HomeMy WebLinkAbout2005-01-10~. ~ Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri January 10, 2005 A regular meeting of the Boazd of Aldennen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on January 10, 2005 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burns, Looker, Darata, Legaazd, Super and Beard. Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson, City Engineer, Brent Miles, Planning & Zoning and Community Development Coordinator, Matt Kitzi and Ben Prell, City Attorney's office. Minutes, Nov. 30.2004 Alderman Super moved that the minutes of November 30, 2004 be approved Approved seconded by Alderman Legaard, the vote was: Aye: Aldermen Bums, Dazata, Super, Legaard, Beazd and Looker. Motion carries. Minutes, Dec. 14, 2004 Alderman Darata moved that the minutes of December 14, 2004 be approved Approved seconded by Alderman Looker, the vote was: Aye: Aldermen Looker, Darata, Super, Legaazd, Beard and Bums. Motion carries. Public Hearing Mayor Burch opened the Public Hearing at 7:32 p.m. that was continued from Opened the December 7s' meeting to consider a petition requesting annexation to the City of Riverside, Missouri. Comments The annexation includes one hundredthirty-three (133) acres west of David Barth, Developer Northwood Road near the Parkhill South High School. The Barth brothers (developers) David Barth, 60414 N. 9 Highway, Parkville, Missouri plan is to build 200-250 residential homes with a price range of $400,000 on this acreage. Matt Kitzi, City Attorney's office said the petition has been amended with a more specific description. By State Statute there is a period of fourteen days (an objection period). If there aren't any official objections, an ordinance will be presented to the boazd for consideration, this would be two weeks from today, January 24's. For an objection, only 2% of the residents must object. Mike Pursell, Damon Pursell Construction Company is willing to work with the city to give right-of--way on Northwood Road with a three (3) lane curb, gutters and sidewalks on both sides. The land is platted for two hundred twenty-eight (228) homes and two hundred seventy-five (275) to two hundred ninety (290) homes may end up being built. Resident, Phyllis Reece asked, "How far up the road will the improvements go?" Mr. Pursell said they would go to the hill on Northwood Road. Mins. 1/10/OS Mr. Barth said he's been working on the Stone Gate addition off of 45 Highway for one and one-half yeazs. Approximately thirty homes a year are sold. Only three homes have sold at present. Mr. Barth said these homes would be done in phases and will se112-31ots at a time. Public Hearing Closed Mayor Burch closed the Public Hearing at 7:40 p.m. December Court Report Alderman Burris made a motion to approve the December Court Report, seconded by Alderman Legaazd, the vote was: Aye: Aldermen Super, Legaazd, Beazd, Looker, Dazata and Bums. Motion carries. Bill No. 2005-01 Alderman Legaard moved to place Bill No. 2005-01 on its first reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Burris, the vote was: Aye: Aldermen Legaazd, Beazd, Looker, Burris, Super and Darata. Motion carries. Ordinance No. 2005-O1 Alderman Darata moved to place Bill No. 2005-01 on its second reading, Approved and upon passage of same become Ordinance No. 2005-01, seconded by Alderman Looker, the vote was: Aye: Aldermen Beazd, Burris, Legaard, Super Looker and Dazata. Motion carries. Bill No. 2005-02 Alderman Legaazd moved to place Bill No. 2005-02 on its first reading, Author. the imposition said Bill authorizing the imposition of a tourism promotion tax pursuant to of a tourism promotion Section 67.1360,RSMo., to be effective upon approval by a majority of the tax....... qualified voters in the Apri15, 2005 General Election and pursuant to this section, the City of Riverside shall impose a four percent (4%) tax on the chazges for all sleeping rooms paid by the transient guests of hotels, motels, bed and breakfast inns and campgrounds and any docking facility which rents slips to recreational boats which are used by transients for sleeping in the City, the proceeds of such tax to be used solely for funding the promotion of tourism, seconded by Alderman Darata, the vote was: Aye: Aldermen Burris, Super, Darata, Legaard, Beazd and Looker. Motion carries. Ordinance No. 2005-02 Alderman Looker moved to place Bill No. 2005-02 on its second reading, Approved and upon passage of same become Ordinance No. 2005-02, seconded by Alderman Burris, the vote was: Aye: Aldermen Looker, Super, Dazata, Legaard, Beard and Bums. Motion carries. Mins. 1/10/OS Certificate of Resolution Alderman Looker moved to approve a Certificate of Resolution for the for the employee's employee's "Cafeteria Plan ", seconded by Alderman Dazata, the vote "Cafeteria Plan" was: Approved Aye: Aldermen Bums, Looker, Super, Dazata, Legaard and Beard. Motion carries. Certificate of Resolution Alderman Looker moved to approve a Certificate of Resolution Approving approving the Applica- the application to the Missouri Division of Tourism requesting certification rion to the Mo. Div. of as a Destination Mazketing Organization, seconded by Alderman Dazata, the Tourism, Approved vote was: Aye: Aldermen Burris, Super, Darata, Legaazd, Beard and Looker. Motion carries. Aldermen's comment Alderman Beazd said the high school is keeping the gate off of High drive open more than they should. This will be investigated. Motion for Closed Alderman Darata moved that the meeting go into closed session pursuant to Session at 8:05 p.m. RSMo 610.021(2) for discussion of Real Estate and 610.021(3) Personnel issues with the City Attorney, seconded by Alderman Looker, and the vote was: Aye: Alderman Beazd, Dazata, Bums, Super, Looker and Legaard. Motion Carnes. Motion for Open Alderman Dazata moved that the meeting go into open session at Session at 8:35 p.m. seconded by Alderman Looker, and the vote was: Aye: Alderman Burris, Looker, Dazata, Legaard, Beazd and Super. Motion Carnes. City Administrator David said there was an accident at Public Works, diesel fuel spilled and comment E.S.I. cleaned up the spill.
