October 17, 2006
A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the City
Hall, of Riverside, Missouri, on October 17, 2006 at 6:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jones, Dazata, Bnms, Hurt, Beazd and
Super.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Jane Henry,
Administration Assistant, Captain Mike Costanzo, Brent Miles, Director of Planning & Economic
Development, and John McClelland, City Attorney.
Motion for Closed Alderman Super moved that the meeting go into closed session, pursuant to
Session at 6:05 p.m. RSMo 610.021(2) Real Estate Issues with the City Attorney, seconded by
Alderman Bruns, and the vote was:
Aldermen Beazd, Darata, Jones, Super, Hurt and Bruns.
Motion carries.
Motion for Open Alderman Darata moved that the meeting go into open session, seconded by
Session at 7:00 p.m. Alderman Hurt, the vote was:

Complete Home Jeff Goodwin with Complete Home Concepts is requesting a construction
Concepts permit to build an approximately 100,000 squaze foot manufacturing and
Discussion warehouse facility.
Brent summarized the staff report as follows:
The plans submitted comply with the approved Site Development Approved by
the Planning & Zoning Commission and the Boazd of Aldermen in terms of
layout and exterior fagade. Plan reviews are a work in progress and the first
comment letter has been mailed to Mr. Luebbert (Copy faxed 10/OS) and Mr.
Jeff Goodwin (Complete Home Concepts. The applicant is seeking a footing,
foundation and under slab permit at this time. The building permit fee $12,713.19
hall be collected prior to issuing a permit.
Several issues remain regarding plan reviews and will be resolved in concert
with the architect as ongoing communications take place.
Comments from Marte Zirchsky thanked the boazd for the support and the service agreement.
Marte Zirchsky Ms. Zirchsky said they appreciated everything the City does and flu shots
will be given next Thursday at the Senior Citizen's Fair at the Community
Center.
Judge Fincham's Judge Fincham gave a summary to the boazd of the changes in the City's
Presentation Municipal Court. Ever since he's been here there is now 2 dockets a
month as there were concerns with officer's overtime. The Judge said he
does 3 things, (1) tries to start court on time (2) treat everyone with respect, and
Mins. 10/17/06 (3) do the right thing. There aze split dockets, probation and show cause at 5:30
p.m., traffic matters at 6:00 p.m. and General Ordinance Summons at 7:00 p.m.
There are 225-250 cases. The bond schedule has been revised (raised) and they
will talk about special bonds, if needed. He requires a proper dress code. A large
sign will be placed in the hall regazding the dress code.
If someone shows up intoxicated, a breathalyzer test will be performed and if the
test shows they aze legally intoxicated, the person will be put in jail. Judge
Fincham said tickets aze `up'and an interpreter is available on court night.
Judge Fincham said he sigaed an order purging all warrants ten yeazs or older.
The Judge invited the Board of Aldermen to see court dockets and visit the
court. Judge Fincham said he appreciates the support Public Safety and the
City.
Mins. of Sept. 19th, Alderman Hurt moved to approve the September 19, 2006 minutes, seconded

Complete Home The applicant has applied for a construction permit to build an approximately
Concepts Discussion 100,000 squaze foot manufacturing and wazehouse facility. The governing code
editions aze; 2003 IBC, IMC, IPC and 2002 NEC. The architect of record (Craig
Luebbert) has indicated that this will be a mixed use building.
The staff analysis report is as follows: The plans submitted comply with the
approved Site Development Approved by the Planning & Zoning Commission and
the Boazd of Aldermen in terms of layout and exterior fapade. Plan reviews are a

Wholesale Fireworks Brent Miles staff report was as follows: The applicant, Wholesale Fireworks, has
Discussion requested review of a Preliminary Development Plan fora "Retail Fireworks
Sales" business to be located at Tullison Road at the intersection of Argosy
Pazkway (yet to be addressed by staff). The site currently contains an existing
asphalt pad and an existing gravel parking lot, the plans submitted indicate the
removal of both. The applicant proposes the construction of a six thousand (6,000)
square foot permanent facility, accompanied by an asphalt parking lot containing
thirty-one (31) parking spaces (including 2 ADA spaces). The subject property is
located within the "GP-I: General Planned Industrial" zoning district.

A traffic study was done by Olsson & Assoc. and reviewed by
Shafer Kline and Warren. This had to be approved by MoDot as Tullison Road is
under MoDot's purview.
The project is located within the 100 year floodplain and is not protected by the
Levee, therefore there is a combination of grading of the site and floodproofing per
Riverside Municipal Code Chapter 455. The applicant has been advised that in
November the staff is working on the proposed passage of the Unified
Development Ordinance (iJDO). This use may not be an allowable under the
UDO and could possibly be an illegal non-conforming use. Rules and policy code
could change for Fireworks and the applicant has been apprised of this at the very
beginning of the project.
Mazk Stockton, Allison Alexander explained the building elevations and materials
of the building.
Site Develop- Alderman Darata moved to approve a Site Development Plan for Wholesale
went Plan, Fireworks, Tullison Road, seconded by Alderman Jones, the vote was:

Master Plan Brent said the Master Plan was formerly approved at the Planning and Zoning
Discussion Commission last Thursday and the signed resolution were presented to the boazd
for their review. Brent thanked the boazd for putting together a great team for the
Mastperplan. Copies of the Masterplan will be available at City Hall tomorrow,
October 18th.
Christmas Alderman Jones moved to approve the purchase of a Christmas Tree for a cost of
Decorations, $8,169.00 including LED lights from Temple Displays, seconded by Alderman
Approved Bruns, the vote was:
Aye: Aldermen Jones, Super, Darata, Hurt, Beard and Bruns.
Motion carries.
Amended Agenda, Alderman Jones moved to amend the agenda to advance Item # 19 (Closed
Approved Session) ahead of Bill No's 2006-131 and 2006-138, seconded by Alderman
Dazata, the vote was:

Wetlands Brent said RFP's were sent out with 9 tasks required and the boazd was presented
Discussion the information for their review.
Pazks Report The time period has expired for the $25,000.00 grant the City was approved for
from the Platte County Parks and Recreation Department. The Line Creek Trail
will not be done until Spring and an extension of time has been granted by Platte
County.

A new copier Alderman Jones moved to approve a new copier for Public Safety from Ricoh
for Public Safety, Business Systems for a cost of $13,092, seconded by Alderman Hurt, the vote was:

Mayor's Mayor Rose said 25-30 people attended the town hall meeting on Emergency
comment Preparedness said it was very informative.
Bill No. 2006-117 Alderman Super moved to place Bill No. 2006-117 on its first reading, said Bill
Agreement between authorizing the City of Riverside to enter into a services agreement with, and pay

Bill No. 2006-139 Alderman Beazd moved to place Bill No. 2006-139 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,

Approved and upon passage of same become Ordinance No. 2006-132, seconded

Motion for Closed Alderman Super moved that the meeting go into closed session, pursuant to
Session at 7:43 p.m. RSMo 610.021(1)Legal, RSMo 610.021 Issues with the City Attorney, seconded
by Alderman Bruns, and the vote was:
Aldermen Beazd, Darata, Jones, Bruns, Super and Hurt.

City Attomey Comment The City Attorney informed the public that the closed session would last
approximately one hour, and that the public was welcome to remain in the
Boazd of Aldermen's Chamber while the Boazd moved to a private conference
room for the closed session.

Attorney comments The Attorney said no comments could be made from the proposed firms making a
proposal regarding the Bond Financing for the Horizons area. The City Attorney
said all three companies must be invited back to talk, if the boazd so desired.
Mayor Rose asked if the board wanted to invite all three firms back for a formal
presentation. There was no invitation from the boazd to do so, and Mayor Rose
continued on to announce Bill No. 2006-131.
Unfinished
Business Review and Approval of Horizons Project Financing Options. The boazd
reviewed three proposals submitted for bond financing of infrastructure in the
Horizons project. The Board reviewed the payment schedule under each proposal
with particular emphasis on required payments between 2007 and 2013
and the
,
total cost of interest and credit enhancement.
Option for Alderman Jones moved to accept the second of two options submitted by Stifel,
Horizons Financing, Nicolaus & Co. which proposes the issuance of bonds through the Industrial
Approved Development Authority of Platte County, Missouri, secured by a first mortgage
on the undeveloped land owned by the City in the Horizons Project with eazly
repayment provisions from proceeds of land sales. The motion was
seconded by Alderman Beazd, and the vote was:
