PLANNING AND ZONINING COMMISSION
RIVERSIDE, MISSOURI
February 28, 2002
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in
the Board of Aldermen Room at City Hall, 2950 Northwest Vivion Road, Riverside, Missouri.
Vice Chairman Larry Reece called the meeting to order at 7:34 p.m. The following members
answered roll call Jim Burch, Aaron Locke, Toni Looker, Gale Perkins, Vice Chairman Larry Reece,
Fire Commander Mike Shelton, Jim Smith and Barbara Snyder. Rosa Curttright entered after roll
call. Absent were: Mayor Betty Burch, Alderman George Flaws, Karen Gordy, Cy Houston, and
Chairman Steve Warger.
Also present were Codes Enforcement Officer Dwight Flowers and City Attorney Matt Kitzi.
Approval of the Minutes of The minutes, which were distributed in advance, were missing page
February 14, 2002 two. A corrected copy will be distributed and considered for
approval at the next meeting.
Public Hearing — Vice Chairman Reece opened the public hearing for the
Preliminary Plat of consideration of the Preliminary Plat of Brenner's Ridge Second
Brenner's Ridge Second Preliminary Plat.
Preliminary Plat
There were no speakers in favor or against.
Tom Nero, Jack Miller Properties, 8104 North Cosby Avenue,
Kansas City, Missouri, and Steve Warger, 4435 NW Indian Lane,
Riverside, Missouri, refreshed the Commission members on the plan
and answered questions. There are 14 lots on two cul -de -sacs. The
homes will meet the square footage regulations at the time they are
built. Emergency vehicles will be able to enter through the entrance
at 52' and through Houston Lake. It is still not certain what the
utility companies will be. The plan has been replatted since the
previous time it was presented.
The public hearing was closed
Motion to Recommend Mr. Burch moved that the preliminary plat be recommended for
Approval approval to the Board of Aldermen. Ms. Curttright seconded. The
motion carried unanimously. Ms. Snyder abstained due to conflict
of interest.
Building Permit, Colin The Commission considered the request by Colin Campbell to
Campbell, 4303 NW install garage doors, and to add a two -foot roof over the door. Mr.
Gateway Campbell did not appear for the meeting.

Ms. Perkins moved that the building permit be recommended for
approval based on the information provided. Ms. Sndyer seconded.
The motion carried. Mr. Burch voted against.
Application to Rezone from The Commission considered the tabled motion of December 13,
R -2 to C -1 at South of 2001, concerning the application for Rezoning from R -2 to C -1
Riverchase, North of Route South of Riverchase, North of Route 9 at East Riverside limits.

The Commission considered the request under Zoning Code Section
405.010.
There is commercial property across the street from this area. There
was concern expressed that residential property in that area would
not require the same level of disturbance to the land and would be
safer for the houses above it. Concern was also expressed for traffic
at such a difficult merge point.
Motion to Recommend Mr. Burch moved that the application for rezoning be recommended
Disapproval for disapproval by the Board of Aldermen based on Zoning Code
405.010 (1), and the lack of promotion the general welfare of the
community. It was seconded by Ms. Perkins. The motion carried.
Ms. Looker voted against.
General Discussion Mr. Flowers told the Commission that at the next meeting, the
planned district would be presented. The request is to go from 73 to
56 homes. Also an application for rezoning a property from R3 to
Commercial will be presented.
Mr. Burch explained that he voted against the Campbell request
because there was no accompanying drawing. Discussion about
whether a building permit was needed was also discussed.
Adjournment Ms. Looker moved that the meeting be adjourned. Ms. Snyder
seconded. The meeting was adjourned.
