SPECIAL MEETING AND WORKSHOP
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Saturday, September 6, 2014
8:00 a.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Saturday,
September 6, 2014.
Mayor Rose called the meeting to order at 8:03 a.m. Those in attendance were Mayor Kathy
Rose, Aldermen Art Homer, Mike Fuller, Chet Pruett, Brad Cope, Aaron Thatcher, and Ron
Super.
Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Finance Director
Donna Resz, Community Development Director Mike Duffy, Public Works Director Tom
Wooddell, City Engineer Travis Hoover, City Planner Jackie Carlson, and Executive Assistant
Stacey Rasco. Special Counsel Joe Bednar was also present.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 8:04 A.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021(2) Leasing, Purchase or sale of
real estate, second by Alderman Cope.
Yes: Homer, Cope, Thatcher, Super, Pruett, and Fuller.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 8:24 a.m. to adjourn closed
CLOSED @ 8:24 A.M. session with no action taken, second by Alderman Homer.
Yes: Thatcher, Homer, Pruett, Fuller, Super, and Cope.
Motion carried 6-0.
WORKSHOP @ 8:25 A.M. Community Development Director Mike Duffy gave an update on
Martinrea in Horizons regarding local incentives that were offered.
Duffy also shared a copy of a building plan for Fleming Babcock
and details of this project including they are considering Chapter
100 Bonds. Remaining CDBG funds for further infrastructure was
discussed.
City Administrator Greg Mills explained the main topic for the
meeting today is the Economic Development Incentive Policy and
following the review of the policy and discussion with staff, we
have determined that the concern is not the policy in place, but
rather the process. The process just doesn't work and is not
efficient. We have evaluated the process and feel the
recommendation should be to form an economic committee that
would include the city administrator, economic development staff,
and a couple of our elected officials. This would keep everyone in

sync with what is going on regarding the city projects. Discussion
was held by the Board and Mayor along with staff. Mills would like
to recommend the board form this economic committee. Special
Counsel Bednar offered input in support of forming this committee
for the city. Mills suggested the first item of business for the
committee would be to review the Economic Development
Incentive Policy. Another main goal is to keep the Board
informed.
Alderman Thatcher moved to establish an Economic Development
Committee to be comprised of the Mayor, City Administrator,
Senior Economic Development Official (other than the City
Administrator), Economic Development Attorney, and two Board
of Aldermen, second by Alderman Cope.
Yes: Thatcher, Cope, Fuller, Pruett, Homer, and Super.
Motion carried 6-0.
Board discussed who should serve on the committee at this time.
Alderman Fuller moved to appoint Alderman Ron Super and
Alderman Cope to the Economic Development Committee,
second by Alderman Thatcher.
Yes: Fuller, Thatcher, Pruett, and Homer.
No: None.
ABSTAIN: Cope and Super.
Motion carried 4-0-2.
Mayor Rose pointed out that the committee would first review the
policy, making sure all the tools in the toolbox are available and
then the committee will create a process for reporting to the
Board. City Administrator Mills will work on the meeting schedule.
MOTION TO ADJOURN Alderman Cope moved to adjourn the meeting at 9:03 a.m.,
second by Alderman Thatcher.
Yes: Cope, Thatcher, Super, Homer, Fuller, and Pruett.
Motion carried 6-0.
