Monday, June 10, 2013 at 6:00 p.m.
At 6:00 p.m. on June 10, 2013, the Tourism Commission for the City of Riverside, Missouri, met in the

Linde due to term limits. Mayor Rose thanked Winter for her service to the
boa rd.
FY 2012 -2013 Tourism Hauck reviewed the final 2012 -2013 Tourism Budget with the Commission.
Fund Budget Hauck said the BOA had approved a $175,000 budget for the 2013 -2014
fiscal year, which is equal to projected fund revenues.
2013 -2014 Grant Process The Tourism Commission reviewed the proposed funding process for the
upcoming year. Hauck will present it to the BOA on June 29 for
consideration.
Jason Rule made a motion to approve the new funding process. Deana
Winter seconded the motion. All voted in favor. Motion carried.

would be open to hearing a proposal from Fair Based so they could evaluate
if the Tourism impact had changed.

Tourism Commission Funding Guidelines
Adopted by the Tourism Commission June 10, 2013
1. Background
a. Tourism Tax Fund
The enabling legislation for Riverside's bed tax specifies what a bed tax is and how it shall be levied.
But the legislation is not specific on how funds will be used; only specifying that, "There is a separate
Tourism Tax Fund Commission into which all tourism tax revenues shall be deposited and from
which only eligible expenditures for promoting tourism shall be made."
From State Statute RSMo 67.1363:
"The revenue received from the tax shall be deposited in a special fund and used solely to promote
tourism.
b. Tourism Tax Commission
Upon adoption of the tourism sales tax, there shall be established a Tourism Tax Fund Commission
to consist of five members appointed by the governing body of the city. Of these members, one
shall be a representative of the hotel and motel industry and two shall be active in the tourism
industry; the remaining members of the commission will be members of local general business
interests of the city. All members shall be residents of Platte County. One member of the Board of
Aldermen shall serve as liaison in a non - voting capacity.
Members of the Tourism Commission will be appointed for a term of three years and may serve no
more than two consecutive terms. The members will serve without compensation.
c. Conflict of Interest
All members, including those who are active in the tourism industry, hotel /motel industry and local
business, must at the time proposals for funding are being judged indicate if they have a conflict of
interest in regard to any of the proposals. It is the member's responsibility to point out any conflict
or potential conflict of interest that is occurring or may occur. If the conflict of interest does occur,
the conflicted members must excuse themselves from the area of discussion until the comment
period is completed. Conflicted members may not comment or vote on the proposal.

On behalf of the Genuine Chevy GMC Truck Club o f KC and the Midwest All Truck
Nationals I would like to re consideration of fandin for the 2014 event, This will b e
the 15 th Annual Midwest All Truck Nationals and the 1 O one h in Riverside. W e have
had great success within the city of Riverside and are confident there is more growth to
b e gained by this event.
The interest shown b the automotive industry s proof that the event is strong. our
continued sponsorship Kom nationally known suppliers, several of which are Riverside or
Matte county merchants, gives credence to the show.
Proposal for 2014 event:
Date: September 5-

Marketing and advertising 6 ,000.00. This amount will allow several different media
methods to include radio, newspapers, electronic media, and potential billboards.
Printed matter 2,000.00 T o include signage, posters, give a ways, etc. These will help
with lasting reminders of Riverside and the fun had here.
Logistics 2,000.00 To include rental of needed equipment to manage the crowd's safety
and comfort.
The aid from funding will open a broader advertising base and a larger demographic of
individuals to show how cordial, fun, and entertaining Riverside can be. Where are ideas
to share and opportunity for growth in this event with addition of more things to do. With
some community support we could include the main area of Riverside, Maybe to a "street
fair ", parade, or concert. There are many things that could add to the fun and get more
people to town.
In our 10 years in Riverside we have steadily grown the show and continually brought
more individuals to pwlicipate and or attend. We have helped many children throughout
the Metropolitan area with the proceeds of our event. Some community involvement
added to the event could open a door for a charitable event held in Riverside for Platte
county residents. The possibilities are endless.
We would welcome any and all suggestions that may be offered.
Respectfully submitted;

