HomeMy WebLinkAbout2006-12-05Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri December 5, 2006 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on December 7, 2006 at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jones, Dazata, Bruns, Hurt, and Super. Absent: Alderman Beard. Also present were David Blackburn, City Administrator, Louise. Rusick, City Clerk, Jane Henry, Administration Assistant, Chief Gregory Mills, Brent Miles, Director of Planning & Economic Development, and John McClelland, City Attorney. Public Hearing Opened Mayor Rose opened the Public Hearing at 7:00 p.m. to consider amending the Riverside Municipal Code repealing and replacing Title IV: Land Use with a new Unified Development Ordinance (UDO). Public Hearing Alderman Bruns moved to continue the Public Hearing until the final draft is Continued unti112/19 complete and brought back to the boazd for consideration on December 19'", seconded by Alderman Bruns, the vote was: Aye: Aldermen Darata, Jones, Bruns, Super and Hurt. Minutes, Nov.21, 2006 Alderman Dazata moved that the minutes of November 21, 2006 be approved, Approved seconded by Alderman Jones, the vote was: Aye: Aldermen Bruns, Darata, Super, Hurt, and Jones. Absent: Alderman Beazd. Motion carries. Minutes, Nov. 28, 2006 Alderman Bruns moved that the minutes of November 28, 2006 be approved, Approved seconded by Alderman Hurt, the vote was: Aye: Aldermen Darata, Super, Hurt, Jones and Bruns. Absent: Alderman Beard. Motion carries. Unfinished Business David updated the board on certain road projects; i.e. Petronella and Merrimac. Pettonella is complete and Merrimac needs the sidewalk placed and railing on the retaining wall. The sink hole on the property on Srathbury has been filled in. Pazks Report The Community Center sub-committee is reconvening one more time before Christmas to discuss changes to the Community Center. Mayor's comments The City Christmas Party was a wonderful event and commented on all the hazd work done by City employees to make it a success. Thirteen youths from Riverside participated in the program, "Shop with a Cop". It was a wonderful experience for the City's officer's to participate. They found families for food basket prepazation. The Senior event was wonderful and a great job done. 2006-149 Bill No Alderman Bruns moved to place Bill No. 2006-149 on its first reading, . Accepting Transfer of said Bill accepting the transfer of road right of way from the Riverside road r-o-w from the Quindazo Bend Levee District to the City of Riverside, Missouri for use as a Levee District to be Public Road Way to be known as NW 43rd Street, seconded by Alderman known as 43rd St. Hurt, the vote was: Aye: Aldermen Jones, Super, Dazata, Hurt and Bruns. Absent: Alderman Beard. Motion carries. Brent's comments Brent said the proposed 43`~ Street was previously known as Gieseke Blvd. This will also provide emergency access by Intercontinental. This is the first road in the Horizons project and it gives access to Complete Home Concepts and Prologis buildings. Mr. Gieseke and Mr. Rule donated an 80' right of way to the Levee District. A maintenance bond was in place by the Levee District and it will be transferred to the City with cone-year warranty. Ordinance No. 2006-149 Alderman Darata moved to place Bill No. 2006-149 on its second reading, Approved and upon passage of same become Ordinance No. 2006-149, seconded by Alderman Jones, the vote was: Aye: Aldermen Bruns, Hurt, Jones, Darata and Super. Absent: Alderman Beazd. Motion carries. Bill No. 2006-162 Alderman Hurt moved to place Bill No. 2006-162 on its fast reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Super, the vote was: Aye: Aldermen Dazata, Bruns, Hurt, Jones and Super. Absent: Alderman Beard. Motion carries. Alderman Super's Alderman Super would like to know the per cent of completion on the comment Cliffview