BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 15, 2014
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 15, 2014.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Chet Pruett, Aaron Thatcher, and
Mike Fuller.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Community Development Director Mike Duffy, City Engineer Travis Hoover, Community
Development Assistant Sarah Wagner, and Fire Chief Gordon Fowlston. Special Counsel Joe
Bednar with Spencer Fane Britt was present.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021(2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected, second by Alderman Thatcher.
Yes: Homer, Thatcher, Super, Cope, Fuller, and Pruett.
Motion carried 6-0.
MOTION TO CONTINUE Alderman Thatcher moved at 7:04 p.m. to adjourn closed session
CLOSED @ 7:04 P.M. with no action taken, second by Alderman Cope.

REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:10
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Ron Super, Art
Homer, Aaron Thatcher, and Chet Pruett.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell,
Community Development Assistant Sarah Wagner, City Engineer Travis Hoover, Fire Chief
Gordon Fowlston, Administration Director Meredith Hauck, and Major Chris Skinrood. Special
Counsel Joe Bednar with Spencer Fane Britt & Browne was also present. Brent Miles and Mark
Pomerenke with NorthPoint were in attendance.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

BILL NO. 2014-023 City Clerk Robin Littrell gave first reading of Bill No. 2014-023.
2014 Election Certification Alderman Thatcher moved to accept first reading and place
Bill No. 2014-023 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Fuller, Pruett, Super, and Homer.
Motion carried 6-0.

Mayor Rose gave comments regarding the election and voter turn-
out. Congratulations to the Aldermen that won their elections.

CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Cope.

MINUTES OF 04-01-14 Alderman Thatcher moved to approve the minutes of the April 1,
2014 meeting, second by Alderman Cope.

MINUTES OF 04-07-14 Alderman Thatcher moved to approve the minutes of the April 7,
2014 meeting, second by Alderman Cope.

Court Report Report, second by Alderman Cope.

RESOLUTION 2014-020 Alderman Thatcher moved to approve Resolution 2014-020
Bill Pay authorizing the expenditure of funds for fiscal year 2013-
2014, for weeks ending April 4t' and April 11'" in the amount of
$261,697.81, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, Pruett, Fuller, and Super.
Motion carried 6-0.
RESOLUTION 2014-021 Alderman Thatcher moved to approve Resolution 2014-021
Lynchpin Ideas-Agreement authorizing and approving an agreement with Lynchpin Ideas, LLC
for marketing services, second by Alderman Cope.

RESOLUTION 2014-022 Alderman Thatcher moved to approve Resolution 2014-022
Professional Serv. MARC authorizing the City Administrator to enter into an agreement with
Mid America Regional Council for professional administrative
services not to exceed $18,000 (Project Walker), second by
Alderman Cope.

RESOLUTION 2014-023 Alderman Thatcher moved to approve Resolution 2014-023
Intent to Seek Funding -CDBG stating intent to seek funding through the Community
Development Block Grant Program and authorizing the Mayor to
pursue funding (Project Walker), second by Alderman Cope.
Yes: Thatcher, Cope, Homer, Pruett, Fuller, and Super.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING @ Mayor Rose acknowledged the open Public Hearing to consider
7:17 PM vacating a portion of Right-of-Way generally located at 4438 NW
Gateway, in the City of Riverside, Missouri.
Community Development Director Mike Duffy explained to the
Board that the request has been withdrawn by the applicant.
Mayor Rose stated that the public hearing be closed at 7:17 p.m.
and that no action was taken.
PUBLIC HEARING @ Mayor Rose opened a public hearing to consider a request for a
7:18 PM special use permit for outdoor storage on Lots 1 and 2 of
Riverside Horizons West First Plat, in the City of Riverside,
Missouri.
Community Development Director Mike Duffy explained that there
has been a request to continue this public hearing. Mayor Rose
asked that a motion be made to continue the public hearing.

Alderman Thatcher moved that the public hearing to consider a
request for a special use permit for outdoor storage on Lots 1 and
2 of Riverside Horizons West First Plat be continued to May 20,
2014, second by Alderman Homer.

Motion carried 6-0.
PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider the matter of
7:19 PM a proposed annexation of real property owned by the City of
Riverside, and generally located west of the centerline of
Northwood Road in the City of Riverside, Missouri.
Community Development Director Mike Duffy and City Engineer
Travis Hoover explained the purpose for the annexation and
location of this area being annexed to the Board. Having no other
comments from the public, Mayor Rose closed the public hearing
at 7:21 p.m.
City Attorney Paul Campo reported that this ordinance will be
acted upon tonight, but will have a 14 day waiting period for any
objections to be filed and then it will be recorded.
BILL NO. 2014-034 City Clerk Robin Littrell gave first reading of Bill No. 2014-034.
Annexing Northwood Road Alderman Thatcher moved to accept first reading and place
Bill No. 2014-034 on second and final reading, second by
Alderman Cope.

Refunding of 2004 Bonds Rick McConnell with Gilmore & Bell explained the process for the
refunding of these bonds.

BILL NO. 2014-027 City Clerk Robin Littrell gave first reading of Bill No. 2014-027.
Supplemental Infrastruct. Plans City Engineer Travis Hoover stated this bill is the approval of the
supplemental road and infrastructure plans and specs for road
construction for 41 s` Street and 43rtl Street, heading east for future
development.
Alderman Thatcher moved to accept first reading and place Bill
No. 2014-027 on second and final reading, second by Alderman
Cope.

