HomeMy WebLinkAbout1331 Final Development Plan Eagle Animal Hospital BILL NO. 2014-065 ORDINANCE NO. /,33 / AN ORDINANCE APPROVING A FINAL DEVELOPMENT PLAN FOR EAGLE ANIMAL HOSPITAL LOCATED AT 4825 NW GATEWAY IN ACCORDANCE WITH THE UNIFIED DEVELOPMENT ORDINANCE OF THE CITY OF RIVERSIDE WHEREAS, an application was filed by Eagle Animal Hospital for approval of a Final Development Plan for partial demolition, remodel and expansion on approximately 2.72 acres of property zoned C-1 Commercial and located at 4825 NW Gateway; and WHEREAS, after due public notice in the manner prescribed by law, the Planning Commission held a meeting for the request on June 26, 2014, and rendered a report to the Board of Aldermen recommending that the Final Development Plan be approved and WHEREAS, after due public notice in the manner prescribed by law, the Board of Aldermen held a meeting on July 1, 2014 and based upon all of the information presented find it is in the best interest of the citizens of the City of Riverside to approve a Final Development Plan for said property upon the terms and conditions provided herein: NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1 — FINAL DEVELOPMENT PLAN APPROVED The Final Development Plan dated June 14, 2014 (the "Development Plan") for development of property located at 4825 NW Gateway, and is legally described as Exhibit A is hereby approved, subject to the conditions provided herein, to allow the construction of an animal hospital according to such plan and is attached as Exhibit B. SECTION 2— CONDITIONS OF APPROVAL. The following conditions of approval shall apply with regard to the Final Development Plan approved for development of the property: 1. The approval of the Development Plan does not relieve the applicant from compliance with all other applicable local, state and federal laws, codes, ordinances, and regulations. The applicant is required to request and obtain approval for all necessary permits to begin constructing the development. SECTION 3—AUTHORITY GRANTED. The Mayor, the City Administrator, the City Attorney and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Ordinance and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. SECTION 4— FAILURE TO COMPLY. That failure to comply with all of the provisions contained in this ordinance shall constitute violations of both this ordinance and the City's Unified Development Ordinance. . SECTION 5— REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. BILL NO. 2014-066 ORDINANCE NO. SECTION 6—SEVERABILITY CLAUSE The provisions of this ordinance are severable and if any provision hereof is declared invalid, unconstitutional or unenforceable, such determination shall not affect the validity of the remainder of this ordinance. SECTION 7— EFFECTIVE DATE This ordinance shall be in full force and effect from and after the date of its passage and approval. Case Number PC 14-11, Final Development Plan upstream from ordinary. 4825 NW Gateway Ave — Eagle Animal Hospital General Information Applicant: Eagle Animal Hospital—Dr. Matt Silvius Location: 4825 NW Gateway Avenue Application: Final Development Plan for partial demolition, remodel and expansion Zoning: C-1,Commercial Existing Land Use: 7,415 s.f. animal hospital. The building is actually two different structures that have been cobbled together. The southern portion is an old dairy barn built in the late 1800's and was converted to the animal hospital in 1946. Proposed Land Use: Remodeled and expanded 9,559 s.f. animal hospital Project Overview: Demolish the southern 3,248 s.f. of the structure, completely remodel the remaining 4,167 s.f. and build a new 5,392 s.f. expansion(3,350 s.f. on main floor, plus 2,042 s.f. of basement). The existing kennel structure and chainlink fenced outside kennel area south of the hospital will be demolished. Site Area: 2.72 acres; approximately '/2 is developed Building Size: 7,415 s.f. existing—3,248 s.f. demolition + 5,392s.f. expansion =9,559 s.f. total Procedure: Final Development Plan will be reviewed by the Planning Commission and the Board of Aldermen for approval. Analysis Site Layout: The site layout will generally remain unchanged with the building facing Gateway Avenue,client parking in the front and employee/overflow parking in the back. The proposed building footprint is slightly smaller than the existing structure and will have a rectangular shape instead of a U shape. Much of the east and south portions of the property are natural areas which will remain unchanged with the project. Parking: The parking areas are located in the front and back of the building. There are 28 spaces on- site now and will have 28 after the project which is sufficient to serve the property. Infrastructure: All infrastructure is available on or near the site. The property is currently utilizing a septic system, but will connect to the public sewer system on the west side of Gateway Avenue with the installation of a grinder pump and force main. Stormwater will be directed away from the building towards