PLANNING & ZONING COMMISSION
RIVERSIDE, MISSOURI
JUNE 12, 2003
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the
Board of Aldermen Room at City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Vice Chairman, Cy Houston, called said meeting to order at 7:30 p.m. The following members answered
roll call: Shawn Lee, Ray Uhl, Jim Smith, George Flaws, Evelyn Poe, Mayor Betty Burch and Vice
Chairman, Cy Houston. Chairman Barbara Snyder, Karen Gordy, Mike Shelton, Jim Burch and Aaron
Locke was absent.
Also present was City Administrator, David Blackburn, City Engineer, John Jackson, City Attorney, Matt
Kitzi and Community Development Coordinator, Brent Miles.
Motion to Open Public Hearing Shawn Lee made a motion to open public hearing to consider the
Special Use Permit request for Special Use Permit for outdoor storage; seconded by
Jim Smith; all voted aye; motion carries. Mr. Rick Johnson
Available Construction spoke on behalf of Available Construction, 4439 NW Gateway, and
4439 NW Gateway stated that this location would be used as a remodeling contractor's
business with a retail carpet and tile store. He was requesting
a Special Use Permit to store a truck and utility trailer behind the
building in a fenced in area.
Leesa Parsons, 4437 NW Gateway, was present and stated that she
did not have any problems with Mr. Johnson's request.
Close Public Hearing Shawn Lee made a motion to close public hearing at 7:38 p.m.;
seconded by Ray Uhl; all voted aye; motion carries.
Brent Miles, Community Development Coordinator, stated that
a contracting business in the C -1 district required a special use
permit for outside storage. The carpet and tile store is a permitted use.
A minimum of 10 parking spaces is required with one being ADA.
Limited landscaping has been recommended until improvements to
Gateway has been completed. Staff recommends concrete block
With stucco matching the building over the proposed cedar fence to
enclose the trash receptacle. Lighting will be provided with four
new exterior lights mounted to building.

Request for Change of Use Mr. Rick Johnson, Available Construction, 4439 NW Gateway
Permit and Building Permit also presented application for a Change of Use permit and
Available Construction Building Permit.

Approval of Use Permit for Available Construction, 4439 NW Gateway;
Change of Use Permit seconded by Shawn Lee; all voted aye; motion carries.

Request for Building Ms. Jeneva Myers, Tampa Sales Corp., 2642 West Platte Road,
Permit presented application for a building permit to expand the
Tampa Sales Corp. bathroom to make ADA compliant at that location for her
2642 West Platte Road tenant, Maria's Kitchen.
City Engineer, John Jackson, stated he had reviewed the plan
and that everything was okay.
Motion to Recommend George Flaws made a motion to recommend approval of the
Approval building permit application to expand the bathroom at 2642
Building Permit West Platte Road; seconded by Shawn Lee; all voted aye;
Tampa Sales Corp. motion carries.
Request for Building Mr. Charles Pinkman, 318 NW Woodland Road, presented
Permit application for a building permit for a detached carport that
Charles Pinkman that location. The carport will be set on an existing 20 X 20
318 NW Woodland Road concrete pad.
Ray Uhl inquired if this structure would be a flat roof and
Mr. Pinkman stated it would not. The company used
was American Steel Manufacturing. Ray Uhl inquired if
neighbors had any objections. Mr. Pinkman stated they
did not and that the carport would set beside an existing
2 -car garage. Ray Uhl inquired if building would eventually
be enclosed and Mr. Pinkman indicated he hoped to do
so by next Spring.
Brent Miles, Community Development Coordinator, stated
that a site plan had been submitted and all codes and setbacks
had been met.

Approval building permit application to construct a detached carport

Motion to Table Shawn Lee made a motion to table the request for building
Building Permit permit for Gary Shipley due to his absence to next meeting;
Gary Shipley seconded by Jim Smith; all voted aye; motion carries.

Building Permit permit for Straight Builders at 5113 NW Gower Court to
Straight Builders next meeting; seconded by Evelyn Poe; all voted aye; motion
5113 NW Gower Court carries.
Request for Change of Use Mr. Scott Slaggie, Architect, 208 Delaware, Kansas City, Missouri
Permit and Building Permit was present with Susan Freeman, Plate Expectations, 1847 NW
Plate Expectations, Inc. Vivion Road and presented application for a Change of Use
1847 NW Vivion Road permit and Building Permit at that location.
Susan Freeman stated that she had been in the catering business for 14
months. She provided this service to private /corporate jet owners. It
was a gourmet "to -go" type business. Her customers were American
Century, Hallmark, Russell Stovers and Waddell & Reed. She was
requesting a change of use for the location that was currently empty
and a building permit to install a commercial kitchen for her business.
Brent Miles, Community Development Coordinator, stated the business
was a required use in the C -1 District. Parking, lighting, signage
and landscaping requirements had already been met. The site
plan submitted is in compliance with all codes.
John Jackson, City Engineer, stated that this was a tenant finish only.
It had a co -ed ADA bathroom; sprinklers over hoods were in place.
Only recommendation was a sampling manhole and grease interceptor
in the sewer line.

Request for Building Permit Mr. Rick Westmoreland, Liberty Homes, 100 Clayview, Liberty, Mo.
Liberty Homes presented application for three building permits to construct new
5006, 5007 & 5010 NW homes at 5006, 5007 and 5010 NW Gatewoods Drive. Mr.
Gatewoods Drive Westmoreland stated the homes would range in the low $170's to
mid $190's, 3 car garages, etc. Theses structures would be
clones to homes already built in Liberty at the White Tail Pond
subdivision. The floor plans submitted were atrium split and
reverse two -story ranch, 8 foot basements; vertical siding on
sides and horizontal on front. No stucco on these homes.
The Tambra had finished area of 2200 s.f. and the Capri had
finished area of 1818 s.f.
Brent Miles, Community Development Coordinator, stated the
plans submitted met all codes, setbacks and square footage
requirements.
John Jackson, City Engineer, stated the plans were stamped
and included footing and foundation requirements.

General Discussion David Hallauer, 4003 NW 52 Street, was present to inquire
if his neighbor was required to notify adjacent property owners
if they were going to construct a fence. Mayor Betty
Burch stated the applicant would have to be meet setbacks
Brent Miles stated that his neighbor, Mr. Young was scheduled
to appear at the next meeting.
