AN ORDINANCE APPROVING A MEMORANDUM OF UNDERSTANDING
REGARDING THE NORTHLAND TRAFFIC SAFETY TASK FORCE
WHEREAS, Section 70.220, RSMo provides that any city may contract with any political
subdivision for a common service; and
WHEREAS, Section 70.230, RSMo authorizes a city to exercise the power conferred by
Section 70.220 by ordinance duly enacted; and
WHEREAS, the City has determined that it is in the best interests of the City to enter into the
Memorandum of Understanding with other political subdivisions located in Clay and Platte
Counties regarding participation in the Northland Traffic Safety Task Force.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF
THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS:
SECTION 1 — AGREEMENT APPROVED. That the Riverside Board of Aldermen ( "Board ")
hereby approves the Memorandum of Understanding for the Northland Traffic Safety Task
Force, in substantially the form attached hereto, and the Mayor is authorized to execute the
Memorandum of Understanding.
SECTION 2 — AUTHORITY GRANTED. The Mayor, the City Attorney and other appropriate
City officials are hereby authorized to take any and all actions as may be deemed necessary or
convenient to carry out and comply with the intent of this Ordinance and to execute and deliver
for and on behalf of the City all certificates, instruments, agreements and other documents, as
may be necessary or convenient to perform all matters herein authorized.
SECTION 3 — EFFECTIVE DATE. This Ordinance shall be in full force and effect from and
after its passage and approval.
BE IT REMBERED that the above was read two times by heading only, PASSED AND
APPROVED by a majority of the Bs • d of Aldermen and APPROVED by the Mayor of the

Northland Traffic Safety Task Force
Memorandum of Understanding
This mutual assistance agreement is made pursuant to Article VI, section 16 of the Constitution
of the State of Missouri, Sections 70.220 and 70.815 of the Revised Statutes of Missouri as
amended.
The consideration for this Memorandum of Understanding is based upon mutual benefit to the
respective citizenry of the parties of each of the participating agencies. The participating
agencies agree to cooperate for the ultimate goal of reducing traffic safety hazards, including
but not limited to DWI crash reduction, and detection and apprehension of DWI offenders in a
manner that is beneficial to each of the participating communities.
Eligible expenses for any Northland Traffic Safety Task Force activities will be paid with grant
funding provided by the Missouri Department of Transportation for the purpose of funding the
task force, if funding is available. Any ineligible expenses or other expenses not paid for
through grant funding will be paid for by each individual participating agency with prior
approval from the agency. No participating jurisdiction or law enforcement agency shall be
responsible for expenses incurred by another participating jurisdiction or law enforcement
agency, including but not limited to, expenses related to equipment and employees.
Pursuant to Section 70.815.2, RSMo, officers providing police services in another jurisdiction
pursuant to this Agreement shall have the same powers of arrest as officers of the requesting
political subdivision, and shall have the same immunity as if acting within their own jurisdiction.
A member of each participating law enforcement agency will participate on a board — hereby
created - that will govern the Northland DWI Traffic Safety Force. The board will consist of one
voting member of each participating law enforcement agency and a representative of both the
Platte and Clay County Prosecuting Attorneys Offices.
At the initiation of a task force project, the host law enforcement agency in the jurisdiction in
which the project is being held, shall have the authority to determine the extent, the time
frame, the manpower used, the procedures, and the general scope of the project.
Each participating jurisdiction shall maintain its own insurance coverage and shall be
responsible for all claims, damages, and loses sustained by its own law enforcement agency and
personnel. This agreement shall not be construed as to create an employment relationship
between the employees of one participating agency and another. Each party agrees to provide
insurance for its own employees including, but not limited to, liability and workers
compensation insurance.
Each participating agency hereby agrees to have the individual members of its law enforcement
agency conform to the standards of the Northland DWI Task Force grant and board while
participating in any task force project.
Each agency may terminate its participation in the Northland Traffic Safety Task Force for any
reason at any time by giving notice to the other participating agencies.
The provisions of this Agreement shall not be deemed to create any third party benefit
hereunder for any member of the public or to authorize any one, not a party hereto, to
maintain suit pursuant to the terms of this Agreement.
This Memorandum of Understanding may be executed in counterparts.
In witness whereof the duly authorized representatives of each participating agency, a party to
this memorandum, does hereby affix his /her signature to effectuate the terms, provisions and
agreements herein contained.
