A "Blighted Property" is a property in which the Board of Aldermen determines that by reason of age, obsolescence, inadequate or outmoded design or physical deterioration has become an economic or social liability, and that such condition is conducive to ill health, transmission of disease, crime or inability to pay reasonable taxes. The structure is a 2 -story wood shed that is severely deteriorated. A portion of the roof has collapsed allowing moisture to penetrate the wood structure causing further deterioration. Portions of the walls are rotten, creating openings. Due to the openings, further damage is being caused by animals and vegetative growth within the structure. The sides of the building are bowing. The deteriorated state of the structure creates unsafe conditions and makes rehabilitation infeasible. The structure is visible from Vivion Road near Riverside's east entrance. Continued deterioration of the shed will detract from the community's goal of improving Riverside's image and creating welcoming attractive entrances to the community. Recommendation Staff finds the 2 -story shed meets the definition of blight for the Blight Removal and Reinvestment Program due to severe deterioration and recommends the Board approve the application for the program.
