R -2013- 098 A RESOLUTION AUTHORIZING AND APPROVING THE CITY TO ENTER INTO A NEGOTIATED CONTRACT WITH ARROW FOUNDATIONS IN THE AMOUNT OF $17,625.00 FOR THE EMERGENCY REPAIR OF SETTLING TO THE FOUNDATIONS AT THE PUBLIC SAFETY FACILITY. WHEREAS, the City negotiated a contract with Arrow Foundations for emergency repair to the foundations of the Riverside Public Safety Facility, the cost of which is in excess of $10,000; and WHEREAS, pursuant to City Code Section 135.160: Emergency Purchases, the City finds it necessary to perform emergency work on the Public Safety Facility for settling foundations; and WHEREAS, the Board of Aldermen find it is in the best interest of the City to enter into a contract with Arrow Foundations, Inc. to perform these emergency repairs. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE MISSOURI AS FOLLOWS: THAT the contract amount of $17,625.00 with Arrow Foundations, Inc. for the emergency repair of the Public Safety Facility is hereby accepted and approved; and FURTHER THAT the Mayor, City Administrator, City Attorney, Public Works Director and other City officials are hereby authorized and directed to execute all agreements and documents, and take such actions as they may deem necessary or advisable in order to carry out and perform the purposes of this Resolution, and the execution or taking of such action shall be conclusive evidence of such determination. Public Safety Building Per on site Inspection, and consultation with you, we will do the following: Call 1- 800 -DIG -RITE, and have underground utilities marked. Jackhammer out, and haul, approximately 375 sq. ft. of concrete walkway adjacent to entrance We will now install a total of 9, hydraulically driven, POWER DRIVE STEEL PIERS down to bedrock, as follows: 2 under either side of the 2 front columns 5 under the foundation to the South of entrance way. Please see site plan for locations. Pier installation includes excavation to base of foundation, and then for each pier, further hand dig back under wall, for placement of pier head bracket. With pier bracket In place and secured to foundation, the piers are then hydraulically driven down to bedrock. Each individual pier head lifting bracket has a load capacity of 99,000 Ib., with the actual pier pipe sections are 3.5" in diameter, with 1 /4" wag thickness, and has a minimum yield strength of 55,000 P51 per 42" section. A trained installer monitors the installation using hydraulic pressure gauges, and on site readings. All final pressures, depth of each pier, material used, and any other notable observations are recorded in his field report and entered Into the final pier log, for warranty information and office file. With the piers in place, they are locked off, and the excavations backfilled, with power tamp of soils. 2' X 2' steel rebar grid is installed, and the concrete poured back to same dimensions as original, using #4000 PSI concrete, with broom finish to match existing. Complete clean up of all debris related to job. Owner responsible for : Landscape of excavated areas Repair of interior walls, floors, molding, door and window frames, roof flashing, brick work, etc. 1- 866 -PWR -PIER Access to work area during normal working hours Notice to building personal that this entrance will be closed off during project. Memo To: The Mayor and Board of Aldermen From: Tom Wooddell CC: Date: 09/19/2013 Re: Additional pier work at Public Safety Facility Pier work that was approved in July for the sinking columns at the Public Safety Facility main entry is to begin on the week of 9- 15 -13. Recently a second foundation problem has been identified with the building's foundation adjacent to the original work at the entryway columns. The comer of the building adjacent to the entryway has settled % inch in the last two weeks the main entry doors have had to be adjusted twice and the door header has started to sag. A substantial crack in the wall sheetrock at the Records Office has appeared because of the settling foundation. Arrow Foundation Repair was called out to inspect the foundation problem and verify if it was caused by the original columns settling or if it was a foundation problem with the building. They confirmed that it was a building foundation problem and recommended additional piers at the settling corner of the building. Staff is recommending that the additional building foundation pier work be performed at the same time as the original pier work for the entryway columns based on the concerns of the recent settling of the building to prevent further damage by stabilizing the foundation as soon as possible. The original work was approved for $9,800.00. The additional work cost is $7,825 for a combined total cost of $ 17,625.00 Based upon the urgency, time constraints and uniqueness of the foundation work staff is seeking to add the additional work to the original project. Funding for the additional work will come out of the Public Facility Improvements Budget. The City Code does allow the following policy for such circumstances. SECTION 135.160: EMERGENCY PURCHASES In case of an emergency which requires immediate purchase of supplies or contractual services when the immediate procurement of such supplies is essential to prevent delays which might adversely affect the health, welfare or convenience of the citizens of the City or cause substantial disadvantage to the City, the Purchasing Agent may authorize the purchase, at the lowest obtainable price, of 1 any supplies or contractual services not in excess of ten thousand dollars ($10,000.00) without requiring formal competitive bids. The Board of Aldermen must approve negotiated procurement of supplies and services of a value in excess of ten thousand dollars ($10,000.00) when formal competitive bids are not obtained.
