HomeMy WebLinkAbout1985-02-05=J MINUTES OF REGULAR MEETING OF BOARD OF ALDREMEN OF CITY OF RIVERSIDE, MISSOURI February 5, 1985 ~, to Y ~1. A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on February 5, 1985, at 7:30 p.m. On a roll call, aldermen Karr, Gordy, Peeler, Wedua and Brenner were present, Best absent; and Mayor Holmes calling said meeting to order. It was decided to dispense with the reading of the Minutes of January 15, 1985 for the time beefing. Donald Meyers, 4409 N. Bellview, Kansas City, Missouri and his attorney Robert G. Duncan, 2601 Kindlewood, Gladstone, Missouri presented an applicai~on for Special Use for selling of used vehicles and also an application for Business License for sale of used vehicles at Northside Mobile Homes. Mayor Holmes explained to Mr. Meyers that the City is in the process of passing an Ordinance-relating to used car and truck sales in the City, and setting out certain restrictions on same, which would pertain to all those in the used vehicle sales at present and in ones in the future. The stipulations to be put on the Used Car License are: 1. Lot is to be kept in a neat and orderly manner; 2. No wrecked vehicles to be allowed; 3. No repairs to be made on the outside of the building on vehicles; 4. No vehicles larger than 3/4-ton; 5. A maximum of seven spaces for used vehicles to be sold Mr. Mey- er agreed to these. Karr moved that the application for Special Use presented by Mr. Meyer be approved, seconded by Wedua, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent. This was approved subject to the payment of the fee. The Application for Business License by Mr. Meyer for sale of used vehicles was approved subject to the following: Lot is to be kept in a neat and orderly manner; 2. No wrecked vehicles to be allowed; 3. No repairs to be made on the outside of the build- ing on vehicles; 4. No vehicles larger than 3/4-ton pick-up truck 5. A maximum of seven spaces for the sale of used vehicles and at the place designated on plat presented and subject to the payment of the fee. The plans presented are to supersede all other plans. Wayne Rugenstein, Rob Gardner, David Dennis and Larry Gard- ner of Boy Scout Troop 331 from Harmony Heights were present as spectators. It was brought out that Missouri Cities Water Company has applied for an increase in the water rate for February 18, 1985, and the increase applied for is 19.9% increase. It was discussed whether or not Mr. Finnigan should represent the Cities to protest the increase. It was agreed by the Mayor and Board to have Mr. Finnigan to represent Riverside, Missouri, provided the other Cities are agreeable. Reg. Meeting 2/5/85 -.Page 2 ~. Cliff Manor inquired whether the City would proclaim Feb- ruary 20, 1985 as Rock & Roll day as they did a year ago, and all the proceeds would go to the American Heart Association. Karr moved that we proclaim February 19, 1985, as Rock & Roll day, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye, Best absent. Al Novogradac, 1728 N. 25th Street, Kansas City, Kansas inquired concerning the approval of his plans to build a storage building for Mike Koska in the vicinity of Mike's Fireworks Building, and he inquired whether or not it has been approved It was brought out that the City has not received a reply from the City Engineers, and he is to check .later with the City. The minutes of January 15, 1985, were read and approved as correct d. Karr moved that Bill No. 85-3 being 6i11 accepting tie Uniform Building Code as the City's Building Code, and that same be placed on its first reading, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent; said bill was accordingly read. A discussion was had concerning the "Change of Use Permit" and it was brought out by Attorney Don Witt that this is necessary only when there is a drastic change in the use of the buildiing. ~_ Karr moved that Bill No. 85-4 be placed on its first reading, ~' same being bill regulating and prohibiting the parking and storage of tractors, truck-tractors and trailers within the City of River- side, M0, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent, said bill was accordingly read. Karr moved that Bill No. 85-5 be placed on its first reading, same being bill providing for the regulating the sale of used ve- hicles, seconded by Brenner, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent; said bill was accordingly read. City Attorney .Don Witt was reminded of the Retirement ordinance. Karr suggested that there be "No Parking" signs -placed on South Drive and Hill Side. These signs should read'"No Parking ~at any t i~ae" : - Brenner moved that Bill No. 85-6, be placed on its first reading, same being the appointing of Katy Rose as Assistant City Clerk, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent; said bill was accordingly read. Wedua moved that Bill No. 85-6 be placed on its second reading, seconded by Peeler, the roll was called and votes were Reg. Meeting 2/5/85 - Page 3 ~ as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; ~ Best absent, said bill was accordingly read. Karr moved that Bill No. 85-6 be placed on its third reading and upon passage of same become Ordinance N0. 85-6, seconded by Gordy, the roll was called and voted were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent, said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance No. 85-6. Chief Jerry Wingo said that his records show that Steve Lloyd completed his fourth year anniversary with the City and was due his longivity increase of 1/2% of base pay increase. Karr moved that Bill No. 85-7 be placed on its first reading, same providing for a 1/2% increase of Steve Lloyd's base pay account of longivity and that he completed his fourth year on December 16, 1985, seconded by Gordy, the' roll was called and votes were as follows:- Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent; said bill was accordingly read. Brenner moved that bill No. 85-7 be placed on its second reading, seconded by Wedua, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent; said bill was accordingly. read. f',y Gordy moved that Bill No. 85-7 be placed on its third read- ing, and upon passage of same become ordinance No. 85-7, seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; Best absent, said bill was accordingly read, attached hereto and made a part hereof and became ordinance N0. 85-7. An expression of thanks was extended to all the people who helped work on the extinguishing of the Cohn Hardware fire. City Clerk Betty Burch said Lorraine Williams advised here that there would be a hearing on the new reassessment and would advise the City of Riverside when that will be. Karr said that he thinks the Public Safety Department did a fantastic job on putting out the fire of Cohn Hardware Store and has heard other people say the same.
