REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 7, 2014
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 7, 2014.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Aaron Thatcher, and Mike Fuller.
Also present were City Administrator Greg Mills and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Fuller moved that the meeting go into closed
CLOSED @ 6:53 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation and RSMo 610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about employee is discussed, second by Alderman Super.
Yes: Fuller, Super, Thatcher, Cope, Homer.
Motion carried 5 -0.
MOTION TO ADJOURN Alderman Super moved at 7:07 p.m. to adjourn closed session,
CLOSED @ 7:07 P.M. second by Alderman Homer.
Yes: Super, Homer, Cope, Thatcher, and Fuller.
Motion carried 5 -0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:10
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Aaron
Thatcher, Ron Super, and Art Homer.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, City
Planner Jackie Carlson, Finance Director Donna Resz, City Engineer Travis Hoover, and Major
Chris Skinrood.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda,
second by Alderman Cope.
Yes: Thatcher, Cope, Fuller, Homer, and Super.
Motion carried 5 -0.

MINUTES OF 12 - 14 - 13 Alderman Thatcher moved to approve the minutes of the
December 14, 2013 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Fuller, Homer, and Super.
Motion carried 5 -0.
MINUTES OF 12 - 17 - 13 Alderman Thatcher moved to approve the minutes of the
December 17, 2013 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Fuller, Homer, and Super.
Motion carried 5 -0.
RESOLUTION 2014 - 001 Alderman Thatcher moved to approve Resolution 2014 -001
Bill Pay authorizing the expenditure of funds for fiscal year 2013-
2014, for weeks ending December 20 December 27 and
January 3 in the amount of $228,409.54, second by Alderman
Cope.
Yes: Thatcher, Cope, Fuller, Homer, and Super.
Motion carried 5 -0.
REGULAR AGENDA
BILL NO. 2013-094 City Clerk Robin Littrell gave second reading of Bill No. 2013 -094.
Franchise Laclede MGE Gas Alderman Thatcher moved to approve Bill No. 2013 -094 and enact
said bill as ordinance, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Homer, and Fuller.
Motion carried 5 -0.
BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -001.
KCATA Annual Contract Alderman Thatcher moved to accept first reading and place
Bill No. 2014 -001 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Super, Fuller, and Homer.
Motion carried 5 -0.
Alderman Cope moved to approve Bill 2014 -001 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Homer, Super, and Fuller.
Motion carried 5 -0.
BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -002.
Transportation Sales Tax City Attorney Paul Campo explained that this ordinance is much
Platte County like the previous transportation tax agreement but pointed out the
differences. Discussion was held by the Board. The City Attorney
and staff will gather further details an information for the Board
prior to second reading at a future meeting.
Alderman Thatcher moved to accept first reading and place Bill
No. 2014 -002 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Fuller, Super, and Homer.
Motion carried 5 -0.

BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -003.
Third Amend Briarcliff Agrmnt City Administrator Greg Mills explained that this is simply the
enabling legislation regarding the tree issue if it needs addressed.
Alderman Thatcher moved to accept first reading and place
Bill No. 2014 -003 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Homer, and Super.
No: Fuller.
Motion carried 4 -1.
Alderman Cope moved to approve Bill 2014 -003 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Homer, and Super.
No: Fuller.
Motion carried 4 -1.
BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -004.
Sale of Property with IDA and Community Development Director Mike Duffy explained that this
Riverside Horizons LLC is a two acre piece of ground that was a cross access easement
and they desire to own this property.
Alderman Thatcher moved to accept first reading and place
Bill No. 2014 -004 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Fuller, Homer, and Super.
Motion carried 5 -0.
Alderman Cope moved to approve Bill 2014 -004 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Super, Fuller, and Homer.
Motion carried 5 -0.
CITY ADMINISTRATOR Nothing to report.

COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING City Engineer Travis Hoover discussed a handout given to the
Board and the issue with a retaining wall on Florence Street.
Following discussion of options and processes, the City Attorney
and staff will review and bring more information back to the BOA.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super reported that there is a meeting with MoDot at
the Levee Board office tomorrow regarding design of the new
bridge. The actual monthly Levee Dist. Meeting is Jan. 15`

MAYOR'S DISCUSSION Mayor Rose read a letter of resignation from Alderman Seth
DeRose effective January 7, 2014.
I also want to thank the Board for allowing me to participate in the
London trip with the school. It was a wonderful opportunity to get
to know Superintendent Springston and his wife better. The trip
was fabulous and I will be sharing pictures soon.
