Minutes of Regulaz Meeting of
Boazd of Aldermen of City of Riverside, Missouri
November 7, 2006
A regulaz meeting of the Beazd of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on November 7, 2006 at 6:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jones, Darata, Bruns, Hurt, Beazd and
Super.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Jane Henry,
Administration Assistant, Chief Gregory Mills, Brent Miles, Director of Planning & Economic
Development, and John McClelland, City Attorney.
Motion for Closed Alderman Beard moved that the meeting go into closed session, pursuant to
Session at 6:00 p.m. RSMo 610.021(2) Real Estate Issues with the City Attorney, seconded by
Alderman Super, and the vote was:
Aldermen Beard, Darata, Jones, Super, Hurt and Bruns.
Motion carries.
Motion for Open Alderman Hurt moved that the meeting go into open session, seconded by
Session at 7:00 p.m. Alderman Darata, the vote was:
Aye: Aldermen Dazata, Hurt, Jones, Super, Beazd and Bruns..
Motion carries.
Minutes, Oct. 10, 2006 Alderman Darata moved that the minutes of October 10, 2006 be corrected and
Approved approved, seconded by Alderman Jones, the vote was:
Aye: Aldermen Bruns, Darata, Super, Hurt, Beazd and Jones.
Motion carries.
Minutes, Oct.17, 2006 Alderman Jones moved that the minutes of October 17, 2006 be approved,
Approved seconded by Alderman Hurt, the vote was:
Aye: Aldermen Bruns, Darata, Super, Hurt, Beazd and Jones.
Motion carries.
4403 NW Gateway Brent said previously there was a Change of Use Permit issued with
building, Discussion contingencies which were to comply with the building codes and ADA
requirements. The building has been painted and the applicant has put
$25-$30,000 in building improvements.
The City can work with the applicant on other improvements can be brought up
to standazd, trim work, landscaping and aesthetics through the grant and loan
improvement program.
Building Permit Alderman Jones moved to approve a Building Permit for John Hurtak, River
for River City City Produce, 4403 NW Gateway, for interior improvements for the proposed
Produce produce business, seconded by Alderman Hurt, the vote was:
Aye: Aldermen Hurt, Beazd, Bruns, Jones, Super and Darata.

MOU for P.S. Chief Mills said this is part of the NIMS program that Public Safety agrees
Discussion to shaze radio frequencies.
Memorandum of Alderman Darata moved to approve a Memorandum of Understanding (MOU)
Understanding for which permits agencies to share assets identified in the Tactical Interoperability
P.S., Approved Communications Plan (TGIF) to support mutual aid activities, seconded by
Alderman Beard, the vote was:
Aye: Aldermen Jones, Super, Darata, Hurt, Beazd and Bruns.
Motion carries.
Bill No. 2006-144 Alderman Jones moved to place Bill No. 2006-144 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Super the vote was:
Aye: Aldermen Darata, Beard, Bruns, Jones, Hurt and Super.
Motion carries.
Ordinance No. 2006-144 Alderman Dazata moved to place Bill No. 2006-144 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-144, seconded
by Alderman Hurt, the vote was:
Aye: Aldermen Bruns, Hurt, Super, Jones, Darata and Beazd.
Motion carries.
Bill No. 2006-146 Alderman Jones moved to place Bill No. 2006-146 on its first reading said Bill
Lindsey Bardeen, authorizing the City of Riverside, Missouri, to employ Lindsey Bardeen as a
P.S. auxiliary new part-time auxiliary in the Department of Public Safety and the salary be set
hire, Approved at $10.00 per hour and the start date set for November 7, 2006, seconded by
Alderman Dazata, the vote was:
Aye: Aldermen Dazata, Bruns, Hurt, Beazd, Jones and Super.
Motion carries.
Ordinance No. 2006-146 Alderman Hurt moved to place Bill No. 2006-146 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-146, seconded
by Alderman Beard, the vote was:
Aye: Aldermen Bruns, Hurt, Super, Jones, Darata and Beazd.

Frank Weatherford, Frank Weatherford, TranSystems explained the request for Design Services
speaks to the boazd for I-635, Route 9, Horizons Pazkway and Schoenbeck Road. Frank said
the temporary gravel road goes from Horizons Pazkway from the north
intersection all the way east to where the lift station will be placed.
Alderman Super asked why is this, and Frank said because this is what they
were asked to do. The Master Plan Team agreed with this. Alderman Super said
there is shard-surfaced road that goes underneath I-635 from the east to the west
side. Frank explained the channel that runs in the area and drainage, a temporary
low water crossing is how they envision the contractor getting to the area during
construction and Mo. American Water Company getting to the lift station.

