HomeMy WebLinkAbout2006-08-29 Special MINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 29, 2006 7:00 P.M. A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held at City Hall, in Riverside, Missouri, on August 29, 2006, at 7:00 p.m. Prior to the special meeting, the mayor, board of aldermen and certain park board members met at 6:30 p.m. to tour the City Hall Annex and the Community Center. Mayor Kathy Rose called the meeting to order. Those in attendance were Mayor Rose and Aldermen Ray Beard, Ron Super, Bernie Bruns, David Hurt, Linda Jones and Pam Darata. Also present were David Blackburn, City Administrator, Jane Henry, Executive Administration Assistant, Public Safety Chief Gregory Mills, Brent Miles, Director of Planning, and John McClelland, City Attorney. Park Board Presentation Mark Spurgeon, WSKF Architects, made a presentation to the board. He regarding the City Hall identified and charted all community centers within a 2 mile and a 5 mile radius. Annex and Community He said he would work with Brent Miles to develop a process for the study and Center Improvements assessment of need. There will be presentations to the public and presentations and approval from the Park Board and BOA. After that, a timetable can be proposed. Some of the additions discussed for the community center are meeting rooms, fitness areas and equipment, more aquatic amenities, an indoor track, locker facilities, and storage. Mayor Rose said the Riverside Community Center has served a need but that nearby community centers have raised people's expectations. Alderman Jones agreed and said that the "community has spoken and wants more." Alderman Beard asked what it would cost to do an analysis of the viability of the annex/old union hall. Spurgeon said that is part of their scope and is therefore included in their contract fee. Beard asked WSKF to explore the possibility of adding an addition on the west side of the community center. Beard added that he thought the old public safety building should be razed. Alderman Super asked for the number of square feet in the annex and how many private facilities we would be competing with for rentals. Alderman Bruns talked about the pool. He said his kids like the outdoor pool and he would like to consider keeping it as opposed to enclosing the emirs swimming area. He added that he would like to see the hours adjusted to allow for lap lane swimming. He also said that, in Omaha, the spray park is a big draw. He added that we need to get the weights and fitness equipment going right away. Spurgeon told the board that YMCA reports indicate that membership overall is down but the 55+ age group is up. Hurt said it would be good to get a citizens' group to study this and they might contact the YMCA about their demographic studies. Hurt also said that sometimes insurance companies pay for memberships for Seniors. Mayor Rose asked Community Center Director Lori Bardeen for input. Bardeen said the #1 request is for fitness/workout center. Bardeen said we need an aerobics room with a wooden floor and mirrors. There is a lot of interest in aerobics and jazzsrcise. Also, we need storage. Bardeen said the community center is unavailable to the public 3 days a week because of rentals. She also said the city could rent space for business meetings and could rent audio visual equipment for those meetings. Spurgeon said WSKF would come back to the board with a plan for the process and Rose responded that she would put together a committee to work with the architects. Bi11 2006-1 1 1 Alderman Jones moved to place Bi11 2006-1 1 1 on first reading. Alderman Disbursements to Pay Darata seconded. Certain Indebtedness The vote was: Yes: Aldermen Super, Hurt, Beard, Bruns, Jones and Darata. Motion carried. Ordinance 2006-111 Alderman Beard moved to place Ordinance 2006-111 on second reading. Alderman Bruns seconded. The vote was: Yes: Aldermen Super, Hurt, Beard, Bruns, Jones and Deters Motion carried. Mayor's Discussion Mayor Rose announced Gene Lively's resignation from Planning and Zoning Commission. She spoke with appreciation about Commissioner Lively's contributions to the commission and the city. Alderman Darata made a motion to accept the resignation and Alderman Bruns seconded. All voted in favor and the motion carried. Rose also told the board about the IJDO presentation that Mike Duffy, SKW, made to the Planning and Zoning Commission the previous week. She spoke of Commissioner Ray iJhl's recent fall and wished him a speedy recovery. Motion to enter into Closed Alderman Super made a motion to enter into closed session at 8:20 p.m. Session pursuant to RSMo Alderman Hurt seconded the motion. 610.021(1) for discussion of Legal issues, RSMo The vote was: 610.021(2) Real Estate and Yes: Aldermen Super, Hurt, Beard, Bruns, Jones and Deters. RSMo 610.021(3) Person- nel Issues with the City Motion carried. Attorney Motion to enter into Open Alderman Beard made a motion to enter into open session. Alderman Bruns Session seconded the motion. The vote was: Yes: Aldermen Super, Hurt, Beard, Bums, Jones and Darata. Motion carried. Motion to Adjourn Aldenman Bruns made a motion to adjourn.
