HomeMy WebLinkAbout2004-06-10 Planning & Zoning Commission Minutes MINUTES PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI June 10, 2004 The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen's Chamber at City Hall, 2950 Northwest Vivion Road, Riverside, Missouri. Barbara Snyder called the meeting to order at 7:30 p.m. The following members answered roll call: Shawn Lee, Toni Looker, Barbara Snyder, Ray Uhl, Mayor Betty Burch, Evelyn Poe and Al Bowman. Aaron Lock, Karen Gordy, Jim Burch, and Jim Smith were absent. Approval of Minutes- Shawn Lee moved for approval May 13, 2004 and of the minutes of May 13, May 27, 2004 2004 and May 27, 2004. Ray Uhl seconded and the motion carried unanimously. City of Riverside- Brent Miles presented a Staff Amending Riverside Municipal Analysis Report following Code Section 410.100.2.A recommendations by the PC04 -37 Riverside Planning & Zoning Public Hearing Commission to amend the Municipal Code, revising carports from a permitted accessory use to an accessory use permitted only by special use permit. After asking for any public comments, Barbara Snyder closed the public hearing. Mayor Betty Burch said that a special use permit would give the Commission a good tool to control esthetics. Brent Miles added that the goal is not to eliminate carports, but to gain the power for public discussion and explained for Evelyn Poe how a special use permit acts as a vehicle for control. Minutes 052704 Page 1 of 3 Marvin Pool- The applicant, Marvin Pool, 348 NW Woodland - PC04 -44 was present requesting a Building Permit building permit to build a wood frame roof over an existing deck in the back of a single- family residence. Brent Miles presented a Staff Analysis Report saying that all City code requirements were met. Marvin Pool said that this will be like a sun room. He is a structural engineer and as such described the cross beam supports for Shawn Lee and Evelyn Poe. Toni Looker moved to approve the permit and Evelyn Poe seconded it. The motion carried. Nich Associates for Advanced Brent Miles represented Nich Hospital Staffing - Associates and presented a 1831 NW Vivion - PC04 -46 Staff Analysis Report stating Building Permit that the business will be Site Plan located in the Eastbrook Plaza. Advanced Hospital Staffing would be considered a "Business Office ", which is a permitted use in the "C -1" zoning district. Staff recommended approval. Shawn Lee moved to approve the permit, Al Bowman seconded, and it passed. Nich Associates for Advanced Brent Miles represented Nich Hospital Staffing - Associates and reported that 1831 NW Vivion - PC04 -45 Staff has done a parking Change of Use Permit analysis of the site and concluded that there is ample space for parking. No signage proposals have been submitted. Shawn Lee moved to approved the permit, Ray Uhl seconded the motion and it carried unanimously. Minutes 061004 Page 2 of 3 General Discussion - Brent Miles reviewed the City Riverside Town Center of Riverside Master Plan. portion of Master Plan Mayor Betty Burch proclaimed that conceptual drawings were available now for all to view during the day. Brent Miles went over the Table of Contents and said that there will be a public hearing and the proposed plan will be given to the Town Aldermen. Shawn Lee moved to adjourn and Mayor Betty Burch seconded it. The motion carried and Barbara Snyder called the meeting to end at 8:00 p.m. Acting Secretary Minutes 061004 Page 3 of 3
