HomeMy WebLinkAbout2013-07-16 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, July 16, 2013 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, July 16, 2013. Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Mike Fuller, and Aaron Thatcher. Aldermen Seth DeRose was absent. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Administration Director Meredith Hauck, and City Planner Jackie Carlson. Also in attendance was Attorney Joe Bednar with Spencer Fane Britte and Browne. MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed CLOSED @ 6:01 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(2) Leasing, Purchase or sale of real estate, REMo 610.021 (3) Hiring, firing, disciplining or promoting a particular employee, and RSMo 610.021 (12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Super, and Fuller. Motion carried 5 -0. MOTION TO ADJOURN Alderman Cope moved at 7:00 p.m. to adjourn closed session CLOSED @ 7:00 P.M. with no action taken, second by Alderman Thatcher. Yes: Cope, Thatcher, Fuller, Homer, and Super. Motion carried 5 -0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:06 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Ron Super, Mike Fuller, Aaron Thatcher, and Art Homer. Alderman Seth DeRose was absent. 1 Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, City Planner Jackie Carlson, Public Works Director Tom Wooddell, Major Chris Skinrood, Fire Chief Gordon Fowlston, Administration Director Meredith Hauck, and City Engineer Travis Hoover. Attorney Joe Bednar, Brent Miles and Mark Pomerenke with NorthPoint were also present. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. PROCLAMATION Mayor Rose read the Proclamation for Responsible Gaming Education Week — August 5 -9, 2013. John Chaszar, General Manager and several Argosy employees attended and accepted the proclamation. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. MINUTES OF 07 - 02 - 13 Alderman Thatcher moved to approve the minutes of the July 02, 2013 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. JUNE 2013 Alderman Thatcher moved to approve the June Court Report 2013 Court Report, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 062 Alderman Thatcher moved to approve Resolution 2013 -062 Bill Pay authorizing the expenditure of funds for fiscal year 2013- 2014, for weeks ending July 5 and July 12 in the amount of $483,857.71, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 063 Alderman Thatcher moved to approve Resolution 2013 -063 American Red Cross Agmnt approving a services agreement with the American Red Cross, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. 2 RESOLUTION 2013 - 064 Alderman Thatcher moved to approve Resolution 2013 -064 Girls on the Run Agmnt approving a services agreement with Girls on the Run, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 065 Alderman Thatcher moved to approve Resolution 2013 -065 Miles of Smiles Agmnt approving a services agreement with Miles of Smiles, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 066 Alderman Thatcher moved to approve Resolution 2013 -066 MOCSA Agmnt approving a services agreement with Metropolitan Organization to Counter Sexual Assault, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 067 Alderman Thatcher moved to approve Resolution 2013 -067 Northland Childhood Hunger approving a services agreement with the Northland Childhood Hunger Initiative, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 068 Alderman Thatcher moved to approve Resolution 2013 -068 Northland Health Care Agmnt approving a services agreement with the Northland Healthcare Access, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 069 Alderman Thatcher moved to approve Resolution 2013 -069 Park Hill School Dist. Agmnt approving a services agreement with the Park Hill School District, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 070 Alderman Thatcher moved to approve Resolution 2013 -070 Platte Co Health Dept. Agmnt approving a services agreement with the Platte County Health Department, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 071 Alderman Thatcher moved to approve Resolution 2013 -071 Platte Senior Services Agmnt approving a services agreement with the Platte Senior Services, Inc., second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. 