A RESOLUTION AUTHORIZING THE PURCHASE OF MOBILE AND WEB
APPLICATION PRODUCT AND SERVICES FROM PUBLICSTUFF, INC. IN AN
AMOUNT NOT TO EXCEED $18,300.00.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI AS FOLLOWS:
THAT the Board of Aldermen ("Board") hereby authorizes and approves the purchase of
the PublicStuff Pro product and service from PublicStuff, Inc., in an amount not to exceed
$18,300.00, and the Mayor is authorized to sign on behalf of the City the Order Schedule
attached hereto in its substantial form; and
FURTHER THAT the Mayor, the City Administrator, the Finance Director, and other
appropriate City officials are hereby authorized to take any and all actions as may be deemed
necessary or convenient to carry out and comply with the intent of this Resolution and to execute
and deliver for and on behalf of the City all certificates, instruments, agreements and other
documents, as may be necessary or convenient to perform all matters herein authorized.

RE: Mobile App
One of the tactics identified in the Strategic Communications Plan for 2014 is to develop a mobile app. After
previewing a variety of mobile apps geared at government in the market, staff is recommending that the City
move forward with Publicstuff.
PublicStuff is a mobile app development company that focuses on government solutions. They power mobile
apps for more than 200 cities across the United States, including New York and Philadelphia. Although most
government- focused mobile apps have a similar set of features, including service requests, calendar options,
links to social media sites and more, Public Stuff provides some enhanced features that make it a good fit for
the City of Riverside:
• City staff can customize widgets (buttons on the app) as needed. When there is breaking news or a hot
topic, staff will be able to update the widgets on the app and the widgets will be published
immediately. This allows the app to be dynamic and regularly updated to meet the best needs of the
City.
• City staff has the ability to "push" notifications through the app. Much like Nixle, the City can utilize
the app to send emergency and other announcements to app users, and the announcement will pop
up as a notification on the mobile device.
• PublicStuff ties directly into our existing website content management system. The City's web
developer, aHa Consulting, recently replaced its standard citizen request system with a similar system
powered by PublicStuff. Riverside will receive this change in our Spring 2014 website update, which
will allow our website and app to easily interface with one another. This integration also ties all other
web content to the app, which reduces the need to do duplicate work to keep both platforms updated.
Recommendation
Staff recommends that the Board approve a three year agreement with PublicStuff for a Riverside mobile app.
The annual cost is $6,100. Once an agreement is signed, it will take six to eight weeks to develop and launch
the app.

PublicStuff, Inc. ( "PublicStuff') will provide Client with access to PublicStuffs citizen
engagement & workflow management suite (the "Services "), which includes the following:
• Custom branded smartphone applications
• Public- facing web portal
• Cloud -based CRM and administrative dashboard

PublicStuff will send Client invoices on an upfront basis based on the PublicStuff
Agreement Term Start Date. Payments will be due within 45 days of the PublicStuff
Agreement Term Start Date. Any changes to the Term Start Date needs to be approved
in writing by both parties. Should PublicStuff not receive payment when due,
PublicStuff reserves the right to discontinue Services upon ten days prior with written
notice. Client will be responsible for all costs and expenses (including, without
limitation, reasonable attorney fees) PublicStuff incurs in collecting late payments not
disputed in good faith.

Acceptance & Authorization
This Order Schedule ("OS) is entered into between Client and PublicStuff. Client accepts
and agrees to adhere to the Terms and Conditions for PublicStuff Services hereby
incorporated by reference and available at: http://pro.publicstuff.com/terms which,
together with this OS will be referenced as the"Agreement."This Agreement between
Client and PublicStuff, which Client hereby acknowledges and accepts, constitutes the
entire agreement between PublicStuff and Client governing the Services referenced above.
Client represents that its signatory below has the authority to bind Client to the terms of
this Agreement.
