BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 21, 2014
5:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 21, 2014.
Mayor Rose called the regular meeting to order at 5:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, and Mike Fuller.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Community Development Director Mike Duffy, City Planner Jackie Carlson, Public Works
Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Resz, and
Community Development Assistant Sarah Wagner. Special Counsel Joe Bednar with Spencer
Fane Britt and Browne was also present.
MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed
CLOSED @ 5:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021(2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected, second by Alderman Super.
Yes: Cope, Super, Fuller, and Homer.
Motion carried 4 -0.
MOTION TO CONTINUE Alderman Super moved at 6:59 p.m. to continue closed session,
CLOSED @ 6:59 P.M. following open session, second by Alderman Homer.
Yes: Super, Homer, Fuller, and Cope.
Motion carried 4 -0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:03
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Ron Super,
and Art Homer.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell,
Community Development Assistant Sarah Wagner, City Planner Jackie Carlson, Finance

Director Donna Resz, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, and Major
Chris Skinrood.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Cope moved to approve the consent agenda,
second by Alderman Homer.
Yes: Cope, Homer, Fuller, and Super.
Motion carried 4 -0.
MINUTES OF 01 - 07 - 14 Alderman Cope moved to approve the minutes of the January 07,
2014 meeting, second by Alderman Homer.
Yes: Cope, Homer, Fuller, and Super.
Motion carried 4 -0.
DECEMBER 2013 Alderman Cope moved to approve the December 2013 Court
Court Report Report, second by Alderman Homer.
Yes: Cope, Homer, Fuller, and Super.
Motion carried 4 -0.
RESOLUTION 2014 - 002 Alderman Cope moved to approve Resolution 2014 -002
Bill Pay authorizing the expenditure of funds for fiscal year 2013-
2014, for weeks ending January 10 and January 17 in the
amount of $325,645.89, second by Alderman Homer.
Yes: Cope, Homer, Fuller, and Super.
Motion carried 4 -0.
RESOLUTION 2014 - 003 Alderman Cope moved to approve Resolution 2014 -003
MoPerm Annual Premium authorizing the purchase of auto and liability insurance from The
Missouri Public Risk Management Fund Insurance Company for
the annual premium renewal in an amount not to exceed
$75,184.00, second by Alderman Homer.
Yes: Cope, Homer, Fuller, and Super.
Motion carried 4 -0.
RESOLUTION 2014 - 004 Alderman Cope moved to approve Resolution 2014 -004
Healthcare Coverage Under establishing eligibility for healthcare coverage under the affordable
the Affordable Care Act care act, second by Alderman Homer.
Yes: Cope, Homer, Fuller, and Super.
Motion carried 4 -0.

REGULAR AGENDA
PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider vacating a
7:04 PM portion of Right -of -Way generally located at 4438 NW Gateway, in
the city of Riverside, Missouri.
Mayor Rose asked that this public hearing be continued until
February 4, 2014. Having no comments from the public, Mayor
Rose closed the public hearing at 7:05 p.m.
Alderman Fuller moved to continue the public hearing until
February 4, 2014, second by Alderman Homer.
Yes: Fuller, Homer, Cope, and Super.
Motion carried 4 -0.
PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider vacating a
7:07 PM portion of Right -of -Way of Domain Street south of NW 43 Street
and north of NW 41 Street, in the city of Riverside, Missouri.
Community Development Director Mike Duffy asked that a motion
be made by the Board to continue this until February 4, 2014.
Having no comments from the public, Mayor Rose closed the
public hearing at 7:07 p.m.
Alderman Fuller moved to continue the public hearing until
February 4, 2014, second by Alderman Homer.
Yes: Fuller, Homer, Super, and Cope.
Motion carried 4 -0.
BILL NO. 2013-082 City Clerk Robin Littrell gave second reading of Bill No. 2013 - 082.
Amend Code 500.070 Pool Alderman Cope moved to approve Bill No. 2013 -082 and enact
Covers said bill as ordinance, second by Alderman Super.
Yes: Cope, Super, Fuller, and Homer.
Motion carried 4 -0.
BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -006.
Final Plat Lots 25 & 26 City Planner Jackie Carlson explained the reason for this bill and
Montebella First Plat showed the Board where the lots are located. The Planning
Commission recommended approval of this application.
Alderman Cope moved to accept first reading and place
Bill No. 2014 -006 on second and final reading, second by
Alderman Homer.
Yes: Cope, Homer, Fuller, and Super.
Motion carried 4 -0.

said bill as ordinance, second by Alderman Super.

BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -007.
Amend City Code Chapter 520 City Planner Jackie Carlson explained the two changes in this
Blight Removal Program bill that will help clarify details of the new program. City Attorney
Paul Campo added supporting information for this bill.
Alderman Cope moved to accept first reading and place Bill
No. 2014 -007 on second and final reading, second by Alderman
Homer.
Yes: Cope, Homer, Fuller, and Super.
Motion carried 4 -0.
Alderman Super moved to approve Bill 2014 -007 and enact
said bill as ordinance, second by Alderman Cope.

BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -008.
4505 NW St. Joe Blvd. Blight City Planner Jackie Carlson explained that this is the first
Removal Program Approval application for the blight removal program and reviewed details of
the application.
Alderman Cope moved to accept first reading and place
Bill No. 2014 -008 on second and final reading, second by
Alderman Homer.
Yes: Cope, Homer, Fuller, and Super.
Motion carried 4 -0.
Alderman Super moved to approve Bill 2014 -008 and enact
said bill as ordinance, second by Alderman Cope.

BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -009.
4807 NW Hillside Drive City Planner Jackie Carlson explained that this is a second
Blight Removal Program application for the new blight removal program. She showed
detailed photos of the house. They will build a 1,500 square foot
home.
Alderman Cope moved to accept first reading and place
Bill No. 2014 -009 on second and final reading, second by
Alderman Homer.
Yes: Cope, Homer, Super, and Fuller.
Motion carried 4 -0.
Alderman Super moved to approve Bill 2014 -009 and enact
said bill as ordinance, second by Alderman Cope.

CITY ADMINISTRATOR City Administrator Greg Mills read the names of those filed for the
April 8 municipal election: Mayor - Kathy Rose; Ward I Alderman
— Ron Super; Ward II Alderman — Chet Pruett; Ward III Alderman
— Art Homer and Frank Biondo.

We have received a request from the Northland Regional
Chamber of Commerce to help support the Northland Legislative
Days on February 3 -4, as we have in the past for the amount of
$500.00.
Alderman Fuller moved to approve the payment of $500 to the
NRCC for the Legislative Event in Jefferson City on February 3-4,
2014, second by Alderman Homer.
Yes: Fuller, Homer, Super, and Cope.
Motion carried 4 -0.
ADMINISTRATION Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Resz clarified the Platte County
Transportation Tax Distribution formula to the Board and the
ordinance will be heard at the February 4 regular meeting for
second reading.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super reported that there was a meeting last
Wednesday with the Corp of Engineers and MoDot. MoDot gave
a presentation regarding the bridge replacement.
MAYOR'S DISCUSSION Mayor Rose we attended the Northland Regional Chamber Annual
Banquet last Saturday evening and Patty Garney was awarded
Northlander of the Year. It was a fabulous event and Argosy did a
wonderful job hosting it. We have the Park Hill Hall of Fame
Dinner soon and then a few legislative events in Jefferson City in
February. An update on the Fairfax Bridge was given.

litigation, RSMo 610.021(2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