Rather than a low water crossing that wouldn`t function well, a temporary gravel
road access would serve for pick-up trucks and a heary duty truck a couple times
a week. Alderman Super wondered why they wouldn't use the hazd-surfaced
road. Frank said the hard-surfaced road doesn't go from the east side of the
drainage to the west side. Frank said they were looking for something
better than a low water crossing, but not as expensive as building a more
permanent access. This temporary road would serve until such time a street grid
network is constructed. The plan is to have the temporary road 20 feet wide.
Alderman Beazd said, at sometime, a permanent access road needs to be built.
Mayor Rose said Phil Gibbs, Continental Eng. said Kansas City, Mo. and
Missouri American Water Co. need to get into the lift station and the temporary
access road was more practical.
Alderman Super asked about the inflation insertion in the agreement and Frank
said they are asking for this because they need to space the projects out and the
work isn't being all done in the yeaz they imagined and rising labor rates for work
being done later.
Frank said a credit has been applied. TranSystems had to stop work in October
2005 while the Master Plan Team discussed the Horizons azea. As a result of
their work, Schoenbeck didn't need to be designed as previously configured. The
temporary hold on Schoenbeck was canceled and as for the rest of the work, they
were asked to advance other elements of the program.
Alderman Darata asked why there were chazges of $127,000 for meetings. Frank
explained 4 hours for meeting including, preparation of time for meetings,
attendance, response for request documentation and including attending Friday
Master Plan meetings.
Bill No. 2006-147 An Ordinance Authorizing the City of Riverside, Missouri to enter into an

Bill No. 2006-148 Alderman Beazd moved to approve Bill No. 2006-148 Authorizing and
Auth. the City to acquire Approving the City of Riverside, Missouri, to acquire certain land and certain
certain land 8c improve- improvements and all associated appurtenances and improvements by exercise of
ments by exercise of its Power of eminent Domain from Timothy F. and Patricia Rhodes for West
its Power of Eminent Platte Bridge/Cliffview Drive Public Improvement Project, seconded by
Domain/Timothy/Pat Alderman Super, the vote was:

Approved and upon passage of same become Ordinance No. 2006-148, seconded
by Alderman Bruns, the vote was:

New street, Brent said NW 43`~ has been previously known as Gieseke Blvd. This
NW 43`~ Street, was road that the Levee District built and is used as emergency access
Discussion for Intercontinental. This was named Forty-Third Street because it lines up with
Kansas City grid pattern.
John McClelland said survey data is needed that ties to where the road actually is
to the easement granted from the Levee District and allows that to be matched up
with Complete Home Concepts Plat. Complete Home Concepts will tie into the
north and south road with this project.
Jason Davis, Affinis Jason Davis, Affinis, Designing Engineer with the Levee District was present
speaks to answer questions. Mr. Davis said the road ties into Intercon Drive.
Intercon has access in a flood emergency.
Bill No. 2006-149 Alderman Darata moved to table Bill No. 2006-149, An Ordinance Accepting
Tabled the Transfer of road Right-of--Way from Riverside Quindaro Bend Levee District
to the City of Riverside, Missouri For Use As a Public Road Way to be known as
NW 43'a Street, seconded by Alderman Jones, the vote was:
Aye: Aldermen Super, Hurt, Darata, Beard, Bruns and Jones.
Motion carries.
Bill No. 2006-150 Alderman Jones moved to place Bill No. 2006-150 on its first reading,
Approv. an Amend. said Bill approving an Amendment to a Homeless Challenge program contract
to a Homeless Challenge with the United Services Community Action Agency and the Missouri Family
Program Contract...... Support Division, seconded by Alderman Hurt, the vote was:
Aye: Aldermen Jones, Super, Darata, Hurt, Beard and Bruns.
Motion carries.
Ordinance No. 2006-150 Alderman Beazd moved to place Bill No. 2006-150 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-150, seconded
by Alderman Darata, the vote was:
Aye: Aldermen Bruns, Hurt, Super, Jones, Darata and Beazd.
Motion carries.
Bill No. 2006-145 Alderman Super moved to place Bill No. 2006-145 on its fast reading, said Bill
Approv. the form of Approving the Form of, and Authorizing the City to complete and execute, an
& author. the City to Ageement by and Between the City of Riverside, Missouri and Timothy Bureau
enter into agreement Consulting, LLC for Consulting Services (accepting the contract with changes)
with Timothy Bureau, and an amount not to exceed $29,980.00, seconded by Alderman Hurt, the vote
Consulting was:

J.M. Fahey Retainage Alderman Beard moved to approve releasing the retainage of $2,500 0.00,
$2,500 release, seconded by Alderman Bnms, the vote was:
