Board of Aldermen of City of Riverside, Missouri
October 24, 2006
A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on October 24, 2006 at 7:00 p.m.
Mayor Kathleen Rose called the meeting to order. Those in attendance were Aldermen Jones,
Bnms, Darata, Beard, Hurt and Super.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief
Gregory Mills, Brent Miles, Duector of Planning and Economic Development, and John McClelland, City
Attorney.
PSO Anthony PSO Tony Dougherty brought the new Public Safety dog, a German Shepherd,
Dougherty speaks to "Nero" to the meeting to show everyone and talk about PSO Dougherty and
the boazd about the new "Hero's training. Officer Dougherty said the dog is from Czechoslovakia and
Public Safety Dog is 13 months old. The dog has been certified with drug training through
buildings, vehicle searches, bite work and releasing. His main thing he loves to
do is to track. He does all of these things for a reward, which is a tennis ball.
Officer Dougherty takes the dog home and said it is very docile. The dog works
off of human odor and responds to Officer Dougherty's commands.
Bill No. 2006-140 Alderman Beard moved to place Bill No. 2006-140 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Hurkthe vote was:
Aye: Aldermen Darata, Bruns, Hurt, Beazd, Jones and Super.
Motion carries.
Ordinance No. 2006-140 Alderman Darata moved to place Bill No. 2006-140 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-140, seconded
by Alderman Jones, the vote was:
Aye: Aldermen Jones, Darata, Beard, Super, Hurt and Bruns.
Motion carries.
Bill No. 2006-141 Alderman Beazd moved to place Bill No. 2006-141 on its first reading,
Hire Joseph Mandacini said Bill authorizing the City of Riverside, Missouri to employ Joseph V.
as a Reserve Firefighter/ Mandacini as a reserve FirefighterBmt within the Department of Public
Emt, Approved Safety and the salary is $10.00 per hour with no benefits and a one year
work test period to be effective October 25, 2006, seconded by Alderman
Jones, the vote was:
Aye: Aldermen Jones, Super, Darata, Hurt, Beazd and Bruns.
Motion carries.
Ordinance No. 2006-141 Alderman Bruns moved to place Bill No. 2006-141 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-141, seconded
by Alderman Hurt, the vote was:
Mins. 10/24/06
Aye: Aldermen Bruns, Super, Dazata, Hurt, Beazd and Jones.
Motion carries.
Motion for Closed Alderman Bruns moved that the meeting go into closed session, pursuant to
Session at 7:08 p.m. RSMo 610.021(1) Legal, and RSMo 610.021(2) Real Estate with the City
Attorney, seconded by Alderman Super, and the vote was:
Aldermen Beazd, Darata, Jones, Super, Hurt and Bnms.

Motion for Open Alderman Darata moved that the meeting go into open session, seconded by
Session at 8:45 p.m. Alderman Jones, the vote was:
Aye: Aldermen Darata, Hurt, Jones, Super, Beazd and Bruns.
Motion carries.
Amend Agenda, Alderman Bruns moved to amend the agenda to add immediate consideration of
for Emergency a proposal by Radmacher Brothers for soil filling and compaction work. If the
purposes, Approved proposed work is authorized immediately, it may be performed in conjunction
with excavation work currently being performed by Radmacher as part of the
I-635 Interchange Project with a potential cost savings to the City in excess of
$400,000.00. Motion seconded by Alderman Hurt, the vote was:
Aye: Aldermen Jones, Super, Darata, Hurt, Beazd and Bruns.
Motion carries.
Radmacher Bros. Alderman Jones moved to accept the proposal of Radmacher Brothers for soil
for soil filling/com- filling and compaction work in an amount not to exceed $285,000.00 on an
paction work, Approved emergency basis pursuant to Section 135.070.B of the Municipal Code. Motion
seconded by Alderman Bruns, the vote was:
Aldermen Jones, Super, Darata, Hurt, Beazd and Bruns.
Motion carries.
Adjournment By unanimous decision, the boazd adjourned at 8• .m.
