PLANNING & ZONING COMMISSION
RIVERSIDE, MISSOURI
MAY 8, 2003
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular
session in the Board of Aldermen Room at City Hall, 2950 NW Vivion Road, Riverside,
Missouri.
Chairman Barbara Snyder called the meeting to order at 7:30 p.m. The following
members answered roll call: Shawn Lee, Ray Uhl, Cy Houston, Karen Gordy, Jim
Smtih, Evelyn Poe, Jim Burch, George Flaws, Chairman Barbara Snyder. Mayor Burch,
Aaron Locke and Mike Shelton were absent.
Also present was City Engineer, John Jackson, City Consultant, Mike Duffy,
City Administrator, David Blackburn and City Attorney, Ben Prel 1.
Approval of Minutes Chairman Snyder asked for any corrections or
April 10, 2003 additions to the minutes of April 10` 2003.
George Flaws made a motion to accept the
minutes as presented; seconded by Cy Houston;
all voted aye; motion carries.
Open Public Hearing Chairman Snyder opened a public hearing to
Special Use Permit consider the approval of a Special Use Permit
Apex Construction and for Apex Construction and Riverside Seat,
Riverside Seat 500 NW Platte Valley Drive for the construction
of a new facade on the building at 7:32 p.m.
Continue Public Hearing There being no comments from the public,
Special Use Permit Shawn Lee made a motion to continue the
Apex Construction and Public Hearing until May 15, 2003, at 7:30 p.m.;
Riverside Seat seconded by Cy Houston; all voted aye; motion
carries.
Open Public Hearing Chairman Snyder opened the Public Hearing on
Consider Amendments consideration of amendments to zoning code in
to Zoning Code the commercial and industrial districts.
Continue Public Hearing Cy Houston made a motion to continue the Public
Amendments to Zoning Hearing until May 15, 2003, at 7:30 p.m.;
Code seconded by Ray Uhl; all voted aye; motion
carries.
Request for Emergency Mr. Ralph Schmude was present to request
Building Permit for an emergency building permit for certain
Ralph Schmude units in the Line Creek Apartment complex that
were damaged by the recent tornado. Mr.
Schmude stated that several tenants had been
displaced. The previous owner, Gary Brenner,
had provided the building plans and he was
asked the board to waive the permit process and
fees in order to get the repairs done and tenants
moved back in.
Chairman Snyder asked for staff report. John
Jackson, City Engineer, stated he had just received
the plans and had not had enough time to look at
them.
City Attorney, Ben Prell, stated that under
Section 435.030 "Exempted Work" that a building
permit shall not be required if the roof line of the
building does not change or the foundation
of the building or structure does not change.
Motion to Recommend Jim Burch made a motion to recommend the
Emergency Building emergency building permit with the condition
Permit that all plans will be reviewed by the City
Ralph Schmude Engineer and staff approved by the Board of
Homestead Road Aldermen; seconded by Shawn Lee; all voted aye;
Line Creek Apartments motion carries.
Request to Table Mike Duffy, City Consultant, asked for a motion
Building Permit to table the request for Building Permit by Apex
Apex Construction/ Construction and Riverside Seat, 500 NW Platte
Riverside Seat Valley Lane, until May 15, 2003, at 7:30 p.m.
500 NW Platte Valley Shawn Lee made a motion to table the Building
Permit request; seconded by Jim Smith; all voted
aye: motion carries.
Motion to Adjourn George Flaws made motion to adjourn at 7:40 p.m.;
seconded by Jim Smith; all voted aye: motion carries.
