REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 17, 2014
5:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 17, 2014.
Mayor Rose called the regular meeting to order at 5:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope (arrived at 6:50 p.m.), Aaron
Thatcher, and Mike Fuller.
Alderman Chet Pruett was absent.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, and City Clerk
Robin Littrell, City Engineer Travis Hoover, Community Development Assistant Sarah Wagner,
City Planner Jackie Carlson, Finance Director Donna Resz, and Fire Chief Gordon Fowlston.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 5:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021(2) Leasing, purchase or sale of real
estate, RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information about
the employee is discussed and RSMo 610.021(13) Individually
identifiable personnel records, performance ratings or records
pertaining to employees, second by Alderman Super.
Yes: Thatcher, Super, Homer, and Fuller.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Fuller moved at 6:56 p.m. to adjourn closed
CLOSED @ 6:56 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Fuller, Thatcher, Super, Homer, and Cope.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:03
p.M.
Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Mike Fuller, Aaron
Thatcher, Brad Cope, and Ron Super.
Alderman Chet Pruett was absent.
Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin
Littrell, Community Development Assistant Sarah Wagner, City Engineer Travis Hoover, City

Planner Jackie Carlson, Finance Director Donna Resz, Fire Chief Gordon Fowlston, Police
Major Chris Skinrood, and Fire Marshal Keith Payne.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
Mayor Rose recognized that Joshua Payne is observing the
meeting tonight for a merit badge.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Homer.
Yes: Thatcher, Homer, Fuller, Super, and Cope.
Motion carried 5-0.
MINUTES OF 06-02-14 Alderman Thatcher moved to approve the minutes of the June 2,
2014 meeting, second by Alderman Homer.
Yes: Thatcher, Homer, Fuller, Super, and Cope.
Motion carried 5-0.
MINUTES OF 06-03-14 Alderman Thatcher moved to approve the minutes of the June 3,
2014 meeting, second by Alderman Homer.
Yes: Thatcher, Homer, Fuller, Super, and Cope.
Motion carried 5-0.
MINUTES OF 06-10-14 Alderman Thatcher moved to approve the minutes of the June 10,
2014 meeting, second by Alderman Homer.
Yes: Thatcher, Homer, Fuller, Super, and Cope.
Motion carried 5-0.
MAY 2014 Alderman Thatcher moved to approve the May 2014 Court
Court Report Report, second by Alderman Homer.
Yes: Thatcher, Homer, Fuller, Super, and Cope.
Motion carried 5-0.
RESOLUTION 2014-037 Alderman Thatcher moved to approve Resolution 2014-037
Bill Pay authorizing the expenditure of funds for fiscal year 2013-
2014, for weeks ending June 6'" and June 13`h in the amount of
$271,987.31, second by Alderman Homer.
Yes: Thatcher, Homer, Fuller, Super, and Cope.
Motion carried 5-0.
RESOLUTION 2014-038 Alderman Thatcher moved to approve Resolution 2014-038
Fire Dept. Hosting & Support approving an agreement for application hosting and technology
Xerox Gov. Systems,LLC support services with Xerox Government Systems, LLC, second
by Alderman Homer.
Yes: Thatcher, Homer, Fuller, Super, and Cope.
Motion carried 5-0.

REGULAR AGENDA
PUBLIC HEARING Mayor Rose announced that the application for special use permit
for outdoor storage on Lots 1 and 2 of Riverside Horizons West
First Plat was withdrawn.
PUBLIC HEARING Mayor Rose announced that the public hearing regarding an
ordinance for Project Challenge will not be held because the
project has been withdrawn.
PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider amending
7:05 PM the Riverside Municipal Code Chapter 400: Unified Development
Ordinance in Riverside, Platte County, Missouri.
Community Development Assistant Sarah Wagner explained that
staff has been revising the fireworks code and this is the portion of
the LIDO temporary sign ordinance, prohibiting use of mobile
signs. The Planning Commission recommended approval.
BILL NO. 2014-060 City Clerk Robin Littrell gave first reading of Bill No. 2014-060.
Amend UDO—Mobile Signs Alderman Thatcher moved to accept first reading and place
Bill No. 2014-060 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Fuller, Homer, and Super.
Motion carried 5-0.
Alderman Cope moved to approve Bill 2014-060 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Super, Homer, and Fuller.
Motion carried 5-0.
BILL NO. 2014-061 City Clerk Robin Littrell gave first reading of Bill No. 2014-061.
Amend Utility Tax Code City Attorney Paul Campo reviewed the purpose of the
amendment for City Code 630.010.
Alderman Thatcher moved to accept first reading and place
Bill No. 2014-061 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Fuller, Super, and Homer.
Motion carried 5-0.
Alderman Cope moved to approve Bill 2014-061 and enact
said bill as ordinance, second by Alderman Homer.
Yes: Cope, Homer, Super, Fuller, and Thatcher.
Motion carried 5-0.
BILL NO.2014-062 City Clerk Robin Littrell gave first reading of Bill No. 2014-062.
New Hire PW-Jeffery City Administrator Greg Mills reminded the Board that this
ordinance is to hire the Maintenance I full-time position in Public
Works.
Alderman Thatcher moved to accept first reading and place Bill
No. 2014-062 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Homer, Super, and Fuller.
Motion carried 5-0.

said bill as ordinance, second by Alderman Homer.

RESOLUTION 2014-039 Alderman Thatcher moved to approve Resolution 2014-039
2014-2015 Annual Budget authorizing and adopting the fiscal year 2014-2015 annual budget
for the City of Riverside, second by Alderman Cope.
Yes: Thatcher, Cope, Fuller, Homer, and Super.
Motion carried 5-0.
CITY ADMINISTRATOR Nothing to report.
ADMINISTRATION City Administrator Mills informed the Board that the Tourism
Quarterly Update was included in the packet for their review.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Resz introduced Jeff White with Columbia
Capital. He is here to share the scope of services they have
compiled that proposes changes to the investment policy and the
general strategy to implement the changes. Mr. White answered
questions from the Board. The Board gave general consensus for
Columbia Capital to move forward with this work presented.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Alderman Super reported that the Levee Board met yesterday for
a budget meeting.
MAYOR'S DISCUSSION Mayor Rose announced that the Mayor of Lake Waukomis
passed away on June 15`h and the Celebration of Life will be held
on Saturday, June 21s`. Today was the Northland Regional
Chamber Luncheon and the program was the Platte-Clay Tourism
presenting information on the Wine Trail in the Northland. On
Saturday, June 2131 at 10:00 a.m. Platte County Parks will be
having the grand opening of the Parkville Dog Park and Boat
Ramp.
BOARD OF ALDERMEN Alderman Fuller— Nothing to report.
Alderman Cope— Nothing to report.
Alderman Homer— Nothing to report.

Alderman Thatcher—We had a good turnout for the demolition of
the old QuikTrip. The Mayor did a good job taking down the first
section of the building.
Alderman Super—The city sponsored teams for two different golf
tournaments the past week and they were both for a good cause.
MOTION TO ADJOURN Alderman Cope moved to adjourn the meeting at 7:39 p.m.,
second by Alderman Thatcher.
