HomeMy WebLinkAbout2003-08-28 Planning & Zoning Commission Minutes MINUTES PLANNING & ZONING COMMISSION RIVERSIDE, MISSOURI AUGUST 28, 2003 The Planning and Zoning Commission for the City of Riverside, Missouri, met at a regular meeting in the Board of Aldermen room at city Hall, 2950 NW Vivion Road, Riverside, Missouri. Chairman Barbara Snyder called the meeting to order at 7:30 p.m. The following members answered roll call: Shawn Lee, Ray Uhl, Karen Gordy, George Flaws, Evelyn Poe, Mayor Betty Burch and Chairman Barbara Snyder were present. Cy Houston, Jim Smith, Mike Shelton, Jim Burch and Aaron Locke were absent. Also present was Community Development Coordinator, Brent Miles. Public Hearing Continued Mr. Rick Johnson was present to request a special permit in from July 24 flood hazard area to place fill. Special Permit Flood Hazard Area Available Construction 4439 NW Gateway Ray Uhl inquired how many trees would be cleared. Mr. Johnson stated some trees would be left. It was a 7,000 sq.ft.. area. Currently trucks have trouble getting around the back. Shawn Lee inquired about a geo report. Mr. Johnson stated Aylett Survey had done that. Staff report stated that Available Construction was requesting a special permit in a flood hazard area. Some fill had already been placed. Fill is allowed in floodplain if not more than one foot rise in elevation. Floodplain impacts must be determined by applicant's engineer. The city has no responsibility on verification of floodplain impacts due to fill placed. Construction of walls or structures will require a building permit. Staff recommends applicant provide the City licensed engineer documentation stating fills meets floodplain requirements. The fill should be seeded or planted to reduce erosion. Applicant will be required to obtain a Mo. DNR land disturbance permit and obtain required building permits for retaining wall. Chairman Snyder stated there was a memo attached from City Engineer, John Jackson, stating the outlet for proposed storm sewer must have a flared end section and rip rap to be minimum of 12" crushed rock by 24" deep. Brent Miles, Community Development Coordinator, stated also the storm sewer must be designed, size and stamped by registered engineer. Close Public Hearing Chairman Snyder closed the public hearing for a special permit Special Permit in a flood hazard area for Available Construction, 4439 NW Gateway Flood Hazard Area at 7: 45 p.m. Available Construction 4439 NW Gateway Ray Uhl inquired about the trees and stated he would not like to see any trees removed that did not have to be. Rick Johnson stated he knew of one big tree that would have to be taken out because of the wall. Shawn Lee inquired what type of building might be considered for future development and Rick Johnson stated it would be similar to his existing building. Evelyn Poe inquired in the retaining wall would be natural or made material. Mr. Johnson stated it would be interlocking block material with a footing. Motion to Recommend Shawn Lee made a motion to recommend approval of the Approval Special Permit in a Flood Hazard Area for Available Construction Special Permit subject to all recommendations met by City Engineer and only Flood Hazard Area removing trees necessary; seconded by Ray Uhl; all voted aye; Available Construction motion carries. 4439 NW Gateway Request for Building Permit Ms. Becky Denault, Sr. Property Manager for ProLogis, presented Pinnacle Imports application for Pinnacle Imports, 614 NW Platte Valley Drive, for 614 NW Platte Valley Drive an interior remodel to construct a 10 by 12 office. Staff report stated that all codes had been met and approval is recommended. Motion to Recommend George Flaws made a motion to recommend approval for the building Approval permit for Pinnacle Imports at 614 NW Platte Valley Drive; seconded Building Permit by Shawn Lee; all voted aye; motion carries. Pinnacle Imports 614 NW Platte Valley Dr. Request for Sign Permit Mr. Stan Anderson, Anderson Backhoe, Inc., 4301 NW Tullison Road, Anderson Backhoe presented application for sign permit. Lettersmith and Company is 4301 NW Tullison Road constructing the sign/ Staff report stated that the sign is less than 50 sq ft and meets all City codes. Shawn Lee inquired if the sign would be lighted. Mr. Anderson stated it was located underneath a light. It was aluminum backing and vinyl coated and would face Premier Coach. Mr. Anderson also stated he thinks "dead end" or "no outlet" signs would be helpful on Tullison because of all of the traffic that comes down the road and has to turn around. Motion to Recommend Shawn Lee made a motion to recommend approval of the sign Approval permit application submitted by Anderson Backhoe at 4301 NW Sign Permit Tullison Road, seconded by Evelyn Poe; all voted aye; motion carries. Anderson Backhoe 4301 NW Tullison Road General Discussion Brent Miles state that MARC would be holding a meeting for Commission members if anyone would like to attend. Motion to Adjoum George Flaws made a motion to adjoum at 8:05 p.m.; seconded by Shawn Lee; all voted aye; motion carries. Kathleen L. Rose, Acting Secretary