the natural areas to the south and east. The project will result in decreased impervious surface area reducing the about of stormwater runoff and the natural areas will act as a natural filter. Outdoor Runs/Kennels: The site currently has about 30 outdoor kennels with concrete floors and chainlink fencing which will be removed. The proposed project does not include any outdoor kennels as all boarding will occur inside the building. There will be a fenced exercise area. The area will be grassed and will be enclosed by an 8 foot black powdercoat chainlink fence. Page I of 2 Trash Enclosure: A 6-foot tall masonry trash enclosure is proposed at the end of the west parking lot. The enclosure will have steel gates. Staff is working with the applicant to ensure property landscaping is included around the enclosure. Landscaping: Shrubs located along the west side of the front parking lot will remain and three additional shrubs and one evergreen tree will be installed. Multiple shrubs, ornamental grass, flowers and five trees are proposed near the front of the building and around the trash enclosure. Additionally, the natural treed areas on the east and south sides of the property will remain. Building Design: The structure will incorporate a mix of materials and architectural elements. The bottom of the building will be synthetic stone with vertical siding above. Timber beams and supporting trusses will accent the design. The building is an 18 foot one-story structure with several architectural elements. A timber truss with a 22 foot peak is planned on the northern remodeled section of the building. The design includes a 29-foot tall section in the middle of the structure which allows the lobby/entrance to have a high-vaulted ceiling with a significant amount of glass/windows facing Gateway Avenue. The topography on the site allows for the exterior wall of the basement to be exposed and for a walk-out basement on the eastiback side. Vertical siding, EIFS, some accent stone and two rows of windows are proposed for the south building elevations. The east elevation utilizes the same building materials, but has fewer architectural elements as it the back of the building. Signage: The applicant is exploring replacing the existing monument sign near the site entrance off of Gateway Avenue. Lighting: Two 20-foot pole lights are proposed for the front parking lot. Wallpack fixtures, wall-mount accent lights and can lighting will be installed around the building. All lighting is proposed to be LED. The lighting plan indicates no light seepage will occur at the property line, ensuring the neighboring residential will not be impacted. Comprehensive Master Plan: The Comprehensive Master Plan identifies the area as `mixed-use' allowing for a mix of commercial,retail and residential uses. The property is located in the Upper Gateway/Vivion Corridors. The Plan states a goal for these corridors is to facilitate infill and nurture a positive imagine. Development in these areas should positively impactthe community by providing new commerce, investment or quality jobs and by contributing to the desired streetscape. The applicant indicates the project will initially allow the animal hospital to add another vet and hire 3 supporting staff. The project will also add high-end boarding, daycare and grooming services that will result in increased retail sales for the community. The project will create an upgraded view from Gateway Avenue as it will remove a blighted structure and remodel and construct a new facility with approved materials and architectural elements. Recommendation Staff finds the application in conformance with the standards set forth in the LIDO and the goals established in the Comprehensive Master Plan and therefore recommends approval of the application. Chair Al Bowman called the meeting to order at 6:30 p.m. Answering roll call were Al Bowman,Ray Uhl,Harold Snoderley, Stephen King,and Mike Lombardo. Also present:Jackie Carlson City Planner, Keith Payne, Fire Marshall,and Community Development Assistant Sarah Wagner. Members absent were Steven Kaspar,Jim Frakes,Mike Soler,Art Homer and Mayor Kathy Rose. Approval of Minutes of Commissioner Snoderley moved to approve the minutes of June June 12,2014 12, 2014, seconded by Commissioner Uhl. Motion passed 5-0. Final Development Plan- Jackie Carlson gave the staff report. She explained that Eagle Eagle Animal Hospital Animal Hospital is planning a demolition,remodel and expansion of their facility. They will also be hooking up to the sewer connection. Dr. Matt Silvius with Eagle Animal Hospital addressed the Commission and went into detail about the demolition,remodel and expansion. Carlson finished by explaining that this request for approval of a final development plan is in conformance with the Master Plan and UDO and staff does recommend approval. Commissioner King moved to recommend approval of the final development plan for Eagle Animal Hospital to the Board of Aldermen, seconded by Commissioner Lombardo. Motion passed 5-0.
