A RESOLUTION AUTHORIZING THE PURCHASE OF ROAD SALT FROM PAVLICH,
INCORPORATED FOR THE CITY OF RIVERSIDE, MISSOURI
WHEREAS, the City of Riverside has a need from time to time for road salt, the
exact quantity of which cannot be ascertained and depends upon variable weather
conditions; and
WHEREAS, the City does not have a facility sufficient to store large quantities of
road salt, and thus must make road salt purchases on a just -in -time basis; and
WHEREAS, City Code Section 135.070.B authorizes the City to extend a
contract to a vendor for the purchase of goods or services without utilizing the
competitive bidding procedures when, in the opinion of the Board of Aldermen, the
contract would be in the best interest of the City.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS:
THAT the Board of Aldermen finds and determines that it is in the best interest of
the City to authorize the purchase of road salt from Pavlich, Incorporated without
utilizing the competitive bidding procedures based upon the just -in -time nature of such
purchases; and
FURTHER THAT the Mayor, the City Administrator, the Public Works Director,
and other appropriate City officials are hereby authorized to take any and all actions as
may be deemed necessary or convenient to carry out and comply with the intent of this
Resolution and to execute and deliver for and on behalf of the City all certificates,
instruments, agreements and other documents, as may be necessary or convenient to
perform all matters herein authorized.

RE: Purchase of Road Salt
BACKGROUND:
Salt to treat city streets for snow and ice have been historically purchased from Pavlich, Inc. which
has the ability to supply the City with road salt for just —in -time services that are required.
Ideally the Public Works Department would use competitive bidding to purchase bulk road salt for the
winter storm season. However; it would require constructing a salt storage facility capable of storing
up to 2000 tons of road salt to treat the present and near future streets with a construction cost of the
facility estimated to be between $225,000.00 - $260- 000.00.
The Public Works Facility has the ability to store up to 450 tons of road salt which will not sustain
treating streets throughout a typical winter storm season. The purchasing of road salt and just —in -time
delivery service from Pavlich, Inc. has been successfully proven over the last 17 years to provide
road salt to keep city streets maintained for first responders and residents during the winter storm
season.
