HomeMy WebLinkAbout2013-12-14 Special Meeting and Workshop MINUTES SPECIAL MEETING AND WORKSHOP BOARD OF ALDERMEN RIVERSIDE, MISSOURI Saturday, December 14, 2013 8:00 a.m. The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Saturday, December 14, 2013. Mayor Kathy Rose called the meeting to order at 8:00 a.m. Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Art Homer, Ron Super, Seth DeRose, Aaron Thatcher, and Mike Fuller. Also present were City Administrator Greg Mills, Community Development Director Mike Duffy, City Clerk Robin Littrell, Finance Director Donna Resz, City Engineer Travis Hoover, City Planner Jackie Carlson, Fire Chief Gordon Fowlston, Major Chris Skinrood, Administration Director Meredith Hauck, and Executive Assistant Stacey Rasco. MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed CLOSED @ 8:04 A.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, second by Alderman Thatcher. Yes: Cope, Thatcher, DeRose, Homer, Fuller, and Super. Motion carried 6 -0. MOTION TO ADJOURN Alderman Cope moved to adjourn closed session CLOSED @ 8:19 A.M. with no action taken at 8:19 a.m., second by Alderman Thatcher. Yes: Cope, Thatcher, Super, DeRose, Homer, and Fuller. Motion carried 6 -0. WORKSHOP © 8:03 A.M. Mayor Kathy Rose welcomed everyone and explained what a great event the PCEDC awards ceremony was last week, that seven of the ten awards were received by Riverside businesses. What we are doing and have been doing are little things, but are a big deal. We have had a fabulous year. Today I want all of us to throw out our creative ideas and projects and we are going to make 2014 our year of opportunity. Our revenues are limited, but we can make the most of what we have. At some point we need to look into senior housing for long time residents that don't want to leave Riverside. Everyone be alert to opportunities and share with the staff and entire board. City Administrator Greg Mills stated that there would be two short presentations given by staff and that Dennis Lloyd with Columbia Capital was asked to attend the meeting this morning. 1 Community Development Director Mike Duffy gave an update on where we are as a city with the Master Plan and used a PowerPoint presentation to assist the review. We have made a dramatic change in the past three years regarding the Horizons area. Downtown was discussed as well. Finance Director Donna Resz noted that we will have a report from Columbia Capital that will give a great deal of insight to the Board in January. Today, the handout we will review, explains the difference in the types of revenues we get from the industrial versus office, along with what the East side of Horizons looks like by the numbers. Mayor Rose discussed her ideas for marketing and progress for the city for 2014 and the next ten years. Each alderman shared their specific ideas and direction that they felt important for Riverside. Following the sharing of ideas the Board posted the top priorities overall from their conversations and then voted to determine the top three priorities. The top three items resulting from the vote were; 1. Older QuikTrip, 2. business incubator and push office growth, and 3. improve waterways, all the while maintaining basic services of course. City Administrator Mills reviewed the scheduled meetings for 2014 pertaining to Board strategic planning, Town Hall meetings, and Roundtable meetings. He noted that these meetings are necessary to help direct staff to the direction and proper prioritization of projects. He also thanked Dennis Lloyd from Columbia Capital for attending the meeting this morning. Mayor Rose recognized that Public Works Director Tom Wooddell was not present today because of long hours he and his department put in to keep our roads in good shape during the bad weather.
