MINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 13, 2013 5:15 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, August 13, 2013. Mayor Kathy Rose called the meeting to order at 5:15 p.m. Those in attendance were Mayor Kathy Rose, Alderman Brad Cope, Art Homer, Ron Super, Aaron Thatcher, Seth DeRose, and Mike Fuller. Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Community Development Director Mike Duffy, Community Development Assistant Sarah Wagner, Public Works Director Tom Wooddell, Finance Director Donna Resz, Administration Director Meredith Hauck, City Engineer Travis Hoover, and City Planner Jackie Carlson. MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed CLOSED @ 5:16 p.m. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(2) Leasing, Purchase or sale of real estate, RSMo 610.021, and RSMo 610.021 (12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Super, DeRose, and Fuller. Motion carried 6 -0. MOTION TO ADJOURN Alderman Homer moved at 6:04 p.m. to adjourn closed session CLOSED @ 6:04 P.M. with no action taken, second by Alderman Thatcher. Yes: Homer, Thatcher, Cope, Fuller, DeRose, and Super. Motion carried 6 -0. SPECIAL SESSION Mayor Rose called the Special Open Session Meeting to order at 6:07 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Aaron Thatcher, Ron Super, Seth DeRose, and Art Homer. Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Major Chris Skinrood, Community Development Assistant Sarah Wagner, Assistant Fire Marshall Keith Payne, City Planner Jackie Carlson, Finance Director Donna Resz, Administration Director Meredith Hauck, City Engineer Travis Hoover, and Court Clerk Shayla Jones. 1 WORKSHOP © 6:07 P.M. City Administrator Greg Mills explained the process of re- codification and the tasks that staff has completed to create the updated codes. He informed the Board that we will have regular updates to keep the codes current, beginning in the first quarter of 2014. There was a PowerPoint presentation detailing the major changes to the codes. City Clerk Robin Littrell reviewed the major changes to the Liquor Code. Court Clerk Shayla Jones reviewed the change in court fees. Assistant Fire Marshall Keith Payne explained that the changes to the Fire Code were a reflection of the newly adopted 2012 Fire Codes in December of 2012. Major Chris Skinrood reviewed the changes for the police that resulted in 43 changes and modifications. The largest change was the traffic code numbering system and the fact that all the systems used by police and dispatch will have to be updated. Skinrood also detailed the new vicious dog ordinance that is replacing the current 'pit bull" breed specific ordinance. Community Development Director Mike Duffy addressed the Board and gave an overview of code changes for his department. The Gateway Grant and Loan Revitalization Committee was deleted since it was never initiated, along with change of use regulations. Duffy gave examples of a few minor changes together with information on some future issues that will be addressed for the next update. City Administrator Mills gave a recap of the items discussed and announced that these changes would be on the next regular meeting agenda as an ordinance for adoption. Mills also stated that there will be an open house in the chambers on Thursday, August 15' from 4:30 p.m. to 6:30 p.m. to give the public an opportunity to ask any questions. We will also send out a reverse 911 text message to inform the residents of the meeting, on August 14 GOAL SETTING FOR Mayor Rose stated that this was an opportunity for the Board to CITY ADMINISTRATOR set the goals for the coming year for Greg Mills. She also expressed that he has met and exceeded current goals and expectations. Each board member gave their thoughts on performance of the administrator and staff and vision for the city in general. Communication and development of the entire city were focused discussion topics.
