve the Final Development Plan for said property upon the terms and conditions provided herein: NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1 — FINAL DEVELOPMENT PLAN APPROVED. The Final Development Plan dated May 1, 2013 (the "Development Plan ") for development of property located at 4110 NW 41 Street, legally described as Lot 3 of Horizons West First Plat, is hereby approved, subject to the conditions provided herein, to allow the construction of an industrial facility according to such plan. SECTION 2 — CONDITIONS OF APPROVAL. The following conditions of approval shall apply with regard to the Final Development Plan approved for development of the property: 1. The approval of the Development Plan does not relieve the applicant from compliance with all other applicable local, state and federal laws, codes, ordinances, and regulations. The applicant is required to request and obtain approval for all necessary permits to begin constructing the development. BILL NO. 2013 -032 ORDINANCE NO. 2. Development of the property shall comply with the terms of the Infrastructure Development Agreement between the City and Riverside Horizons, LLC approved on or about May 23, 2013. SECTION 3 — AUTHORITY GRANTED. The Mayor, the City Administrator, Special Counsel Spencer Fane Britt and Browne, and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Ordinance and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. SECTION 4 — SEVERABILITY CLAUSE. The provisions of this ordinance are severable and if any provision hereof is declared invalid, unconstitutional or unenforceable, such determination shall not affect the validity of the remainder of this ordinance. SECTION 5 — EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after the date of its passage and approval. Case Number PC 13 -08, Final Development Plan 4110 NW 41 Street General Information Applicant: NorthPoint Development for Yanfeng USA Automotive Trim System Location: 4110 NW 41 Street Application: Final Development Plan Zoning: PD- Planned Development Existing Land Use: Undeveloped Proposed Land Use: Light Industrial Final Development Plan: Final Development Plan will be reviewed by the Planning Commission and the Board of Aldermen for approval. Site Area: 950,043 sq.ft. (21.81 acres) Building Size: 240,000 sq.ft. (potential 81,373 sq. ft. expansion; total 321,373 sq. 11.) Building to Area Ratio: Approximately 25% Analysis Site Layout: The proposed site is undeveloped as is a majority of the surrounding properties. The property is bound on the north by Intercontinental Engineering - Manufacturing Cooperation. South and east of the property are undeveloped lots, which are part of the recently approved Horizons West First Plat. This plat includes the construction of NW Helena Road and the extension of NW 41 Street. Helena Road will run north and south along the east property line of the site. NW 41S Street will be an east west street that "T "s with Helena Road at the southeast corner of the site. The west side of the property is bound by the Riverside Quindaro- Bend Levee. The site will have four access drives, all along the east side of the property. Three of the access drives will connect to NW Helena Road and one on the southern portion of the property will connect to the street network at the intersection of NW Helena Road and NW 41s Street. The building will run east -west along the site with the main entrance being located at the northeast corner of the building. Employee and visitor parking is provided on the east side of the building. Truck parking and loading /unloading areas and docks will be located on the north and south sides of the building with a majority of the truck traffic to the north. An access drive will be provided along the back (west) side of the building. Parking: The plan proposes 208 standard parking spaces and 9 ADA parking spaces designated for customers and employees. According to the UDO this particular facility would be required to have a total of approximately 250 parking spaces based on the 1 to 1000 parking ration for the Page 1 of 3 industrial space and 1 to 300 ratio for office space. Given the facility will be used for manufacturing purposes, staff feels that the proposed 217 spaces are adequate to meet the demands of the use. Infrastructure: Utilities are being extended to the site via the construction of 41s Street and Helena Rd. Water: Water mains are being extended along 41s` Street and Helena Road and will connect with an existing main along 43r Street creating a loop system. Stormwater: Stormwater from this site will be conveyed from parking Tots and drives by storm sewers and routed to an open detention pond located southeast of the property. This detention pond is designed to handle the stormwater from other sites as well. This site has also been designed for additional stormwater storage in the case of high water events on the Missouri River. Outdoor Storage: Raw materials needed for the manufacturing of automobile interiors will be stored in 4 (initially only 2 tanks) stainless steel tanks (similar to that of Premium Waters) located on the south side of the building adjacent to the truck docks. The tanks are approximately 36 feet tall, the building is 45 feet tall. Truck trailers will be parked on -site to allow finished products to be quickly delivered to the purchaser. The truck trailer parking is not located adjacent to a public right -of -way and will be screened with landscaping elements. Building Design: The building will be constructed of insulated precast concrete wall panels. The applicant has provided color building elevations. Building entrance will extend from the general facade along the northeast corner of the building; this segment of the building is 3 feet taller than the rest of the structure providing architectural relief. The building will include elements of glass along the east side. Landscaping: The approved PD regulations for all property west of Horizons Parkways address landscaping for industrial sites. The applicant has provided parking lot trees, street trees and foundation plantings consistent with