HomeMy WebLinkAbout2013-05-21 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, May 21, 2013 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, May 21, 2013. Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Seth DeRose, Aaron Thatcher, and Mike Fuller. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, Community Development Assistant Sarah Wagner, City Engineer Travis Hoover, Finance Director Donna Resz, Community Development Director Mike Duffy, and Capital Projects Coordinator Larissa Anderson. Also in attendance were Attorneys Joe Bednar, Chad Lamer, and Michael McKinley with Spencer Fane Britt and Browne and Nathaniel Hagedorn with NorthPoint. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:02 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Super, Homer, and DeRose. Motion carried 6 -0. MOTION TO RECONVENE Alderman Homer moved at 7:02 p.m. to reconvene closed session CLOSED AFTER OPEN following open session, second by Alderman DeRose. Yes: Homer, De Rose, Super, Fuller, Thatcher, and Cope. Motion carried 6 -0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Seth DeRose, Ron Super, Aaron Thatcher, and Art Homer. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, City Engineer Travis Hoover, Capital Projects Coordinator Larissa Anderson, Community Development Assistant Sarah Wagner, Fire Chief Gordon Fowlston, Finance 1 Director Donna Resz, Major Chris Skinrood, and Community Development Director Mike Duffy. Also present were Michael McKinley with SFBB and Nathaniel Hagedorn with NorthPoint. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6 -0. MINUTES OF 05 - 04 - 13 Alderman Thatcher moved to approve the minutes of the May 4, 2013 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6 -0. MINUTES OF 05 - 07 - 13 Alderman Thatcher moved to approve the minutes of the May 7, 2013 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6 -0. MINUTES OF 05 - 09 - 13 Alderman Thatcher moved to approve the minutes of the May 9, 2013 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6 -0. MINUTES OF 05 - 14 - 13 Alderman Thatcher moved to approve the minutes of the May 14, 2013 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6 -0. APRIL 2013 Alderman Thatcher moved to approve the April Court Report 2013 Court Report, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6 -0. RESOLUTION 2013 - 036 Alderman Thatcher moved to approve Resolution 2013 -036 Bill Pay authorizing the expenditure of funds for fiscal year 2012- 2013, for weeks ending May 10 and May 17 in the amount of $239,921.93, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6 -0. RESOLUTION 2013 - 037 Alderman Thatcher moved to approve Resolution 2013 -037, Budget Amendment amending the 2012 -2013 Budget for the General Fund, the Debt Service Fund, the Capital Improvement Fund, and the Community Development Fund, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6 -0. 2 RESOLUTION 2013 - 038 Alderman Thatcher moved to approve Resolution 2013 -038, Stacking Rock & Bollards rejecting the bid for the Stacking Rock and Bollards from NorthPoint Development LLC, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6-0. REGULAR AGENDA BILL NO. 2013 City Clerk Robin LittreII gave first reading of Bill No. 2013 -030. Purchase from IDA Alderman Thatcher moved to accept first reading and place by Riverside Horizons LLC Bill No. 2013 -030 as amended, by the title reading "Riverside Horizons LLC ", on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, DeRose, Homer, and Super. Motion carried 6 -0. Alderman Cope moved to approve Bill 2013 -030 as amended, by the title reading "Riverside Horizons LLC ", and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Fuller, Homer, and DeRose. Motion carried 6 -0. BILL NO. 2013 City Clerk Robin Littrell gave first reading of Bill No. 2013 -031. Final Plat Horizons Office One Alderman Thatcher moved to accept first reading and place Bill No. 2013 -031 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super. Motion carried 6 -0. Alderman Cope moved to approve Bill 2013 -031 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Fuller, DeRose, and Homer. Motion carried 6 -0. CITY ADMINISTRATOR City Administrator Greg Mills explained that he prepared a memo for the Board regarding the ambulance contract and its history. Please let him know if there are any further questions after review of this document. Representative Schieber's office has requested office space from June through August to be able to work from an office here in Riverside. If there were no objections, we would like to recommend they use the judge's office by the court room. General consensus of the Board was in agreement with Representative Schieber using the judge's office for the time period stated. ADMINISTRATION Administration Director Meredith Hauck gave a quick update on the Soul Food Festival. They are expecting approximately 10,000 attendees. The Heartland Steele Guitar Association is requesting to host their summer festival at the community center for a full day event and would like to charge $10 admission fee. 3 Motion moved by Alderman Thatcher to allow the Heartland Steele Guitar Association to charge admission fees for their summer festival at the community center on Sunday, August 11, 2013, second by Alderman Cope. Yes: Thatcher, Cope, DeRose, Homer, Super, and Fuller. Motion carried 6 -0. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING City Engineer Travis Hoover gave an update on the 2013 Street Maintenance project. We will advertise next week. FINANCE Finance Director Donna Resz reported that we will have a budget workshop next week. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD There will be a report after June 12, 2013 meeting. Administration Director reported that the Summer Kick Off had about 60 attendees. The swim lesson and day camp enrollments are good. The "Night Courts" for children in grades 6 —12 will be held again this year and expanded. MAYOR'S DISCUSSION Mike Duffy and I attended the Northland Regional Chamber luncheon today. Mike did a fabulous job as the moderator for the legislative wrap up today. BOARD OF ALDERMEN Alderman Fuller — Nothing to report. Alderman Cope — Nothing to report. Alderman DeRose — Nothing to report. Alderman Homer — Nothing to report. Alderman Thatcher — The RedX Pharmacy grand opening went very well. Alderman Super — I have received comments from neighbors about grass being blown on the roads. Community Development Director Mike Duffy explained the plan he and James have discussed for the city nuisances through the summer and asked that anyone seeing a concern, to please call the office and report the location that needs attention. 4 Mayor Rose added that she and Mike Duffy had a phone conference with the library's stakeholders yesterday regarding future plans. Alderman Thatcher wanted to clarify the concern over the conversation held a few meetings ago in regards to listening in by phone to BOA meetings when traveling. He wants the Board to understand that the main purpose is to stay more engaged when out of town. Board held a brief discussion. MOTION TO RECONVENE Alderman Thatcher moved to reconvene closed session at 7:34 CLOSED SESSION p.m., second by Alderman Cope. Yes: Thatcher, Cope, Fuller, DeRose, Super, and Homer. Motion carried 6 -0. MOTION TO ADJOURN Alderman DeRose moved at 7:43 p.m. to adjourn closed session CLOSED @ 7:43 P.M. with action taken, second by Alderman Thatcher. Yes: DeRose, Thatcher, Cope, Super, Fuller, and Homer. Motion carried 6 -0. MOTION TO ADJOURN Alderman Homer moved to adjourn the meeting at 7:44 p.m., second by Alderman Fuller.
