HomeMy WebLinkAbout2006-11-28 SpecialMINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, November 28, 2006 6:00 P.M. A special meeting of the Board of Aldermen of the City of Riverside; Missouri, was held at City Hall, in Riverside, Missouri, on November 28, 2006, at 6:00 p.m. Mayor Kathy Rose called the meeting to order. Those in attendance were Mayor Rose and Aldermen Ray Beard, Ron Super, Bernie Bruns, David Hurt, Linda Jones and Pam Darata. Also present were David Blackburn, City Administrator, Jane Henry, Executive Administration Assistant, Gregory Mills, Public Safety Chief, Brent Miles, Community Development Director, Donna Resz, Finance Officer and John McClelland, City Attorney. Bill No. 2006-159 Alderman Beard questioned the payment to Olsson Engineers and asked if the Disbursements to Pay contractor had made a delay claim yet and if so, would we hold Olsson Certain Indebtedness responsible. Also, other aldermen asked if the City would still owe Olson money, if the Board approved this payment. Finance Officer Donna Rest stated that this payment would leave a balance of $5500 due to Olsson. Mayor Rose asked that the City send a letter to Olsson regarding money owed the City by their firm. Alderman Jones made a motion to place Bill No. 2006-159 on its first reading and Alderman Super seconded. The vote was: Yes: Alderman Hurt, Beard, Bruns, Jones, Super, and Darata. Motion carried. Ordinance 2006-159 Approved Bi112006-160 An ordinance approving the form of, and Authorizing the Mayor to complete and execute, an agreement by and between the City of Riverside, Missouri and Patek and Associates, LLC regarding consulting and lobbyists services Alderman Darata moved to place Ordinance 2006-159 on its second reading. Alderman Bruns seconded and the vote was: Yes: Aldermen Beard, Jones, Hurt, Super, Bruns, and Darata. Motion carried. Alderman Super moved to place Bill 2006-160 on first reading. Alderman Beard seconded. The vote was: Yes: Aldermen Super, Hurt, Beard, Bruns, Jones and Darata. Motion carried. Ordinance 2006-160 Alderman Darata moved to place Ordinance 2006-160 on second reading. Approved Alderman Bruns seconded. The vote was: Yes: Aldermen Super, Hurt, Beard, Bruns, Jones and Darata. Motion carried. Bill No. 2006-161 Mayor Rose asked if people were using the bus service. Several aldermen said An Ordinance authorizing they had seen many people using the service. Alderman Jones moved to place the Mayor to enter into a Bill No. 2006-161 on fast reading and Alderman Bruns seconded. contract with Kansas City Area Transportation The vote was: Authority to provide bus Yes: Aldermen Hurt, Beard, Bruns, Jones, Super, and Darata. service through Riverside, Missouri, and setting the Motion carried. contract for such service Ordinance 2006-161 Alderman Super placed the Ordinance 2006-161 on second reading and Approved Alderman Beard seconded. The vote was: Yes: Aldermen Super, Hurt, Beard, Bruns, Jones and Darata. Motion carried. Website Presentation Sarah Breshears, Rhondda Francis, and Lisa Bowser, Creative Minds, were in the meeting to present their website design and answer questions and provide input on the website. Sarah made the presentation. She said that some of the goals of the website were to generate civic pride, show Riverside as a great place to be with lots of service, exhibit a good sense of community, and demonstrate that the City is using casino money wisely. While doing all of this, they have greatly improved the look of the website, the number of available City documents, the navigation and the overall depth of information available to visitors to the site. The website will be launched for the public's use before the Christmas holiday. General Discussion Alderman Beard asked if the City had received the $10,000 payment that BWR Engineering agreed to pay the City for delays, mistakes, etc., on West Platte and Gateway. Mayor Rose asked 1) Donna Resz to research whether ~ not the payment was made; 2) John McClelland to write a letter to BWR requesting the $10,000, (if not paid), or a call from City Administrator Blackburn, if more appropriate; 3) John McClelland to determine instances of BWR's failing to meet contractual requirements. Motion to enter into Closed Alderman Hurt made a motion to enter into closed session. Alderman Bruns Session pursuant to RSMo seconded the motion. 610.021(1) for discussion of Legal issues, RSMo The vote was: 610.021 (2) Real Estate and Yes: Aldermen Super, Hurt, Beard, Bruns, Jones and Darata. RSMo 610.021 (3) Personnel Issues with Motion carried. the City Attorney Motion to enter into Open Alderman Darata made a motion to enter into open session. Alderman Hurt Session seconded the motion. The vote was: Yes: Aldermen Super, Hurt, Beard, Bruns, Jones and Darata. Motion carried. Motion to Adjourn Alderman Super made a motion to adjourn. Alderman Bruns seconded. 9:40 p.m. The vote was: Aldermen Super, Hurt, Beard, Bruns, Jones and Darata.
