Ja /3 AN ORDINANCE APPROVING THE PRELIMINARY DEVELOPMENT PLAN FOR ALL OF LOTS 14, 15, 16 and 17 OF RIVERSIDE HORIZONS EAST FIRST PLAT AND ALL OF HORIZONS OFFICE ONE IN ACCORDANCE WITH THE UNIFIED DEVELOPMENT ORDINANCE OF THE CITY OF RIVERSIDE, PLATTE COUNTY, MISSOURI. WHEREAS, Application No. PC13 -10, submitted by North Point Development requesting approval of the preliminary development plan for development of property located at 5015 NW Canal Street, legally described as All of Lots 14, 15,16 and 17 of Riverside Horizons East First Plat and all of Horizons Office One, A REPLAT OF LOT 17, RIVERSIDE HORIZONS EAST FIRST PLAT, a subdivision in the City of Riverside, Platte County, Missouri, ( "Horizons Office One ") was referred to the Planning Commission; and WHEREAS, the Planning Commission considered the application on May 23, 2013 and rendered a report to the Board of Aldermen recommending that the preliminary development plan be approved; and WHEREAS, on June 4, 2013 the Board of Aldermen held a public hearing to review the Horizons Office One preliminary development plan at which the public was invited to comment; and WHEREAS, the Board of Aldermen finds that it is in the best interests of the City of Riverside, Missouri to approve the preliminary development plan for Horizons Office One as set forth herein; NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1 — APPROVAL OF PRELIMINARY DEVELOPMENT PLAN. That the Preliminary Development Plan for all of Horizons Office One of the City of Riverside, Platte County, Missouri, a true and correct copy of which is attached hereto and incorporated herein, is hereby approved for development of property located at 5015 NW Canal Street, legally described as All of Lots 14, 15,16 and 17 of Riverside Horizons East First Plat and all of Horizons Office One, A REPLAT OF LOT 17, RIVERSIDE HORIZONS EAST FIRST PLAT, a subdivision in the City of Riverside, Platte County, Missouri. SECTION 2 — COMPLIANCE WITH CODE. No building permit shall be issued until a final development plan(s) is approved that shall be in compliance with all applicable provisions of the Riverside Unified Development Ordinance and substantial compliance with the preliminary development plan as defined by Section 400.250 of the Riverside Unified Development Ordinance. SECTION 3 — SEVERABILITY CLAUSE. The provisions of this ordinance are severable and if any provision hereof is declared invalid, unconstitutional or unenforceable, such determination shall not affect the validity of the remainder of this ordinance. 1 SECTION 4 - EFFECTIVE DATE. This ordinance shall be in full force and effect from and after the date of its passage and approval. Preliminary Development Plan Horizons Office General Information Applicant: North Point Development Location: North of Interstate Highway 635 and East of Horizons Parkway Application: Preliminary Development Plan Zoning: PD- Planned Development Existing Land Use: Undeveloped Proposed Land Use: Office Procedure : The Preliminary Development Plan will be reviewed by the Planning Commission and the Board of Aldermen for approval. Overview Riverside Horizons is a Master Planned project consisting of approximately 107 acres for industrial / innovation development and 72 acres of office. NorthPoint Development is seeking Preliminary Development Plan approval to begin implementation of the office portion of the project. This section of the park will be accessed via the newly constructed 39m Street and will feature an internal loop road (Canal and Burch Streets) and will have a full amenity package including a stone lined bridge entrance, an entry monument obelisk, bollards and landscaping, a rock lined canal system and lakes. The area is envisioned as a Class A office space, consisting of a variety of office building heights and footprints, which will be market/user driven. The architectural style, materials, and color pallet will remain consistent throughout the office area and incorporated into the different sizes of buildings to maintain a consistent look; it is requested that users owning their own facility may want some deviation to the "typical" which would need to be approved via Final Development Plan process (Planning Commission and Board of Aldermen). The landscaping and parking will be consistent with the approved Planned Development regulations. Analysis This applications represent a continuation of the work going on in the Horizons Development. This project will continue the expansion of streets and infrastructure to the east side of Horizons Parkway and allow for future development to the area. The construction style, methods and architecture will be consistent with the office constructed at the Briarcliff Professional Plaza. The regulations approved within the adopted PD District shall govern all future development. Recommendation Staff finds the application in conformance with the Comprehensive Master Plan and UDO and recommends approval of the Preliminary Development Plan..