contract. Alderman Super said he is more concerned with verification than the actual dollar amount. David will get Bud to tally the per cent of completion. The City Attorney said the future construction contracts will have specific requirements as unit priced and specific requirements for partial payment. Ordinance No. 2006-162 Alderman Jones moved to place Bill No. 2006-162 on its second reading, Approved and upon passage of same become Ordinance No. 2006-162, seconded by Alderman Bruns, the vote was: Aye: Aldermen Bruns, Super, Jones, Darata and Hurt. Absent: Alderman Beazd. Motion carries. Bill No. 2006-163 Alderman Super moved to place Bill No. 2006-163 on its first reading, said Bill Promote Reserve authorizing the City of Riverside, Missouri, to promote Reserve Firefighter Firefighter Kevin Oliver Kevin Oliver to the Rank of Reserve Fire Lieutenant within the Department of to Reserve Fire Lieut. Public Safety, setting the salary at $14.00 per hour and effective December 6, 2006, seconded by Alderman Hurt, the vote was: Aye: Alderman Bruns, Jones, Darata, Super and Hurt. Absent: Alderman Beard. Motion carries. Bill No. 2006-164 Alderman Jones moved to place Bill No. 2006-164 on its First reading, said Bill Promote Reserve authorizing the City of Riverside, Missouri, to promote Reserve Firefighter Firefighter, David David Johnson to the Rank of Reserve Fire Lieutenant within the Department of Johnson to Reserve Public Safety, setting the salary at $14.00 per hour and effective December 6, Lieutenant seconded by Alderman Darata, the vote was: Aye: Aldermen Dazata, Bruns, Hurt, Jones and Super. Motion carries Bill No. 2006-165 Aldernan Dazata moved to place Bill No. 2006-165 on its first reading, said Bill Enter into a Services authorizing the City of Riverside to enter into a services agreement with and pay Agreement with and $25,000 to Northland Healthcare Access, seconded by Alderman Bruns, the vote pay $25,000 to North- was: land Healthcare Access Aye: Aldermen Darata, super, Hurt, Bruns and Jones. Absent: Alderman Beazd. Motion carries. Ordinance No. 2006-165 Alderman Jones moved to place Bill No. 2006-165 on its second reading, Approved and upon passage of same become Ordinance No. 2006-165, seconded by Alderman Bruns, the vote was: Aye: Aldermen Jones, Dazata, Super, Hurt and Bruns. Absent: Alderman Beard. Motion carries. Bill No. 2006-166 Alderman Super moved to place Bill No. 2006-166 on its first reading, Employ Meredith Hauck authorizing the City of Riverside, Missouri, to employ Meredith Hauck as as an Intern in the an Intern for the administration Department for the City of Riverside and Administration Dept. and setting the salary at $12.00 per hour and the employment dates will be January 5'" through May 31, 2007 seconded by Alderman Jones, the vote was: Aye: Aldermen Jones, Super, Dazata, Hurt and Bruns. Absent: Alderman Beard. Motion carries. Ordinance No. 2006-166 Alderman Darata moved to place Bill No. 2006-166 on its second reading, Approved and upon passage of same become Ordinance No. 2006-166, seconded by Alderman Hurt, the vote was: Aye: Aldermen Bruns, Darata, Jones Super and Hurt. Absent: Alderman Beazd. Motion carries. General Discussion Alderman Hurt said the Christmas lights in the neighborhood look good. Alderman Darata said the City's new Christmas tree looks nice. Motion for Closed Alderman Dazata moved that the meeting go into closed session, pursuant to Session at 7:30 p.m. RSMo 610.021(1) Legal and RSMo 610.021(2) Real Estate Issues with the City Attorney, seconded by Alderman Dazata, and the vote was: Aldermen Dazata, Jones, Super, Hurt and Bruns. Absent; Aldernan Beazd. Motion carries. Motion for Open Alderman Hurt moved that the meeting go into open session, seconded by Session at 8:45 p.m. Alderman Darata, the vote was: Aye: Aldermen Dazata, Hurt, Jones, Super, Beazd and Bruns...
