SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, August 22, 2006
7:00 P.M.
A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held
at City Hall, in Riverside, Missouri, on August 22, 2006, at 7:00 p.m.
Mayor Kathy Rose called the meeting to order. Those in attendance were Mayor Rose
and Aldermen Beard, Super, Bruns and Hurt. Those absent: Aldermen Jones and Darata.
Also present were David Blackburn, City Administrator, Jane Henry, Executive
Administration Assistant, Public Safety Chief Gregory Mills, Brent Miles, Director of Planning,
and John McClelland, City Attorney.

and to prevent clear cutting. The city also needs to have
provisions for platting condos. A moratorium could last for 90
days but no more than 90 days. Miles wants to present Section
400, re-writken for the Unified Development Order (UDO), to the
Planning and Zoning Commission at their 9/14 regular session
and to the aldermen at their regular session on 9/19. He added
that the planned development code in place now has some
regulations that allow for developers to "get around the code."
The revision should alleviate that problem.
Miles iterated that the surveys showed that the citizens are most
interested in natural amenities. So regulating buffer zones and
clear cutting would address this interest. The new regulations
will not impact any project that is on the drawing board at this
time. Alderman Super said that he likes time limits on inactive
applications, i.e., applicafions that are denied cannot be presented
again for 6 months.
Alderman Bruns asked if we had talked with Liberty about loop
holes in their flow chart. Miles reminded the board that one of
the team working on the UDO is formally with Liberty P&Z and
now works for SKW so she has had first hand experience with
the `loop holes.' He added that there will always be codes that
have to be amended along the way.

The goal for acceptance and implementation of the UDO is
October 2006.
Alderman Hurt made a motion to place Bi112006-110 on first
reading. The bill authorizes the City of Riverside, Missouri, to
place a temporary moratorium on the submission of applications
for major subdivisions within the City of Riverside, Missouri.
Alderman Beard seconded.
The vote was:
Yes: Aldermen Super, Hurt, Bruns and Beard.
Absent: Jones and Darata.
Motion carried.
Ordinance 2006-110 Alderman Beard moved to place Bi112006-110 on second
Approved reading. Alderman Super seconded.
The vote was:
Yes: Aldermen Super, Hurt, Beard, and Bruns.
Absent: Jones and Darata
Motion carried.
Motion to Adjourn Alderman Super made a motion to adjourn. Alderman Bruns
seconded.
The vote was: Aldermen Super, Hurt, Beard, and Bruns.
Absent: Jones and Darata.
Motion carried and the meeting was adjourned at 7:25 p.m.
