HomeMy WebLinkAbout2014-07-15 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, July 15, 2014 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, July 15, 2014. Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, and Chet Pruett. Alderman Mike Fuller and Alderman Aaron Thatcher were absent. Also present were City Administrator Greg Mills, City Attorney Paul Campo, and City Clerk Robin Littrell, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Community Development Director Mike Duffy, Community Development Assistant Sarah Wagner, City Planner Jackie Carlson, Finance Director Donna Resz, and Administration Director Meredith Hauck. Special Counsel Joe Bednar was also present. MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(2) Leasing, Purchase or sale of real estate, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Super. Yes: Cope, Super, Pruett, and Homer. Motion carried 4-0. MOTION TO ADJOURN Alderman Homer moved at 6:50 p.m. to adjourn closed CLOSED @ 6:50 P.M. session with action taken, second by Alderman Cope. Yes: Homer, Cope, Pruett, and Super. Motion carried 4-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Art Homer, Chet Pruett, Brad Cope, and Ron Super. Alderman Aaron Thatcher and Alderman Mike Fuller were absent. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Administration Director Meredith Hauck, Finance Director Donna 1 Resz, Community Development Assistant Sarah Wagner, City Planner Jackie Carlson, Fire Chief Gordon Fowlston, and Police Major Chris Skinrood. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT Nancy Armstrong introduced herself as candidate for Platte County Clerk. Nick Coughlin, 2613 NW Klamm Road, voiced concerns with the Line Creek Trail to Interurban Trail connector being built near his home. CONSENT AGENDA Alderman Cope moved to approve the consent agenda as presented, second by Alderman Homer. Yes: Cope, Homer, Pruett, and Super. Motion carried 4-0. MINUTES OF 07-01-14 Alderman Cope moved to approve the minutes of the July 1, 2014 meeting, second by Alderman Homer. Yes: Cope, Homer, Pruett, and Super. Motion carried 4-0. JUNE 2014 Alderman Cope moved to approve the June 2014 Court Court Report Report, second by Alderman Homer. Yes: Cope, Homer, Pruett, and Super. Motion carried 4-0. RESOLUTION 2014-069 Alderman Cope moved to approve Resolution 2014-069 Bill Pay authorizing the expenditure of funds for fiscal year 2014- 2015, for weeks ending July 4`h and July11`h in the amount of $896,990.76, second by Alderman Homer. Yes: Cope, Homer, Pruett, and Super. Motion carried 4-0. RESOLUTION 2014-070 Alderman Cope moved to approve Resolution 2014-070 Columbia Capital Agreement approving an investment advisory agreement with Columbia Capital Management, LLC, second by Alderman Homer. Yes: Cope, Homer, Pruett, and Super. Motion carried 4-0. RESOLUTION 2014-071 Alderman Cope moved to approve Resolution 2014-071 2014 Bobcat Mini Excavator authorizing the lease agreement of a 2014 Bobcat E35 T4 Mini Excavator, second by Alderman Homer. Yes: Cope, Homer, Pruett, and Super. Motion carried 4-0. RESOLUTION 2014-072 Alderman Cope moved to approve Resolution 2014-072 2014 Skid Steer Loader authorizing the lease agreement of a 2014 Skid Steer Loader, second by Alderman Homer. Yes: Cope, Homer, Pruett, and Super. Motion carried 4-0. 2 RESOLUTION 2014-073 Alderman Cope moved to approve Resolution 2014-073 Appoint Ingram to Park Board appointing Lanette Ingram to the Park Board, second by Alderman Homer. Yes: Cope, Homer, Pruett, and Super. Motion carried 4-0. REGULAR AGENDA Mayor Rose recognized Parker Stevens and Lukas Blahnik with Troop 495 that are observing the meeting tonight for their communication merit badge. BILL NO.2014-070 City Clerk Robin Littrell gave first reading of Bill No. 2014-070. Final Plat Lots 62 &63 in Community Development Assistant Sarah Wagner reviewed the Montebella details of this final plat and remarked that the Planning and Zoning Commission unanimously recommended approval for the final plat. Alderman Cope moved to accept first reading and place Bill No. 2014-070 on second and final reading, second by Alderman Homer. Yes: Cope, Homer, Super, and Pruett. Motion carried 4-0. Alderman Cope moved to approve Bill 2014-070 and enact said bill as ordinance, second by Alderman Pruett. Yes: Cope, Pruett, Homer, and Super. Motion carried 