HomeMy WebLinkAbout2004-01-08 Planning & Zoning Commission Minutes PLANNING AN ONING COMMISSION RIVERSIDE, MISSOURI January 8, 2004 The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen's Chamber at City Hall, 2950 Northwest Vivion Road, Riverside, Missouri. Chairman Barbara Snyder called the meeting to order at 7:30 p.m. The following members answered roll call: Shawn Lee, Toni Looker, Ray Uhl, Al Bowman, Jim Burch, Evelyn Poe and Mayor Betty Burch. Karen Gordy, Jim Smith, Cy Houston, Aaron Locke and Fire Commander Mike Shelton were absent. Also present was the Community Development Coordinator Brent Miles. Approval of Minutes, Shawn Lee moved that the minutes of December 11, 2003 meeting be December 11, 2003 approved as printed. Evelyn Poe, seconded. All voted aye, accept Jim Burch abstained, due to absence. The motion carried. Public Hearing Opened Chairman Snyder opened the Public Hearing to consider an Ordinance at 7:35 p.m. Amending Ordinance 2002 -68 regarding the Planned District, commonly known as Gate Woods, LLC. The city staff gave their report stating there are ten (10) elevations and floor plans known as Exhibit A. The ten (10) homes being considered are: The Magonlia, Evergreen, Sycamore, Cypress, Dogwood, Sierra, Cottonwood ,Pinehurst, Oakmont and Briarwoods. The Planning and Zoning Commission is recommending approval of eight (8) of the homes, The Magonlia, Evergreen, Sycamore, Cypress, Dogwood, Sierra, Cottonwood and the Pinehurst. The Oakmont and Briarwood are not being considered because there is not 1,000 square feet on the first floor. Samples were shown of the exterior finish and Shawn asked about a monument sign and landscaping on the highway area. Brent said this matter would be discussed later. The homes will have vinyl siding with 25 -35% stone or brick exterior. Sean Woods asked about three (3) car garages and he was told, only if they fit on the plan with the proper set back. Brent's summary of the Planning and Zoning Commission's actions regarding Gate Woods, LLC is attached and a part of these minutes. Public Hearing Closed at Chairman Snyder closed the Public Hearing at 8:24. p.m. 8:24 p.m. Mins. 1/8/04 1 Eight homes, Approved Jim Burch moved to approve eight homes (8) homes, i.e. The Magonlia, Evergreen, Sycamore, Cypress, Dogwood, Sierra, Cottonwood and the Pinehurst (Exhibit A) and recommended the proposed Bill to amend Ordinance 2002 -68 be presented to the Board of Aldermen for their approval, seconded by Toni Looker, all voted aye and the motion carried. Public Hearing Opened Chairman Barbara Snyder opened the Public Hearing to consider at 8:25 p.m. a request for a Special Use Permit for used cars at 4305 NW Gateway. Brent gave the staff report regarding the request by Mike and Mary Smith for a used car lot in the commercial area at 4305 NW Gateway. Colin Campbell owns the building. The proposed car lots dimensions are one hundred twenty -five square feet on lots five and six. Customer parking is only allowed at the side of the building, none in the front. A sign permit request needs to be obtained from the city. The lot is to be kept clean in the front. Mr. and Mrs. Smith now operate a car lot in North Kansas City, 4010 N. Cherry with forty cars on the lot. Public Hearing Closed Chairman Snyder closed the Public Hearing at 8:33 p.m. at 8:33 p.m. Evelyn Poe moved to approve a Special Use Permit for Smith Family Motors, seconded by Jim Burch. All voted aye, accept Shawn Lee, voted no, the motion carried. Change of Use Permit Ray Uhl moved to approve a Change of Use Permit for Pro Logis, Capital Express, Approved Capital Express, 440 NW Business Park Lane to start a package service business, seconded by Shawn Lee, all voted aye and the motion carried. Change of Use Permit Toni Looker moved to approve a Change of Use Permit for Pro Approved Logis, Windoor Service & Parts, 120 NW Business Park Lane to start a general contracting business for doors and windows, seconded by Shawn Lee, all voted aye and the motion carried. Request for a fence permit/ The old fence is being torn down at 404 NW Woodland and the discussion plot plan submitted includes a 4' chain link fence. Building Pennit for Jim Burch moved to approve a Building Permit for Gary Wahl, Gary Wahl, 404 NW Woodland 404 NW Woodland to build a fence, seconded by Al Bowman, to build a fence, Approved all voted aye and the motion carried. Mins. 1/8/04 2 Request for a building permit Shawn Lee moved to table the building permit request for Chris at 1905 NW 45` Terr, Kalinka, 1905 NW 45 Terrace to build a house, seconded by Toni Tabled Looker, all voted aye and the motion carried. Brent distributed minutes from the master plan meeting. Adjournment Shawn Lee moved to adjourn the meeting at 9:15 p.m., seconded by Toni Looker, the motion carried unanimously.
