HomeMy WebLinkAbout2004-10-14 Planning & Zoning Commission Minutes MINUTES PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI OCTOBER 14, 2004 The Planning and Zoning commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chamber at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chairman Barbara Snyder called the meeting to order at 7:30 p.m. The following members were present: Al Bowman, Karen Gordy, Shawn Lee, Toni Looker, Harold Snoderly, Barbara Snyder and Ray Uhl. Mayor Betty Burch, Aaron Locke, and Evelyn Poe were absent. Also present was Brent Miles, Community Development Coordinator and Fred Russell, Codes Enforcement Officer, for the City of Riverside. Minutes Approved Shawn Lee made a motion to approve the minutes of September 9, 2004 and corrected minutes for September 16, 2004, seconded by Al Bowman. All voted aye, Karen Gordy, Harold Snodderly, and Barbara Snyder abstained with regards to the minutes from September 16, 2004, and the motion carried. Building Permits Brent Miles, Community Development Coordinator for the City, Riverside - Quindaro Bend indicated that these items would need to be tabled until the next Levee District and Argosy meeting of the Planning and Zoning Commission as the applicants were Casino Parking Structure not ready. Toni Looker made a motion to table the building permit for the Riverside - Quindaro Bend Levee District and the building permit for the Argosy Casino - Parking Structure, Shawn Lee seconded. All voted aye and the motion carried. Staff Report, Brent Miles The Riverside Planning & Zoning Commission on September 16, 2004, Building Permit & Site Plan and the Riverside Board of Aldermen on September 21, 2004 approved 2705 NW Platte Road a "Change of Use Permit" for John's Cigarette Outlet contingent upon approval of a `Building Permit" for conversion of a restroom facility into an ADA compliant restroom facility and upon the addition of an ADA compliant parking stall on the site plan. Brent Miles, Community Development Coordinator for the City, indicates that Applicant, Bernie Vulgamott, has submitted applications for a "Site Plan" and a `Building Permit" to bring subject property into conformance with ADA standards for parking, building and restroom accessibility. The scope of alterations required includes remodeling an existing restroom, increasing the amount of off -street parking and providing an ADA accessible parking stall. Brent indicated that the work on the parking lot had been completed resulting in 27 parking spaces (exceeding the 25 required), including one ADA accessible space, new paving and a cleaner appearance. Mr. Vulgamott indicated the contractor had missed the stripping on the handicap space but would be returning to finish this item. Brent recommended approval of the building permit and site plan since all concerns had been met. He thanked Mr. Vulgamott for his patience and pointed out to the commission the assistance provided by Fred Russell on the bathroom remodel. Chairman Snyder asked if there were any questions or discussion. Shawn Lee made a motion to approve the building permit and site plan, Ray Uhl seconded, all voted aye and the motion passed. Mr. Vulgamott asked if he could begin the remodeling work. It was explained that the building permit and site plan would go before the Board of Alderman for approval at the Tuesday night, October 19, 2004, meeting. After approval of the Board of Alderman, actual remodeling work could begin. Staff Report, Brent Miles The applicant, Pro Logis for Autobody on the Run, is wishing to obtain Change of Use Permit a change of use permit. Autobody on the Run is an "Automobile and 4110 NW Riverside Street other motor vehicle repair service and body shops ", which is a Permitted use in the I -1 District. Brent Miles states that the applicant meets all the code requirements for the City and staff recommends approval. Shawn Lee asked where the applicant was located. Becky Denault, of Pro Logis stated that they were next door to PSI. Chairman Snyder asked if there were any questions or discussion. Toni Looker made a motion to approve the change of use permit, seconded by Al Bowman. All voted aye and the motion passed. Becky Denault indicated that she would be in Tulsa on the following Tuesday night when the permit would go before the Board of Alderman. Brent Miles asked the Commission if he could represent applicant before the Board. Toni Looker indicated that this would be acceptable. General Discussion Brent Miles apologized for not having a monthly development report for October. He briefly updated the Commission on the status of homes in the Gatewoods Development. He indicated that 4 homes were being constructed, 4 lots had been bought, and in addition 4 had been reserved. Discussion then turned to the MARC Planning and Zoning Workshops that several commissioners and Brent had attended at the end of September. Brent then presented a slide presentation based on the newest trend in urbanism, Traditional Neighborhood Developments, or TND's. He urged the commissioners to visit Northgate Village in North Kansas City, which is a prime example of a TND. This development combines senior housing, apartments, retail and single - family homes into one project, often utilizing pocket parks, row houses, patio homes, and front porches in the design. Brent indicated that there were several advantages to these types of developments including a 24 -hour population to support retail within the community. Fred Russell pointed out that many code problems were being addressed ahead of time in these types of developments due to the intense planning involved. Barbara Snyder stated that the popularity of this type of a development was based on a shift towards people wanting to come home and have a community there. Adjournment Shawn Lee moved to adjourn the meeting, Al Bowman seconded and the motion passed. Chairman Barbara Snyder called the meeting to an end at 8:15 pm. Acting S tary
