MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, March 4, 2014 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, March 4, 2014. Mayor Rose called the regular meeting to order at 6:01 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Aaron Thatcher, Chet Pruett, and Mike Fuller. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, Community Development Director Mike Duffy, City Planner Jackie Carlson, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Resz, Administration Director Meredith Hauck, Fire Chief Gordon Fowlston, and Community Development Assistant Sarah Wagner. Special Counsel Joe Bednar with Spencer Fane Britt and Browne was also present. MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed CLOSED @ 6:01 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(2) Leasing, Purchase or sale of real estate, and RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Cope. Yes: Homer, Cope, Fuller, Pruett, Thatcher, and Super. Motion carried 6 -0. MOTION TO CONTINUE Alderman Super moved at 7:00 p.m. to continue closed session, CLOSED @ 7:00 P.M. following open session, second by Alderman Homer. Yes: Super, Homer, Fuller, Pruett, Thatcher, and Cope. Motion carried 6 -0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:02 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Aaron Thatcher, Ron Super, Art Homer, and Chet Pruett. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Community Development Assistant Sarah Wagner, City Planner Jackie Carlson, Administration Director Meredith Hauck, Finance Director Donna Resz, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, Police Captain Gary McMullin, and Major Chris Skinrood. Special Counsel Joe Bednar with Spencer Fane Britt & Browne was also present. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. PROCLAMATION Mayor Rose read the Proclamation celebrating Shen Yun performing arts in March 2014 and presented the proclamation to Barbara Gay with the Falun Dafa Association. CONSENT AGENDA Mayor Rose asked that Resolution R- 2014 -013 be pulled from consent for discussion and clarification. Alderman Thatcher moved to approve the consent agenda as presented without Resolution R- 2014 -013, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6 -0. MINUTES OF 02 - 18 - 14 Alderman Thatcher moved to approve the minutes of the February 18, 2014 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6 -0. RESOLUTION 2014 - 010 Alderman Thatcher moved to approve Resolution 2014 -010 Bill Pay authorizing the expenditure of funds for fiscal year 2013- 2014, for weeks ending February 21 and February 28 in the amount of $249,991.34, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6 -0. RESOLUTION 2014 - 011 Alderman Thatcher moved to approve Resolution 2014 -011 Surplus Police Equipment declaring certain police equipment as surplus and authorizing its transfer to the cities of Holt and Bloomfield, Missouri, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6 -0. RESOLUTION 2014 - 012 Alderman Thatcher moved to approve Resolution 2014 -012 2014 Mowing Contract extending the contract for mowing and grounds keeping with Embassy Landscape Group for 2014, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6 -0. RESOLUTION 2014 - 014 Alderman Thatcher moved to approve Resolution 2014 -014 YMCA Summer Day Camps authorizing the City to enter into a summer day camp program services agreement with the YMCA of Greater Kansas City, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6 - 0. 2 REGULAR AGENDA RESOLUTION 2014 - 013 Administration Director Meredith Hauck explained that the YMCA YMCA Fitness Program had a few minor changes to the contract after it went out in the packet and the Board has a revised copy to review along with an opportunity to ask any questions. Alderman Thatcher moved to approve the first amendment to the services agreement with the YMCA, second by Alderman Homer. Yes: Thatcher, Homer, Cope, Super, Pruett, and Fuller. Motion carried 6 -0. PUBLIC HEARING © Mayor Rose opened the Public Hearing to consider vacating a 7:09 PM portion of Right -of -Way generally located at 4438 NW Gateway, in the city of Riverside, Missouri. Mayor Rose asked that this public hearing be continued until April 1, 2014. City Planner Jackie Carlson explained the purpose of the continuation. Alderman Thatcher moved to continue the public hearing until April 1, 2014, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Fuller, and Pruett. Motion carried 6 -0. BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -015. New Hire Ashleigh Adams Alderman Thatcher moved to accept first reading and place Bill No. 2014 -015 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Super, Fuller, Pruett, and Homer. Motion carried 6 -0. Alderman Cope moved to approve Bill 2014 -015 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Pruett, Fuller, and Super. Motion carried 6 -0. BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -016. New Hire MaryEllen Hendren Alderman Thatcher moved to accept first reading and place Bill No. 2014 -016 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Pruett, Homer, Fuller, and Super. Motion carried 6 -0. Alderman Cope moved to approve Bill 2014 -016 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Fuller, Super, Pruett, and Homer. Motion carried 6 -0. 3 BILL NO. 2014 City Clerk Robin Littrell gave first reading of Bill No. 2014 -017. Agreement NorthPoint & City Administrator reported that Special Counsel Joe Bednar has Olsson - Infrastructure crafted this agreement and the bill with Olsson and Associates for work on the 41 and 43 Street in Horizons East. Alderman Thatcher moved to accept first reading and place Bill No. 2014 -017 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Super, Pruett, Homer, and Fuller. Motion carried 6 -0. Alderman Cope moved to approve Bill 2014 -017 and enact said bill as ordinance, second by Alderman Homer. Yes: Cope, Homer, Fuller, Pruett, Super, and Thatcher. Motion carried 6 -0. CITY ADMINISTRATOR Nothing to report. ADMINISTRATION Nothing to report. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy introduced three changes that staff would like to get general approval from the Board this evening, so these changes may be announced to vendors at the annual fireworks mandatory meeting next week. Staff has met and discussed these changes with our prosecuting attorney which include making the requirements for open flames consistent with what the fire code requires, define temporary signs to include mobile signs, and possible penalties even suspension for multiple tickets during the season. The meeting is Wednesday, March 12 . ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Fire Chief Gordon Fowlston announced that ISO was in the office last week for an inspection of the Fire Department and Communications. It will be three to four months before we have the results, but it is anticipated that Riverside could be changed from a 6 to a 4. The official results will be announced when received. PUBLIC WORKS Nothing to report. Mayor Rose announced that the Public Works Department did an awesome job again this last weekend. LEVEE BOARD Alderman Super reported that there will be a meeting on March 12 MAYOR'S DISCUSSION Mayor Rose, City Administrator Mills and Administration Director Hauck went to Jefferson City for the Argosy Casino gaming relicensing. Now the license is good for 4 years instead of only 2 years. This was a very smooth process this year. The weather is 4 still affecting them as it is many businesses. The annual Northland Days were to be this Monday, but the legislature was canceled due to the weather. I will be sure to notify everyone if this event is rescheduled. The sewer and water bills are still an issue with residents and my own. We need to get a contact here from Kansas City for sewer and water, in this region, and discuss this process. BOARD OF ALDERMEN Alderman Fuller — Nothing to report. Alderman Cope — Nothing to report. Alderman Pruett — Nothing to report. Alderman Homer — Nothing to report. Alderman Thatcher — Announced that former Parks Board member Norma Parrott passed away and her funeral is this Sunday at 3:00 p.m. at the Pine Ridge Presbyterian Church. I also would like to re- emphasize the sewer concern and that there are numerous issues by many residents in my ward. Alderman Super — We have many happy residents because the stop light is no longer operating at NW Gateway and NW West Platte. We also may need to review the contract with Kansas City regarding the sewer billing and what was actually negotiated several years ago.
