HomeMy WebLinkAbout2004-05-27 Planning & Zoning Commission Minutes MINUTES PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI May 27, 2004 The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen's Chamber at City Hall, 2950 Northwest Vivion Road, Riverside, Missouri. Barbara Snyder called the meeting to order at 7:30 p.m. The following members answered roll call: Shawn Lee, Toni Looker, Barbara Snyder, Ray Uhl, Mayor Betty Burch, Evelyn Poe, Al Bowman and Aaron Lock. Karen Gordy, Jim Burch, and Jim Smith were absent. Approval of Minutes- Minutes from the last meeting May 13, 2004 were not finished. Shawn Lee moved that approval of the minutes of May 13, 2004 be tabled until the next meeting and Ray Uhl seconded. The motion carried unanimously. Aristocrat Homes- The applicant, Jo Anne Nero, 5112 N. Gower Ct. - PC04 - was present for Aristocrat Building Permit Homes, requesting a building permit for a single - family home on Lot 47 of Brenner's Ridge. Brent Miles presented a Staff Analysis Report with recommendations regarding erosion control and the building plans. Shawn Lee asked for clarification on the deck, the roof, and lot placement. Brent Miles answered Evelyn Poe's question about the gravel and Toni Lookers comment on the silt fence, that both were required by NPDES regulations for erosion control. Shawn Lee moved to approve the permit with the contingency that Staff recommendations be followed and Ray Uhl seconded it. The motion carried unanimously. Minutes 052709 Page 1 of 3 Aristocrat Homes- The applicant, Jo Anne Nero, 5123 N. Belton Ct. - PC04 -41 was present for Aristocrat Building Permit Homes, requesting a building permit for a single - family home on Lot 51 of Brenner's Ridge. Brent Miles presented a Staff Analysis Report with recommendations for exhaust fans, erosion control, a staked plot plan and a building permit would be required for a future bedroom. Brent Miles answered questions from Shawn Lee and Toni Looker about the future bedroom. Shawn Lee moved to approve the permit with staff recommendations and Al Bowman seconded it. The motion carried. Social Suppers - Brent Miles represented 1839 NW Vivion - PC04 -38 Social Suppers, requesting a Sign Permit sign permit and presented a Staff Analysis Report stating that all City requirements and codes were met. Shawn Lee moved to approve the permit and Aaron Locke seconded and it passed. Ken Whittlesey - Mr. Erickson was present 5008 NW High Terrace - representing Mr. Ken PC04 -39 Whittlesey. Brent Miles Building Permit presented a staff report and shared a memo from John Jackson, City Engineer, stating that the site plan did not provide adequate information for approval of the project. Shawn Lee moved to deny the permit with the caveat for the city to supply the applicant with a list of its concerns. Ray Uhl seconded the motion and it carried unanimously. Minutes 052709 Page 2 of 3 General Discussion Barbara Snyder commented that the commission should not only address immediate concerns with proposals, but make every effort to warn applicants of future issues. Brent Miles assured the commission that all such issues are discussed in the many meetings held with applicants during the application process. Evelyn Poe moved to adjourn the meeting, Toni Looker seconded it and the motion passed. Barbara Snyder called the meeting to end at 8:03 p.m. Acting Secretary Minutes 052704 Page 3 of 3
