BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 18, 2014
6:15 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
February 18, 2014.
Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, and Aaron Thatcher.
Alderman Mike Fuller was absent.
Also present were City Administrator Greg Mills, City Attorney Chris Williams, City Clerk Robin
Littrell, Community Development Director Mike Duffy, City Planner Jackie Carlson, Public Works
Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Resz, Fire Chief
Gordon Fowlston, Community Development Assistant Sarah Wagner, and Administration
Director Meredith Hauck. Dennis Lloyd with Columbia Capital was also present.
MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed
CLOSED @ 6:16 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021(2) Leasing, Purchase or sale of real
estate, and RSMo 610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about employee is discussed, second by Alderman Thatcher.
Yes: Cope, Thatcher, Super, and Homer.
Motion carried 4 -0.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn closed session at 6:55 p.m.
CLOSED @ 6:55 P.M. with action taken, second by Alderman Cope.

REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:04
p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Aaron Thatcher, Ron
Super, and Art Homer.
Alderman Mike Fuller was absent.
Also present were City Administrator Greg Mills, City Attorney Chris Williams, City Clerk Robin
Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell,
Community Development Assistant Sarah Wagner, City Planner Jackie Carlson, Administration
Director Meredith Hauck, Finance Director Donna Resz, City Engineer Travis Hoover, Fire Chief

Gordon Fowlston, and Major Chris Skinrood. Also present was Dennis Lloyd with Columbia
Capital.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT Kevin Corlew introduced himself and explained that he is running
for state representative in November and is interested in the
municipalities within District 14.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda,
second by Alderman Cope.
Yes: Thatcher, Cope, Super, and Homer.
Motion carried 4 -0.
MINUTES OF 01 - 21 - 14 Alderman Thatcher moved to approve the minutes of the January
21, 2014 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Super, and Homer.
Motion carried 4 -0.
MINUTES OF 01 - 28 - 14 Alderman Thatcher moved to approve the minutes of the January
28, 2014 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Super, and Homer.

MINUTES OF 02 - 06 - 14 Alderman Thatcher moved to approve the minutes of the February
6, 2014 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Super, and Homer.

JANUARY 2014 Alderman Thatcher moved to approve the January 2014 Court
Court Report Report, second by Alderman Cope.
Yes: Thatcher, Cope, Super, and Homer.
Motion carried 4 -0.
RESOLUTION 2014 - 007 Alderman Thatcher moved to approve Resolution 2014 -007
Bill Pay authorizing the expenditure of funds for fiscal year 2013-
2014, for weeks ending February 7 and February 14 in the
amount of $213,498.01, second by Alderman Cope.
Yes: Thatcher, Cope, Super, and Homer.
Motion carried 4 -0.
REGULAR AGENDA
RESOLUTION 2014 - 009 Alderman Super moved to approve Resolution 2014 -009
Appointment for Alderman approving the mayoral appointment to fill an alderman vacancy
Vacancy appointing Chet Pruett, second by Alderman Thatcher.
Yes: Super, Thatcher, Homer, and Cope.
Motion carried 4 -0.

SWEARING IN OF PRUETT Newly appointed Alderman Chet Pruett was sworn in by the City
Clerk Robin Littrell.
PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider vacating a
7:08 PM portion of Right -of -Way generally located at 4438 NW Gateway, in
the city of Riverside, Missouri.
City Planner Jackie Carlson explained this request and that the
Planning and Zoning Commission recommended approval. City
Attorney Chris Williams helped explain possible solutions to this
issue. Terry Bullard, 4415 NW Pawnee Drive, gave comments
opposing the vacating of a portion of Right- of- Way at 4438 NW
Gateway. Following questions and concerns that were shared by
the Board, Mayor Rose asked that this public hearing be
continued and for staff to pursue other alternatives. Having no
other comments from the public, Mayor Rose dosed the public
hearing at 7:20 p.m.
Alderman Super moved to continue the public hearing until the
next regular meeting on March 4, 2014, second by Alderman
Homer.
Yes: Super, Homer, Cope, Thatcher, and Pruett.
Motion carried 5 -0.
PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider vacating a
7:21 PM portion of Right -of -Way of Domain Street south of NW 43 Street
and north of NW 41s` Street, in the city of Riverside, Missouri.
Community Development Director Mike Duffy explained where this
vacation request is located. This has been reviewed and
approved by Public Safety and the City Engineer. The ordinance
before covers the vacation for this public hearing and also the
replat of the lot 6 and lot 7. Questions were answered. Having no
comments from the public, Mayor Rose closed the public hearing
at 7:24 p.m.
BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -005.
Vacation of Domain Street Community Development Director Mike Duffy explained the
& Replat Lot 6 & Lot 7 vacation requested in this bill and showed the Board where the
lots are located.
Alderman Thatcher moved to accept first reading and place
Bill No. 2014 -005 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Homer, Pruett, and Super.
Motion carried 5 -0.
Alderman Cope moved to approve Bill 2014 -005 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Super, Homer, and Pruett.

BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -011.
Consents to Lease - Office 1 Community Development Director Mike Duffy explained that this
bill is the standard agreement the city has through the Chapter

100 process and that each of these consents to lease are the
tenants for Horizons Office I.
Alderman Thatcher moved to accept first reading and place Bill
No. 2014 -011 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Pruett, Super, and Homer.
Motion carried 5 -0.
Alderman Cope moved to approve Bill 2014 -011 and enact
said bill as ordinance, second by Alderman Thatcher.

BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -013.
Reappoint Judge Ferguson City Administrator Greg Mills explained that after consulting with
Mayor Rose this reappointment recommended for Judge
Ferguson for the two year term.
Alderman Thatcher moved to accept first reading and place
Bill No. 2014 -013 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Super, Pruett, and Homer.
Motion carried 5 -0.
Alderman Cope moved to approve Bill 2014 -013 and enact
said bill as ordinance, second by Alderman Thatcher.

RESOLUTION 2014 - 008 City Engineer Travis Hoover stated that this is the section of right -
Voluntary Annexation Petition of —way on the west side Northwood Road that Public Works has
maintained and we have purchased the right -of -way through the
project and the next step is to annex it. This is the first step of the
process.
Alderman Thatcher moved to approve Resolution 2014 -008
authorizing the City Administrator to execute on behalf of the City
a petition for voluntary annexation, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Homer, and Pruett.
Motion carried 5 -0.
CITY ADMINISTRATOR City Administrator Greg Mills wanted to bring the KCP & L
expense on the bill pay in the packet this evening to the Board's
attention. The original charge for Northwood Road came in at
$109,000 and our City Engineer Travis Hoover spoke with them to
negotiate the actual amount on the bill pay to $54,185. This
brought the amount well into budget for Northwood Road Project
primary conduit and Hoover is to be commended for his work.
ADMINISTRATION Administration Director Meredith Hauck presented an update on
the YMCA and partnerships since 2007. The Healthy Citizens
Initiative, Children's Day Camp last summer and Senior Fitness

Programs last fall to highlight the main programs. Hauck
discussed options for partnership with the YMCA moving forward.
Additional YMCA staff will help schedule the events, equipment
will need to be purchased, and budget was discussed. Garry Linn
with the YMCA thanked the Board for all the support and for the
opportunities Riverside has give the YMCA and is excited to look
at the next step for the partnership. Question and answer time
was given for the Board and Mayor. There will be an initial
agreement to complete this fiscal year presented at the March
meeting and then a long term agreement for the next year
presented to the Board in July.
COMMUNITY DEVELOPMENT City Planner Jackie Carlson gave a brief residential marketing
update. We have also been working with KCADC to continue to
get the message of Riverside out to the public.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Resz discussed information from Dennis
Lloyd with Columbia Capital that the 2004 Bonds could be
refunded for a cost savings for the City. Lloyd reviewed the
information shared with the Board on the refunding. Following the
review and discussion, consensus of the Board was given to go
with the two year option. Resz then reviewed a TIF presentation
that was previously shown to the school district and a handout
was shared with the Board to follow.
PUBLIC SAFETY Major Chris Skinrood explained that a small town east of
Springfield, Norwood, was in need of equipment. We have
surplus property that includes three vests and a light bar for a
police vehicle.
Alderman Thatcher moved to transfer three vests and one police
car light bar which the Riverside Police Dept. no longer needs to
the City of Norwood, second by Alderman Homer.

PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super reported that all the communication regarding the
Levee Board is on SharePoint.
MAYOR'S DISCUSSION Mayor Rose announced that we will be having a Town Hall
Meeting at the Chambers on March 11 ETC Survey will have
the final version to the Board by the end of the week for review.
The Annual Report is complete, will be going to print this week
and residents should receive it the first week of March. We had a
Boy Scout group in to tour City Hall today. We have been very

engaged with our trips to Jefferson City. Governor Nixon gave a
very good speech to the MML Conference group at the breakfast.
Next week I will be going to Jefferson City for the NRCC Northland
Days and then attending the Mayor's Prayer Breakfast on March
BOARD OF ALDERMEN Alderman Super — Since we have acquired the old QuikTrip
building, I have mentioned to staff that we leave the parking lot for
other uses until the overall plan comes together for that corner.
Also, I have received comments from residents along the Line
Creek Trail that people are walking off the trail and coming up to
the back of the houses. Staff will discuss this concern.
Alderman Thatcher — Reviewed calculations of our numbers with
the schools budget for covering the cost of our students in the
school district.
Alderman Homer — Nothing to report.
Alderman Pruett — Nothing to report.
Alderman Cope — Nothing to report.
MOTION TO ADJOURN Alderman Cope moved to adjourn the meeting at 8:19 p.m.,
second by Alderman Thatcher.
