HomeMy WebLinkAbout2003-01-09 Planning & Zoning Commission Minutes MINUTES PLANNING & ZONING COMMISSION RIVERSIDE, MISSOURI JANUARY 9, 2003 The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Room at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chairman Snyder called the meeting to order at 7:35p.m. The following members answered roll call: Jim Burch, Mike Shelton, Gale Perkins, Ray Uhl, Shawn Lee, Mayor Betty Burch and Chairman Barbara Snyder. Karen Gordy, Cy Houston, Jim Smith, George Flaws, and Aaron Locke were absent. Also present were Codes Enforcement Officer, Dwight Flowers; City Engineer, John Jackson; City Administrator, David Blackburn and City Consultant, Mike Duffy. Correction to Minutes Shawn Lee corrected Page 2, paragraphs 6 and of 11/14/02 7 to reflect he abstained during the Argosy discussion. Approval of Minutes of There being no further corrections Chairman Snyder November 14, 2002 and asked for a motion to approve the minutes of December 19, 2002 November 14, 2002 and December 19, 2002. Shawn Lee made a motion to approve the minutes as corrected and prepared; Ray Uhl seconded; all voted aye: Gale Perkins abstained as to the 11/14/02 minutes and Mayor Burch and Mike Shelton abstained as to the 12/19/02 minutes; motion carried. Open Public Hearing Chairman Snyder opened the public hearing to Special Use Pennit to consider a special use permit for Gann Asphalt 3401 NW Vivion Road at 3401 NW Vivion Road at 7:40 p.m. No comments or discussion were had. Close Public Hearing Public Hearing was closed ad 7:42 p.m. Special Use Permit 3401 NW Vivion Road Request for Special Use Brian Gann, Gann Asphalt, presented application Permit and Change of Use for a Special Use Permit. Don Alexander, Allison & 3401 NW Vivion Road Alexander, landlord of building, also presented application for a Change of Use Permit. Chairman Snyder asked for staff report. City Consultant, Mike Duffy, stated that Gann Construction is an asphalt contractor. The building will be used as an office, warehouse and outside storage facility. They will use the existing fenced storage area for outside storage of company vehicles and equipment. Trucks are gone during the day. There will be little visibility of outside storage. They meet all the requirements. Shawn Lee inquired about the cleaning of equipment and if diesel fuel would be used. Brian Gann stated that cleanup was done primarily at job site and that occasionally there would be cleanup performed at this location. Motion to Recommend Gale Perkins made a motion to recommend Approval approval of the Special Use Permit and Change of Use Permit for Gann Asphalt at 3401 NW Vivion Road; Shawn Lee seconded; all voted aye; motion carried. Request for Building Permit John Dowd, Manager of Beverly Lumber, Beverly Lumber Co. 2519 West Platte Road, presented application 2519 West Platte Road for a building permit for an outside storage shed for temporary storage of special order merchandise. Chairman Snyder asked for the staff report. City Engineer, John Jackson, stated that the plans were complete, there were no setback problems, the building would have wood siding construction, and that city staff had no objections. Motion to Recommend Shawn Lee made a motion to recommend Approval approval of the building permit for an outside storage facility at Beverly Lumber Company; seconded by Ray Uhl; all voted aye; motion carried. Request for Building Permit Pat Harris, Pat Harris, Homes, 5334 NW Merrimac 4321 NW 52 Street presented application for a building permit to construct a new home at 4321 NW 52 Street. This would be a single family dwelling and would be a tri -level design. Chairman Snyder asked for the staff report. City Engineer, John Jackson, stated that the plans had been reviewed. The grading would swell on low side and would not drain onto adjacent property. The lot was 200' deep and would drain to back of yard. Chairman Snyder inquired if this met the square footage requirements and City Engineer, John Jackson stated it did. Jim Burch inquired about the plot plan and the elevation of the garage floor. City Engineer, John Jackson stated it was in the packet and should be included. Shawn Lee inquired if the 96.9 marking was the top of curb or street level. City Engineer, John Jackson stated it was at the top of curb. Mayor Burch inquired about the house plan. Pat Harris stated it was a tri-level with 1325 sq. ft. on the main floor and a 300 + sq. ft. finished family room. Shawn Lee inquired about the rebar on Section A -At Over Excavation drawing. City Engineeer, John Jackson, stated there was rebar in the footings on his plans. Motion to Recommend Gale Perkins made a motion to recommend Approval approval of the Building Permit for a single dwelling home at 4321 NW 52 St; Jim Burch, seconded; all voted aye; motion carried. Request for Grading Permit Gatewoods Development Jim Trimble, 5503 NW Foxhill Road, Parkville, Mo. presented application for a grading permit for the Gatewoods Development subdivision. Shawn Lee abstained from this discussion. This grading permit would be for the area south of the old Sinclair station on Gateway. The gas station is at grade and fill was needed to the south. This property had been recently acquired and they have been working with Midwest Remediation and Department of Natural Resources to remove tanks and monitoring wells. This clean up project was funded by the state insurance program. The fill will be to the 300' mark off highway right -of -way on the west side of Gateway and will come up to existing entrance on Gateway. The west side of fill will be higher and drain to back. Water will be controlled in enclosed storm drain and will not run over roadway. All fill would comply. There was a lot of dirt available because of the levee project. Mayor Burch inquired if it was clean fill. Jim Trimble stated there would be some concrete block at lower elevations, but would comply with city requirements. Chairman Snyder asked for staff report. City Engineer, John Jackson, submitted a 4 page document from PSI Engineering, that was not originally included with the packets. He stated that city staff recommended approval of the grading permit and would stipulate that the PSI letter be attached to the fill permit and that Mr. Trimble follow PSI recommendations. Motion to Recommend Jim Burch made a motion to recommend approval Approval of the grading permit for Gatewoods Development, LLC., with the stipulation that recommendations by city staff and PSI be followed; Ray Uhl seconded; all voted aye; Shawn Lee abstained; motion carried. Request for Building Permit City Consultant, Mike Duffy, stated that Red X's Red X plans for a proposed car wash were not complete 2401 NW Platte Road and that a meeting would be held for further discussion and requested to table this permit until the next meeting. Motion to Table Mayor Burch made a motion to table the request for building permit for Red X to the next planning commission meeting held on 1/23/03; seconded by Shawn Lee; all voted aye; motion carried.
