MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI ~, APRIL 2, 1985 A regular meeting of the -Board of Aldermen of City of Riverside, Missouri, was held in the .City Hall in Riverside, Mis- souri- on April 2, 1985, at 7:30 p.m. On a roll call, Aldermen Karr, Gordy, Best, and Brenner were present, Peeler and Wedua absent; the said meeting was called to order by Mayor Holmes. It was decided to dispense with the reading of the minutes of March 19, 1985, for the present time. Wanda Aldreidge, 7432 N.W. 79th Street, Kansas City, MO on behalf of Showcase Sanitation Service, Inc. presented appli- cation for Business License and also an application for Sign Permit at 4255 W. Riverside Street. The Business License Application for Showcars Sanitation Service, Inc. was approved, subject to the payment of the fee and the Sign Permit was approved subject to the payment of the fee. Avolon Thompson, 1001 N.E. 46th Terr., K. C., M0. inquired about changing the name of Getty Refinery and Marketing, Inc. to Texaco Refininery and Marketing, Inc. The Mayor and Board thought this should be done and approved the change of name. ~` Wedua is present this portion of meeting. Mike Goodno, application for sign They wanted to have a a grand opening sign from April 10 through banner type sign. 5001 N. Manchester, K.C., MO 64119, present at Raiment Witness Co., 4603 N.W. Gateway, sign for grand opening. After a discussion, permit was approved, this would be allowed April 14, 1985 and this would be a temporary Judith Wakefield, 528 Askew, K.C., MO on behalf of W & W Body Shop presented a Sign Application at 3400 N.W. Vivion Road. This was approved subject to the payment of the fee. Geneva Myers, 4409 N. Belleview, K.C., MO 64116, presented application for six signs at 2704, etc. West Platte Road, for each of the business located at the area (Thompson Sales Corp, The Stereo Shop, The Shoe Repair Shop and The Restaurant) There would be two blank sign boards as per the example. These were approved subject to the payment of the fee and the Board requested that the lettering to be put on the blank boards should be approved by the Planning Commission as well as by the Board. Mrs. Geneva Myers said she would like to go on record that she asked to apply for a temporary sign for grand opening last July and she was told the City had no provision for this type of sign. She said there should be some provision or license for grand opening or "Just Opened" sign. _ _ __ - - Minutes of Reg. Meeting Page 2, 4-2-85 Mr. -and Mrs. Jerry Lorraine, 4522 N.W. Karen Street, Riverside, Missouri inquired whether or not it would be in order to get a permit to fill in dirt at the same address to level it off. The Mayor and Board explained to the Lorraines that this was in the Flood Way and no permit could be given to bring in more dirt. The dirt there could be rearranged, but no fill could be added. Ms. Kristine Lynch, 4721 Riverside Street, inquired whether or not the City could put up a baseball stop near the Roller Skating Rink. She said there are quite a few of the chil- dren at the apartments who play ball and -that the balls go down an embankment. She said this keeps quite a few of the children entertained playing ball. It was brought out that permission has not been obtained from the owner of the property and it was felt that permission should be obtained from the owner, should a back stop be built, however the City felt that they were not in position to do this. Ms. Lynch also talked about the parties at the Skating Rink and that some of the people came in the yards of the apart- ments and appeared to be drunk and also that there seems to be quite a bit of rubbage from the parties spread out on different properties. She said she has talked to Mr. Isley concerning this and he has sent people to clean up the area.. ~~ John Filger, Route #2, Box 197A, Plattsburg, MO 64477 presented an application for remodeling building at 4533 N.W. Gateway, Corner Cafe. This was approved subject to the payment of the fee. John Filger also presented a Change of Use Application for -the building at 4517 N.W. Gateway, from a resident to office. This application was approved. It was brought out that there was 800 sq. ft. for parking and that this building is on public sewers. A letter from John Dvorak was read, this pertained to passage of an ordinance to put restrictions on the Sale of Used Automobiles. businesses in the City. Mr. Dan Czamansky was present and said he represented several of the Used Automobile Sales businesses in Riverside and wanted to discuss the proposed ordinance. He presented an ordin- ance which his clients would not oppose. This matter was dicussed. Polls were taken on different sections of the proposed ordinance; All present agreed to leave Section 8 in; Most all agreed on per- imeter curbing; all agreed on Section 10; it was agreed thatthere should be permanent office facilities on the sales location; it was agreed one toilet facility would be sufficient; outside storage was discussed and this was permitted by special use; however it ~ was the consensus of the Board that the outside storage, if permit- ted would have to be screened and out of sight; small parts would be defined; vehicles unable to pass inspection was discussed and this is to be made more definite in the ordinance; automotive _. ,~ .,. t 1 ' Minutes of Regg. Best moved that Bill No. 85-15 being bill accepting the recommendation of Chief Jerry Wingo in employing Thomas Luther Burman as Public Safety Officer, seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Best, Wedua and Brenner voted aye; Peeler absent; said bill was accordingly read. Karr moved that Bill No. 85-15 be placed on its second reading, seconded by Best, the roll was .called and votes were as follows: Karr, Gordy, Best, Wedua and Brenner voted aye; Peeler absent; said bill was accordingly read. Gordy moved that Bill No. 85-15 be placed on its third reading and upon passage of same become Ordinance N0. 85-15, se- `- conded by Wedua, the roll was called and votes were as follows: Karr, Gordy, Best, Wedua and Brenner voted aye; Peeler absent; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance N0. 85-15. City Clerk Betty Burch said it was time to get bids on $1,600,000. She said it was suggested by the First National Bank that we should also take bids on CDs and T Bills. Brenner moved that Bill No. 85-1b being bill authorizing the Finance Committee to secure bids on $1,600,000, secondedby Karr, the roll was called and votes were as follows: Karr, Gordy, Best, Wedua and Brenner voted aye; Peeler absent; said bill was accordingly read. Karr moved that Bill No. 85-16 be placed on its second reading, seconded by Best, the roll was called and votes were as follows: Karr, Gordy, Best, Wedua and Brenner voted aye; Peeler absent; said bill was accordingly read. Wedua moved that Bill No. 85-16 be placed on its third reading and upon passage of same become Ordinance N0. 85-16, se- conded by Karr, the roll was cal-led and votes were as follows: Karr, Gordy, .Best, -Wedua and Brenner voted aye; Peeler absent; said bill was accordingly read, attached hereto-and made a part hereof, approved by Mayor Holmes and became Ordinance N0. 85-16. `- Mayor Holmes apppointed. the following to the Planning Commi- ion which were approved by the Board: Ann Kathryn, Ward 2; Don Boyd, Ward 1; s~nd,_ Donald dram; Ward 1.
