PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
JULY 11, 2002
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular
session in the Board of Aldermen Room at City Hall, 2950 NW Vivion Road, Riverside,
Missouri.
Chairman Snyder called the meeting to order at 7:30 p.m. The following members
answered roll call: Jim Burch, , Karen Gordy, Vice Chairman Cy Houston, Shawn Lee,
Aaron Locke, Gale Perkins, , Jim Smith, Chairman Barbara Snyder, Ray Uhl and Mayor
Betty Burch. George Flaws and Mike Shelton absent.
Also present were Codes Enforcement Officer, Dwight Flowers; City Engineer, John
Jackson: City Administrator, David Blackburn; and City Attorney, Matt Kitzi.
Approval of Minutes of Chairman Snyder asked for any corrections to the
June 27, 2002 minutes of June 27, 2002. There being no
corrections, Chairman Snyder asked for a motion to
approve; Karen Gordy moved that the minutes be
accepted; seconded by Jim Smith; all voted aye
except for Mayor Burch who abstained due to
absence; motion carried.
Request for Building Tim Rice, 8171 NW Beaman Drive, Kansas City,
Permit Blue Ridge Bank Mo., 64151, presented application for a building
& Trust permit on behalf of Blue Ridge Bank and Trust.
Jim Burch, WMI Construction, site contractor and
Homer Williams, WRS, architect, and Ed Rule,
property owner, were also present.
Mr. Rice submitted color photos, a letter of intent,
and letter from WRS Architects certifying
drawings. Mr. Rice explained to the Board that
Blue Ridge Bank and Trust had entered a lease
agreement with Ed and Kathi Rule to operate a
a full service bank at a temporary location on the
southeast corner of Vivion and Gateway where
the old car wash building had been previously
been. Blue Ridge and Bank will occupy a 2900
square foot building that had previously been
occupied by another bank in Overland Park,
Kansas, for the last three years.
Mr. Rice stated that this building could possibly be
used for up to a two -year time period pending the
subsequent development of the 7 -1/2 acre tract
that the Rules would be proposing at a later
date. Mr. Rice stated that the building would
have 9' ceilings, 3 offices, 2 drive up lanes,
commercial window, ATM and hours of operation
will be from 7 to 7.
Chairman Snyder inquired if this was the first
venture north of the river for this Bank. Mr.
Rice stated yes, however Blue Ridge Bank and
Trust has been in business since 1958 and they
are currently the 4 /5` largest independent
community bank in Missouri.
Chairman Snyder inquired about the construction
of the building. Jim Burch, WMI Construction,
stated this building was a modular beamed pier
construction bolted together in three pieces. It
will have 47 concrete piers with 14 dead man
anchors.
Shawn Lee inquired if they would be using screw
in augers. Jim Burch stated they could do either
one. The exterior finish was "drive -it" and could
easily be blended and repaired once the bank was
assembled. The interior was already finished and
would require minimal work.
Shawn Lee inquired if 73' feet from the street
was adequate for traffic flow and where the
over -flow would be directed. Tim Rice stated
they have two lanes, approximately 10 cars, and any
over -flow would be directed through the
parking lot on the front.
Aaron Locke inquired if the ATM was separate.
Mr. Rice stated the ATM was a shared island.
Aaron Locke inquired if the air conditioning
unit would be on the front of the building and
and would be aesthetically attractive. Jim
Burch stated there were condensing units on the
front and back and screening would be provided.
Chairman Snyder inquired if the City staff had
any comments. Dwight Flowers, Codes
Enforcement Officer, recommended approval
of documents submitted.
Mayor Burch inquired from Ed Rule how long
it would be before his development was ready.
Ed Rule submitted a proposed site development
of the area and explained his intentions therefore.
Motion to Recommend
Approval There being no further discussion, Chairman Snyder
asked for a motion to approve; Aaron Locke moved
that they recommend approval for the building
permit application submitted for Blue Ridge Bank
and Trust; seconded by Jim Smith; all voted aye;
Jim Burch abstained; motion carried.
Recommendation to Dwight Flowers, Codes Enforcement Officer,
Continue Building Permit recommended to continue the discussion
and Special Use Permit for Building Permit and Special Use Permit
Filger Oil Co. from Filger Oil Co., until July 25, 2002.
Board Comments Shawn Lee stated that the City needed to adopt the
2000 International Building Code. The City is
currently using the 1994 IBC. Dwight Flowers,
Codes Enforcement Officer, stated that Platte
County and Platte City were currently using the
2000 IBC.
Motion to Recommend Shawn Lee moved that the Board recommend
Approval to Adopt approval to adopt the 2000 International Building
2000 IBC Code; seconded by Ray Uhl; all voted aye,
motion carried.
Adjournment The meeting adjourned at 8:00 p.m.