3 RESOLUTION 2013 - 072 Alderman Thatcher moved to approve Resolution 2013 -072 Synergy Services Agmnt approving a services agreement with Synergy Services, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 073 Alderman Thatcher moved to approve Resolution 2013 -073 YMCA of Greater KC Agmnt approving a services agreement with the YMCA of Greater Kansas City, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 074 Alderman Thatcher moved to approve Resolution 2013 -074 Elaine Warren — Park Board appointing Elaine Warren to the Park Board, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. RESOLUTION 2013 - 075 Alderman Thatcher moved to approve Resolution 2013 -075 2013 John Deere Tractor accepting the proposal from Richmond Farm & Lawn, Inc for a 2013 John Deere Tractor for a one year lease, second by Alderman Cope. Yes: Thatcher, Cope, Super, Homer, and Fuller. Motion carried 5 -0. REGULAR AGENDA MOTION FOR TEMPORARY Alderman Thatcher moved to approve the temporary liquor LIQUOR LICENSE license contingent upon State of Missouri approval for the Riverfest, September 20 -22, 2013, Managing Agent Cindi Rice with the Riverside Chamber of Commerce, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Super, and Homer. Motion carried 5 -0. BILL NO. 2013 City Clerk Robin Littrell gave first reading of Bill No. 2013 -053. CO 7 Kissick Const. City Engineer Travis Hoover explained the change order and that the project is moving forward. Alderman Thatcher moved to accept first reading and place Bill No. 2013 -053 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Homer, and Super. Motion carried 5 -0. Alderman Cope moved to approve Bill 2013 -053 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Homer, and Fuller. Motion carried 5 -0. 4 BILL NO. 2013 City Clerk Robin Littrell gave first reading of Bill No. 2013 -054. CO 2 Gunter Const. Co. City Administrator Greg Mills explained the change order for this bill. Alderman Thatcher moved to accept first reading and place Bill No. 2013 -054 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Fuller, and Super. Motion carried 5 -0. Alderman Cope moved to approve Bill 2013 -054 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Super, and Fuller. Motion carried 5 -0. CITY ADMINISTRATOR City Administrator Mills showed some PowerPoint pictures of the Gatewoods common area being discussed and he explained the lack of access to the area along with options that have been considered to this point. Alderman Aaron Thatcher gave a brief overview of events leading up to date and problems the neighborhood is facing. To control the fire hazard at this time, the Board agreed to have the Public Works department mow the area one time only with a brush hog rough cut. City Attorney Paul Campo is looking into title work and true ownership of the property. There were a few questions asked from guests in the audience regarding the trail in Gatewoods as well. ADMINISTRATION Director of Administration Meredith Hauck addressed the need for a motion to approve the one time sponsorship for the Band trip to London. Discussion was held among the Mayor and Board regarding the sponsorship amount, gift to take from Riverside, and travel expenses for the Mayor. Hauck is to gather more information for the Board and present at the August 6 meeting. COMMUNITY DEVELOPMENT City Planner Jackie Carlson directed the Board to the flyer in their packet about the ReMax Open House Event. She also announced that we had two permits issued for new residential construction since the Home Building Incentive Program was established. ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Fire Chief Gordon Fowlston thanked the Board and City for allowing him the honor to go and serve on the funeral team, helping the families of the 19 fire fighters lost during the fires in Colorado. Fowlston shared details of the seven funerals the Missouri Team assisted with and organized for the families of those lost, along with other important information. 5 PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super reported that there are issues with the railroad track and that there will be a meeting tomorrow, July 17 ° '. MAYOR'S DISCUSSION Mayor Rose announced that the Northland paper reported that John West, a resident of Indian Hills years ago, served as an alderman in the late 1970's or early 1980's had passed away recently. The F /PAL golf tournament was a huge success and we are very anxious to hear the numbers reported from it. The MML Annual Conference is in Branson in September. Mayor Rose also explained a new program now being offered by MML for elected official's certification. The Montebella street repair was discussed. Mayor Rose also mentioned the idea of an ice cream social or some type of event to "sell the city" and get information out to the community, possibly by having a residential section on the city website. Trim had a kick -off meeting today. The Riverside dentist, Michael Arnett bought a house in Riverside. BOARD OF ALDERMEN Alderman Cope — Announced that he and Kristy are pregnant. Alderman Fuller — The Washington D.C. trip was a great learning experience and enjoyable. Alderman Super — The lady that did the article for the newsletter was very competent and did a nice job condensing the information. Mayor Rose added that she had received good feedback from many residents on the newsletter. Alderman Thatcher — The Soulfood Festival was a big event, the set up was nice, parking was challenging, but the event was great. There were about 6,500 people in attendance. He also appreciated everyone that participated in the Gatewoods discussion. Alderman Homer — Thank Gordy for the sacrifices made to go out to Colorado and help those that had lost loved ones.
