SPECIAL WORKSHOP
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Saturday, October 19, 2013
8:00 a.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Saturday,
October 19, 2013.
Mayor Rose called the meeting to order at 8:00 a.m. Those in attendance were Mayor Kathy
Rose, Aldermen Art Homer, Mike Fuller, Seth DeRose, Aaron Thatcher, and Ron Super.
Alderman Brad Cope was absent.
Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Finance Director
Donna Resz, Community Development Director Mike Duffy, Public Works Director Tom
Wooddell, Administration Director Meredith Hauck, City Engineer Travis Hoover, and City
Planner Jackie Carlson.
WORKSHOP @ 8:00 A.M. City Administrator Greg Mills introduced John Chaszar,
VP /General Manager of Argosy Casino and Hotel as the opening
speaker for the workshop. Mr. Chaszar gave an update on the
general state of the casino and explained that budgetary
expectations are being met. There is concern of highway and
bridge construction projects that effect gaming revenues as well
as state and local revenues. They are researching ways of
creating traffic to Argosy to grow their database. The Board
shared thoughts and asked questions.
Community Development Director Mike Duffy began a PowerPoint
presentation regarding previous, current, and potential
annexations. Purpose of evaluating annexation options were
discussed with the Board along with assumptions for
each area and other influencing factors of annexation. The Board
discussed the information presented and gave direction to City
Administrator Mills.
City Planner Jackie Carlson introduced a Blight Removal and
Reinvestment Program by PowerPoint. The Board gave general
consensus in favor of adopting this program to encourage blight
removal for our city. Carlson reminded the Board of the Meet and
Greet at Argosy on October 24, 2013.
City Administrator Mills asked the Board's direction for 2014
regarding Strategic Planning Workshops with staff. Mayor Rose
stated that she and the Board have found the workshops very

beneficial and wish to continue for the next year with staff guiding
the number of meetings needed.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 9:47 a.m.,
second by Alderman DeRose.
Yes: Thatcher, DeRose, Homer, Fuller, and Super.
Motion carried 5 -0.