BILL NO. 2014-029 City Clerk Robin Littrell gave first reading of Bill No. 2014-029.
CO 11 & 12—Shaw Const. City Engineer Travis Hoover reviewed the change orders being
approved for Shaw Construction Company.

BILL NO. 2014-030 City Clerk Robin Littrell gave first reading of Bill No. 2014-030.
Irrigation Plans & Specs City Engineer Travis Hoover explained that the irrigation plans and
specs are for the phase I infrastructure improvements within the
Horizons East site. Discussion was held on the type of water to
be used for the irrigation. Current irrigation costs were reviewed
to figure what the cost will be for the new project. Creation of a
CID is the plan to help control the costs of the maintenance in the
area. Board asked staff to stay diligent looking for water
alternatives and go back to Vireo for additional investigation.

BILL NO. 2014-031 City Clerk Robin Littrell gave first reading of Bill No. 2014-031.
Amend Rinker Agreement- Community Development Director Mike Duffy explained that the
GSBR Associates, LLC amendment is to allow for additional environmental testing on the
Rinker property. Special Counsel Joe Bednar also reviewed
details of the process and requirements for DNR.

BILL NO. 2014-032 City Clerk Robin Littrell gave first reading of Bill No. 2014-032.
True North Inc.-Consent Lease Community Development Director Mike Duffy reported that this
consent to lease takes of the final space for office one
building.

BILL NO. 2014-035 City Clerk Robin Littrell gave first reading of Bill No. 2014-035.

CITY ADMINISTRATOR City Administrator Greg Mills announced that the Northland
Regional Fly-In is June 25-27 and we need to register those that
wish to attend by Thursday of this week. Following discussion of
the Board, Mayor Rose and Alderman Fuller would like to attend.
The Argos Hearts and Hands Golf Tournament will be Monday,
August 18' and if any board member would like to play let City
Clerk Robin Littrell know.
We received a letter from a property owner in the Homestead area
requesting that the City erect some type of fencing or barrier
between the trail and her property. Mills is requesting guidance
from the Board. Platte County policy has denied such requests.
The Board discussed the issue at length and consensus was
directing staff to give a response that the city policy requires
denial of such request.
ADMINISTRATION Administration Director Meredith Hauck announced that the
Tourism Commission approved to pay for a summer intern that
could work on gathering historical information about Riverside.
Hauck then used a PowerPoint presentation to inform the Board of
the 2014-2015 employee health benefits and rates. Mayor Rose

asked that the Board look into the option of offering the benefits to
the elected officials as well.
Alderman Thatcher moved to approve the employee benefits as
presented for 2014-2015 plan year, second by Alderman Cope.

COMMUNITY DEVELOPMENT Community Development Director Mike Duffy brought a complaint
of trash can placement in front of homes to the Board. Pictures
were shared with the Board and discussion was held. Staff is to
notify residents that the city code will be enforced, through the
newsletter and the website. Notices also need to go out to inform
residents that the Animal Control Officer will be helping with the
duties of codes enforcement. Notices will go out over all types of
cummunications.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
City Administrator Greg Mills reported to the Board that May 13`h is
the scheduled small group, roundtable discussion. Staff met and
discussed ideas, then came up with the topic of trails and
discussions that could come from that subject. Board agreed that
would be a good topic. Details of the meeting will be discussed at
a later date.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super reported that there is a meeting tomorrow with
the MoDot representatives.
MAYOR'S DISCUSSION Mayor Rose said that the day of the election she was asked about
the city allowing chickens in the city limits. City Administrator Greg
Mills reminded the Board of concerns raised regarding the
prohibiting of feeding of wildlife. Community Development Director
Mike Duffy will research both issues. Another resident asked
Mayor Rose about home repair programs. The city needs to get a
contact with Habitat for Humanity that we could forward such
issues and Administration Director Meredith Hauck will get that
information for the Mayor. We also want to congratulate Ameet
Patel on his promotion to Senior Vice President of Regional
Operations for Penn National Gaming, Inc.
BOARD OF ALDERMEN Alderman Pruett— Flavia Tarwater and the Florence Street
retaining wall issue has been brought to Alderman Pruett's
attention and City Administrator Mills reviewed all the research
and discussion that has transpired. Following discussion staff was
directed to prepare a letter explaining the city's stance on the

issue. Pruett also received a call from a pastor in the Homestead
area and he would like to meet with us to discuss the drug
problem in that area.
Alderman Cope— Nothing to report.
Alderman Fuller— Noted that there has been a tractor trailer with a
NorthPoint sign on it down in Horizons and there is a camper type
vehicle on the old library parking lot, are these violations? If they
are and we are going to begin cracking down on codes, then
these should be addressed. Community Development Director
Duffy responded that staff would address these issues to see if
they are violations. Fuller asked if the Briarcliff Hills lots are all
sold, could the sign advertising the lots for sale, be removed?
Duffy responded that would be addressed at a meeting in the near
future. Fuller also informed the Board that he and Duffy had a
conversation regarding the new trail extension to Gladstone and if
he might have conversations with Garvey and his trail. Duffy
responded that conversations will be held and the Board will be
kept informed. He also discussed a concern about drilling off the
trail on the north side of Riverside Drive that he is investigating.
Alderman Super— It is sad and disappointing to see the poor
turnout for the area elections.
Alderman Thatcher—Thank you for the vote of support by the
Board tonight in your votes as Mayor Pro Tem.
Alderman Homer— I agree with Alderman Super, that it is
disturbing to see the low turnout for the election. I also want to
thank Mike for getting the yellow sign off the fence down by
Beverly Lumber.

second by Alderman Homer.