City of Riverside Tourism Enhancement Grant Application for the
Kansas City Scottish Highland Games and Celtic Festival - 2014
Project Description
The Kansas City Scottish Highland Carnes & Celtic Festival is a non for profit organization
entirely run and managed by volunteers, We host our annual festival each year on the second
weekend of June; the festival has been held at EH Young Park in Riverside since 200 6. The
Highland Ganes is a 3 day event and we currently just completed our t" year. Competitors
and guests travel from over all over the United States and Scotland to attend our Scottish
Heritage evert. They are able to discover with activities that range from genealogy, history,
clans, dance, pipes and drums, athletics and children's events. They can also enjoy authentic
Scottish and favorite local foods as well as Celtic merchandise vendors. We have an
entertainment stage with live Irish and Scottish Music is throughout the weekend, featuring favorite
regional ent ttain rs as well as nationally known headliners.
Our Festival is family and cultural event, where people can come and learn about their Scottish
heritage. We strive to reach families of all ages interested in learning about another culture. Our
motto has always been, "Come be a Scot, even if you're not ". Each year we work to increase our
activities to give the audience something new to watch or do to insure they will want to return
the next year. Our success each year is solely dependent upon attendance and sponsorship.
We expanded our audience participation events each year with the Scottish Wrestling, Kid's
events, Pipes and burns competition, Kilts and Bleats (our Soccer game) and our Entertainment
hands also invited wide audience participation. We feel that the more events we have that
stimulate the audience the more they feel welcome and involved. Ultimately this would lead to
their return in the future. For 2014, we will be looking to further this direction while still
keeping to our Celtic heritage and roots
Historical Information
Since the beghun` ng of our relationship with Riverside (2006) we have brought many new people
to the City. We have had people from all over the United States and the World attends our highly
recognized Highland Canes. We have Competitors, Clans, and vendors from all over. We see
people corning from Colorado, Texas, Nebraska, Iowa, Maryland, Oklahoma, New Hampshire,
Florida, Arkansas, Washington, California, Kentucky and last but not least Scotland. We have
many who return to our Highland Carnes because of the location each year. Below I have
provided data that we collected via zip codes from 2009 -2011. In 2012 & 2013, we didn't collect
those data specifics. In 2011 is where we had the large Clan attending our Highland Carnes that
brought people from as far away as New Zealand. We are planning to gather this data again for
2014.
On a more local side, we have found over the past that we have a large number of Johnson
County, Lawrence and Topeka families driving to Riverside for the Highland Games. We are
now pushing our advertising to the North Land area to attract even more people; we have seen
more of an increase from the Northland over the years. We are advertising in iFamilyke, which is
helping.

As we continue to involve
Goals for 2014 Hilghland Games:
We feel we have a great team put together to make the 2014 Highland Gaines another successful
year. With the ability to park patrons in the park we have been able to increase our attendance
from 2012. We are hosting another Large Clan Gathering for 2014, where they have stated we
will have Clan State Representatives from all over the US. They will be our featured Clan. They
will have activities planned all weekend. This year we are lucky to be celebrating Father's Day
at the Highland Carnes and are planning fun activities throughout the weekend for the the dads
in attendance.
We continue to look at ways to increase our awareness in Kansas City. We have plans for each
month starting in January. This was a success last year and we continue to incorporate more PR
events.
We would like to add a booth from Riverside that showcases the History of your City. Re
continues to be one of our Largest Sponsors and we will look forward to that continued
Relationship. We will be canvassing Riverside for more sponsorship where they will be able t
represent their company out our Highland Games.

The Heart of America Shakespeare Festiva[ respectfully requests
$10,000 in education program support from the City of Riverside
Tourism Commission for our Team Shakespeare performance
workshop at E.N. Young Park in Riverside, May 2014. We ask for
this support to provide substantive infrastructure and provide for
professional personnel for the public performances.
Team Shakespeare Performs Taming of the Shrew
1. Project Narrative
. The Heart o f America Shakespeare Festival's teen performance troupe,
Team Shakespeare, annually performs an abbreviated version of
Shakespearean play for public performance, The purpose o this
production is to r du professional quality performance and teach
our students how to work in a professional theatrical environment.
The show is fully produced with sound, cos tumes and live music. We
strive to give each student a well-rounded theatrical experience during
their tenure with Team Shakespeare. Students are encouraged to
perform roles of all types and sizes as well as participate in other
aspects of the performance such as music, props, costumes and stage
management.
b. Our production addresses Tourism Commission guars in many ways.
First, by bringing students and their families and friends from
throughout the Kansas City Metropolitan area to the City of Riverside
these visitors will be able to witness firsthand what Riverside has to
offer. Many of these students and those who cone to enjoy the
performance will be returning from last year, while others will be new
to us. The families also spend a significant amount of time in the area
while we are rehearsing* Owing that tine, parents often choose to
stay in the area rather than driving home. As a result, they will
patronize local businesses. Many of the participating families are well
aware of the amenities provided by the City of Riverside. Our
audience members enjoy the lovely bathrooms, the view of the river,
the playground at the park and the accessibility of the stage. They
also enjoy the picnic tables and food truck* The overall experience at
E. H. Young Park is significantly better than our previous performance
space at Briarcliff Village. Our parents convey this to their friends and
family members who carne to the show. Our performance confirms to
visitors that the City of Riverside supports the arts and is culturally
rich.
. The mission of the Heart of America Shakespeare Festival is to make
Shkespere's works accessible to a diverse audience through free
professional theater and educational programs. Through outreach and
learning activities presented in the park during the Festival's summer
production., our signature Camp Shakespeare program, a c ity-
wide sonnet and poster contest for young people, The Shakespeare
Studio, and workshops, performances and residencies presented in
schools throughout the city, education programs are part of the vision
and year - round work of the Festival. Raising the bar for young people
by asking them to understand and delight in Shakespeare is not an
unreal expectation. It is our mission,
d. The target audience for our project are: families, fans of Shakespeare
and those who would like to experience Shal espeare but feel
threatened or overwhelmed by the prospect of viewing a full - length
Shakespearean play. We work to reach our target audience by putting
p signs, advertising in area libraries and other businesses in the
metropolitan area, e- blasts (reaching 10,000) and the Festival's
website, Facebook pages and Twitter (reaching o,000 ); We
anticipate Soo to 1, oo visitors (audience members.)
.
2. Pro'et Evaluation
We evaluate the success of the project through attendance counts and
patrons who participate in the drawing at the performance. We also
evaluate our success through visitor comments after the performance,
We may obtain these comments at a rater date when the patron
attends the Festival or enrolls a student in Camp Shakespeare.