the adopted PD standards. These plantings consist of trees located along Helena Road, within the interior yards and parking islands and shrubs at the building entrances. Signage: Site signage is regulated by the adopted PD regulations for the Riverside Horizons Development. At this time the applicant has not submitted a signage plan, but does anticipate wall signage along the east elevation. Staff will review that plan at a later date for conformance with the Master Plan and approved PD regulations. Comprehensive Master Plan and Preliminary Development Plan: Throughout the development of the Comprehensive Master Plan it was articulated by participants that improving community image /character and the quality and design of buildings was a key concern. Additionally, the Comprehensive Master Plan identifies the site as part of the `Horizons Development', which is ultimately envisioned to include a mix of innovation and industry, mixed use, destination office, destination retail and recreation. The proposed plan meets these principles and therefore in conformance with the Comprehensive Master Plan. The final development plan does substantially conform to the approved preliminary development plan. Recommendation Staff finds the application in conformance with the standards set forth in the UDO and the goals established in the Comprehensive Master Plan and therefore recommends approval of the application with the following conditions: 1. The proposed gravel drive must be hard surface (asphalt or concrete) with the ability to accommodate an 80,000 lb fire truck. 2. Additional information will need to be provided for the turning radii for commercial truck traffic. Page 2 of 3 3. The plans note "ex. storm sewer ", "ex. hydrant ", etc., for facilities along Helena Road. These facilities do not currently exist. It is assumed that the plans were developed as if Helena Road were constructed. This information will need to be updated. 4. Lighting details, including photometric, for any wall mounted, parking lot or other site lighting must be provided 5. Fire hydrants located next to the building in the collapse zone area will need to be addressed with the Fire Department. Attachments • Elevation • Final Development Plan: Site Plan • Landscaping Plan Page 3 of 3 MINUTES SPECIAL MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Monday, May 13, 2013 7:00 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in special session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chair Al Bowman called the meeting to order at 7:00 p.m. Answering roll call were Ray Uhl, Harold Snoderley, Jim Frakes, Mike Lombardo, Mike Soler, Stephen King, and Art Homer Also present: Jackie Carlson Planning and Business Services, Keith Payne Assistant Fire Marshall, and Community Development Assistant Sarah Wagner. Members absent were Steven Kasper and Mayor Kathy Rose Approval of Minutes of Commissioner King moved to approve the minutes of April 11, April 11, 2013 2013, seconded by Commissioner Uhl Motion passed 8 -0. Final Development Plan- Jackie Carlson, Planning and Business Services explained that the 4110 NW 41 Street, applicant, North Point Development, is requesting approval of a Yanfeng final development plan for a 240,000 sq.ft. industrial facility at 4110 NW 41" Street with the potential for an additional 80,000 sq.ft. expansion to the west. This new facility will have a total of 250 new jobs over the next five years. The facility will have 4 stainless steel tanks (similar to that of Premium Waters) located on the south side of the building adjacent to the truck docks. The staff report outlines five conditions that have already been met by the applicant. This application is in compliance with the approved PD and Master Plan and staff recommends approval. Commissioner Snoderley asked when they expect to be open. Brent Miles with North Point replied that they have to be ready by January 1, 2014. Commissioner Uhl asked for clarification of the number of employees. Miles explained that they will employ approximately 70 people in the first year, 130 in the second, 175 in the third year and a total of 263 employees over a five year period. Commissioner Uhl moved to recommend approval of the final development plan for 4110 NW 41 Street to the Board of 1 Aldermen, seconded by Commissioner Soler. Motion passed 8 -0. Rep lat- Horizons Office Carlson explained that the applicant, North Point Development One is currently working on the development of a mixed use business park containing both light industrial and office uses. The Riverside Horizon site include approximately 253 acres with 1,100,000 square feet of office space on the south half of the site and 1,800,000 square feet of industrial space on the north half of the site. The site will also consist of approximately 40 acres of water surface that consists of two lakes and several canals that connect and surround the site. Because the overall site is so large, it has been anticipated that replats would be required as development needs are identified. Lot 17 is proposed to be subdivided in to two (2) new lots in order to better utilize the ground for development. This replat will be followed shortly by a preliminary/final development plan for an office building on proposed Lot 1 of the replat. Staff finds the application in conformance with the Comprehensive Master Plan, UDO and previously approved final plats, and therefore, recommends approval of the replat. Miles added that the preliminary development plan for the entire office portion of the park as well as the final development plan for the first office that will go on Lot 1 of this replat will come before the Planning Commission on May 23r North Point will be moving their offices to this new location along with 3 other businesses. Construction is expected to begin June 5' and completion sometime around Christmas. Commissioner King moved to recommends approval of the replat for Horizons Office One to the Board of Aldermen. Commissioner Frakes seconded and the motion passes 8 -0. Adjourn Commissioner Homer moved to adjourn, seconded by Commissioner Soler.
