AN ORDINANCE ESTABLISHING THE HOME BUILDING INCENTIVE PROGRAM
WHEREAS, the Riverside Comprehensive Master Plan identifies a key goal of the
community is to provide a quality home for every resident and that the most likely solution will come
from the development of new housing opportunities; and
WHEREAS, the construction of single - family residential structures contributes to the well
being of the City and its residents by providing increased jobs, business opportunities, and housing
options for current and prospective new residents; and
WHEREAS, some businesses located in the City supply and /or support the construction
industry (directly or indirectly) and are impacted by residential construction; and
WHEREAS, residential construction contributes to the economic well being of the City and its
taxpayers by generating increased revenues through taxes, user fees, and other charges enabling
the City to spread the cost of providing services to the public over a larger base; and
WHEREAS, for these reasons, the Board of Aldermen desires to establish and implement a
program to stimulate single - family residential construction in the City by temporarily reducing costs
incurred by builders associated with the construction of new single - family residential structures on
currently platted but undeveloped lots in the City, and remodels of existing single - family residential
structures through the provision of a credit on the building permit charges imposed by the City.
NOW, THEREFORE, BE IT ORDAINED, by the Board of Aldermen of the City of Riverside,
Missouri, as follows:
Section 1. That the Home Building Incentive Program (the "Program ") is hereby established
pursuant to the terms specified in this Ordinance
Section 2. That the following guidelines and applicability standards for the Program are hereby
established:
1. The Program shall apply only to the first fifteen (15) building permits obtained after
the effective date of this Ordinance for new single - family residential structures to be
constructed on currently platted and undeveloped lots in the City, provided that the
Program shall apply to no more than five (5) building permits in Ward I, five (5)
building permits in Ward II, and five (5) building permits in Ward III.
2. Construction work related to each building permit obtained pursuant to the Program
must proceed in a manner such that a foundation inspection can be made by the City
within sixty (60) days of the issuance of the building permit and must be completed
and have either a temporary certificate of occupancy or certificate of occupancy
within one (1) year of the date of the issuance of the building permit.
3. In order to help further the City's goals and objectives of this Program, builders are
strongly encouraged to use local suppliers and contractors and patronize local
businesses to the extent possible in the construction of the new residential
structures.
4. Except as modified in this Ordinance, all other applicable City codes, regulations,
ordinances, procedures and requirements shall continue to apply to all aspects of
the construction of structures in the City.
Section 3. That eligible builders participating in the Program with regard to obtaining a building
permit for new single - family residential structures shall receive a one hundred
percent (100 %) credit to the applicable building permit fee as calculated and
imposed pursuant to the City's Schedule of Fees.
Section 4. Applicants for remodeling permits to existing single - family residential structures shall
receive a one hundred percent (100 %) credit to the applicable building permit fee as
calculated and imposed pursuant to the City's Schedule of Fees, with no
geographical limit as to the number of remodel permit credits. In the event a
permittee under a remodel permit participating in the Program at any time fails to
comply with the requirements of the Program, the remodel permit shall be revoked
and no additional remodel work shall occur unless and until a new remodel permit
has first been obtained and the full amount of all applicable fees, charges and taxes
has been paid.
Section 5. In the event a builder participating in the Program at any time fails to comply with the
requirements of the Program, the building permit shall be revoked and no additional
construction shall occur unless and until a new building permit has first been
obtained and the full amount of all applicable fees, charges and taxes has been paid.
Section 6. That the Board of Aldermen shall review and evaluate the effectiveness of the
Program on or before December 31, 2013.
Section 7. That this Ordinance shall be in full force and effect from and after its passage by the
Board of Aldermen and approval by the Mayor according to law. The Program shall
terminate on December 31, 2013, subject to the permit limitations contained in
Section 2.