4-0. BILL NO.2014-071 City Clerk Robin Littrell gave first reading of Bill No. 2014-071. Second Amendment Rinker City Administrator Greg Mills remarked that this bill was explained in detail to the board previously, an amendment to the Rinker agreement. Alderman Cope moved to accept first reading and place Bill No. 2014-071 on second and final reading, second by Alderman Homer. Yes: Cope, Homer, Super, and Pruett. Motion carried 4-0. Alderman Cope moved to approve Bill 2014-071 and enact said bill as ordinance, second by Alderman Pruett. Yes: Cope, Pruett, Super, and Homer. Motion carried 4-0. BILL NO. 2014-072 City Clerk Robin Littrell gave first reading of Bill No. 2014-072. CO 4 Gunter Construction Co. City Engineer Hoover explained this CO is only for extension of time. Alderman Cope moved to accept first reading and place Bill No. 2014-072 on second and final reading, second by Alderman Homer. Yes: Cope, Homer, Super, and Pruett. Motion carried 4-0. Alderman Cope moved to approve Bill 2014-072 and enact said bill as ordinance, second by Alderman Pruett. 3 Yes: Cope, Pruett, Homer, and Super. Motion carried 4-0. CITY ADMINISTRATOR City Administrator Greg Mills discussed the next roundtable topic for a meeting on August 12t". Mayor Kathy Rose suggested that the Fairfax Bridge or Argosy may be possible topics. There may be a need to change the date of the meeting; we will keep the Board posted on this issue. Recap of the July 4t" Holiday from Public Safety, Public Works, and the Fire Department. There is a need to educate residents about prohibiting the shooting of fireworks in the city streets. City Administrator Mills informed the Board about the department activity reports that will be included in your packet each month for your information. The Police Department will be coming to a closed session in August to discuss some specific issues with the Board. Al Sauer's funeral service details were shared with the Board. ADMINISTRATION Administration Director Meredith Hauck reviewed the communication plan that is focused around Goal #2 for the City Administrator's 2014-2015 goals through a PowerPoint presentation. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy informed the Board that there will be a few MAW invoices brought to the Board for approval at the second meeting in August. These are agreed upon "true-ups" through the MDA with NorthPoint. The Platte County Tax Sale is August 25th this year. There are four properties on the Tax Sale. Duffy explained details of each property. Following a brief discussion, Alderman Super moved to direct staff to bid on the Riverside Tax Sale properties in an amount up to the 125%, second by Alderman Homer. Yes: Super, Homer, Pruett, and Cope. Motion carried 4-0. City Planner Jackie Carlson announced that Eagle Animal Hospital is moving forward with their expansion project and will have their groundbreaking ceremony on Monday, July 21St at 10:00 a.m., everyone is invited. ENGINEERING City Engineer Travis Hoover stated that we now have a dirt contract and details of the process were shared with the Board. Sidewalk connection for the Vivion Road to Line Creek Trail was discussed. Board directed Hoover to notify the home near the area before proceeding. FINANCE Nothing to report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Nothing to report. 4 LEVEE BOARD Alderman Super reported that they will meet with the successful contractor for the Fairfax Bridge and the west bridge will be removed first. Discussions are that the gas lines will go under the river. MAYOR'S DISCUSSION Recreation Supervisor Lori Boji and I had our last trail walk last Saturday with a group of 7 people. It was a good day. Administration Director Meredith Hauck and I have been in contact with Dr. Arnett and his "Give Back Day" will be on Friday, Sept. 26th and more information will be in the August newsletter. I went to Blue Springs for the mayors meeting three weeks ago and saw all the art displayed at the Adam's Point golf course. We have contacted the Blue Springs city administrator and found out they have an arts council and we are going to try to do something along those lines for our city. There will be an election on August 5th, absentee ballots are now available. BOARD OF ALDERMEN Alderman Pruett— Nothing to report. Alderman Cope— Nothing to report. Alderman Super— Nothing to report.
