SPECIAL WORKSHOP
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Saturday, March 1, 2014
8:00 a.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Saturday,
March 1, 2013.
Mayor Rose called the meeting to order at 8:00 a.m. Those in attendance were Mayor Kathy
Rose, Aldermen Art Homer, Mike Fuller, Chet Pruett, Brad, Cope, Aaron Thatcher, and Ron
Super.
Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Finance Director
Donna Resz, Community Development Director Mike Duffy, Public Works Director Tom
Wooddell, Administration Director Meredith Hauck, City Engineer Travis Hoover, Major Chris
Skinrood, Fire Chief Gordy Fowiston, and Executive Assistant Stacey Rasco.
WORKSHOP @ 8:00 A.M. City Administrator Greg Mills explained what staff would be
presenting today regarding the budget for 2014 -2015.
Administration Director Meredith Hauck presented a PowerPoint
regarding salary and benefit compensation survey information
gathered recently to meet salary disparity in specific areas for city
staff. Mayor Rose and the Board asked questions and held
discussion with staff. The Board does want to see the total
expense including benefit package costs for further budget
discussions.
Finance Director Donna Resz reviewed a PowerPoint presentation
explaining the budget process that will be followed along with a
tentative budget acceptance date in May 2014. The operating
budget, unassigned funds, revenues, projected expenditures for
each fund, and assumptions were all reviewed. Gaming was also
reviewed. All projections are going to remain fairly flat. Horizons
was discussed. Vehicle replacement along with donating vehicles
versus trade in was discussed with the Board.
Mills then explained that we needed guidance from the Board
today regarding the 6 month fund balance and the contingency
fund amount, to begin our work on the budget process. If you
prefer both to stay the same as last year or if you wish to
change something, let us know. The Board gave general
consensus to keep it the two funds the same for now and see
where we are as the budget progresses.

MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 9:03 a.m.,
second by Alderman Super.
Yes: Thatcher, Super, Homer, Fuller, Pruett, and Cope.
Motion carried 6 -0.
