PLANNING AND ZONING CONMISSIOJ(
RIVERSIDE, MISSOURI
April 08, 2004
The Planning and Zoning Commission for the City of Riverside,
Missouri, met in regular session in the Board of Aldermen's
Chamber at City Hall, 2950 Northwest Vivion Road, Riverside,
Missouri.
Mayor Betty Burch called the meeting to order at 7:30 p.m. The
following members answered roll call: Shawn Lee, Toni Looker,
Aaron Lock, Mayor Betty Burch, Ray Uhl, Mike Shelton, Evelyn Poe
and Al Bowman. Karen Gordy, Jim Burch, Cy Houston, Jim Smith and
Barbara Snyder were absent.
Approval of Minutes- Aaron Lock moved that the
March 25, 2004 minutes of March 25, 2004 be
approved and Shawn Lee
seconded. The motion carried
unanimously.
Riverside- Quindaro Bend Levee Bob Demmit represented the
District of Platte County, applicant, requesting a
Missouri floodplain development permit
L -385 Levee Project - PC04 - for construction of L -385
Public Hearing Levee project. Brent Miles
Building Permit presented a staff analysis
which indicated that the
proper documentation was in
order to grand a " Floodplain
Development Permit" and that
a "No Rise Certificate" was
also in place due to the
levee encroaching upon a
regulatory floodway. Mr.
Miles recommended permit
approval. Mayor Betty Burch
closed the Public Hearing at
7:35 with no comments
offered. Toni Looker moved
to approve the permit,
seconded by Evelyn Poe. It
passed unanimously.

44 T.E. Woods Construction Paul Miller of George Butler
Gatewoods Subdivision Associates, 54presenting Mr.
Public Hearing - PCO4 -14 T.E. Woods, requested a
Concurrence Form for Letter
of Map Revision (LOMR) to
officially revise the current
National Flood Insurance Rate
(NFIP) map for a floodway
generally located between 50
Street and I -635 along
Jumping Branch Creek. Brent
Miles gave a staff analysis
report recommending map
revision to depict what is
actually on site as to stream
location, floodways, and
floodplain elevations. Paul
Miller, of George Butler
Associates, reported on a
study done for Gatewoods
Development with plans to
remove an existing pond and
fill it to the 100 -year flood
level. After no further
comments, Mayor Betty Burch
closed the Public Hearing at
7:38 p.m. Shawn Lee moved to
approve the mapping
recommended by staff and Al
Bowman seconded it. The
motion carried.
Bell Road Industrial Park, Pat Kelly requested rezoning
Inc., (Pat Kelly) for the site from "R -2"
Tract "C" Corrected Plat of (multi- family residential) to
Riverside - PC04 -13 "C -1" (general commercial).
Public Hearing Brent Miles gave a staff
report detailing the proposed
rezoning and the implications
of such. Pat Jensen, of
White Goss Bowers March
Schulte & Weisenfels, located
at 4510 Belleview, Suite 300,
Kansas City, Missouri 64111
represented the applicant
with arguments for rezoning
to construct an office
building. Mike Shelton
questioned possible erosion.
Pat Jensen shared a
geotechnical study by Maxim,
Inc. and retaining wall

plans. Brent Miles added
that this woujd be addressed
with the building permit.
Mike Duffy commented on
construction procedures.
Mayor Betty Burch closed the
Public Hearing at 7:59 p.m.
Toni Looker moved to grant
the rezoning request and Al
Bowman seconded. The motion
carried unanimously.
Social Suppers Jansen Fredal, 2308 NE 67
1839 NW Vivion Rd. Terrace, Kansas City,
Building Permit - PC04 -19 Missouri, 64118 was present
Site Plan - PC04 -20 applying for a site plan, a
Change of Use - PC04 -21 building permit and a change
of use permit. Brent Miles
gave a staff report
recommending their approval.
Aaron Lock moved for approval
and Shawn Lee seconded. The
motion passed unanimously.
McNeil Refrigeration (Pro Becky Denault represented the
Logis) applicant and Brent Miles
2901 NW Platte Rd. gave a staff report
Sign Permit - PC04 -18 recommending approval. Ray
Change of Use - PC04 -27 Uhl moved for approval and
• Shawn Lee seconded. The
motion passed unanimously.
Pro Logis for KCKBD Becky Denault, 224 NW Platt
2903 NW Platte Rd. - PC04 -27 Valley Drive, Riverside,
Change of Use Permit Missouri requested a change
of use permit to warehousing.
Brent Miles gave a staff
report recommending approval.
Shawn Lee moved for approval
and Ray Uhl seconded. The
motion passed.
Todd Lee Todd Lee requested a building
4935 NW Hillside - PC04 -26 permit for a fence. Brent
Building Permit Miles gave a staff report

Lee moved forapproval and
Ray Uhl seconded. The motion
passed.
Suzanne Parups Suzanne Parups requested a
5112 NW Merrimac - PC04 -25 building permit for a new one
Building Permit car garage. Brent Miles gave
a staff report. Shawn Lee
moved for approval and Al
Bowman seconded. The motion
passed.
Fastenal Mike Klover, representing
4710 NW Gateway- PC04 -23 Fastenal, requested a change
Change of Use Permit of use permit for retail
sales. Brent Miles gave a
staff report saying that
offices are a permitted use
under the current zoning, but
retail sales /warehousing
activities are not a
permitted primary use under
current zoning restrictions
of the "CPO" District. Mayor
Betty Burch and Mike Duffy
discussed zone changes. Shawn
Lee moved to table the
request and Mike Shelton
seconded. The motion was
tabled.
General Discussion Brent Miles reported on the
Adjournment status of various projects
and disseminated a monthly
development report for March
2004. Mike Shelton discussed
an upcoming MARC workshop.
Shawn Lee moved to adjourn
the meeting at 8:38 p.m. and
Evelyn Poe seconded it. The
motion passed.
