MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
May 7, 1985
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri, was held in the City Hall in Riverside, Mis-
souri on May 7, 1985, at 7:30 p.m. On a roll call, Aldermen Karr,
Gordy, Best, Peeler, Wedua and Brenner were present. In the ab-
sence.--of Mayor. Holmes,.;Meyor Pro T'em P eler called said meeting to
order.
Nick Novello, 15037 Quivira, O1 the, KS, on behalf of Martin
Car Company, 2506 West Platte Road, pr sented two sign applications
to be used at the said address. Th se were approved subject to
the payment of the fee.
Douglas Smith, 8540 Stearns, 0 erland Park, KS, presented
Business License Application for a r staurant at 5100 NW Gateway
(Skyline). This was approved subject to Mr. Smith securing a Tax
Number, Health Department's approval,. approval from the Public
Safety Department and the payment of the fee.
Lana Jones, 10502 NW 57th street, presented Business License
Application for "From Hair On" at 4613 NW Gateway. This was ap-
proved subject to the payment of the fee.
Wilbur Martin, 11710 E. 40th Street, Independence, MO 64052
presented an application to sell fireworks at 1920 West Platte
Road (Karr Auto Sales). He talked to the Mayor and Board about
being allowed to put up more signs than the one allowed; and after
a discussion on the subject, it was the consensus of the Mayor
and Board to allow only one sign. Mr. Martin's application was
approved subject to the payment of the fee and bond.
Karen Leap, 4405 N Charlotte, Kansas City, MO presented two
applications for signs at 2707 NW Vivion (Immanuel Stain Glass
Works) and 2709 NW Vivion (Scissor Whiz Style Salon). These ap-
plications were approved subject to the payment of the fee.

and suggestions for several changes were made.
The Minutes of April 16, 1985, were read and approved as
corrected.
The Minutes of April 23, 1985, were read and approved as
corrected.
Karr brought up the matter that some areas need mowing.
It was brought up that there is some remodeling being done
at "Eli's", and this probably should be checked into.

A recess was called at 10:45 p.m. Meeting reconvened
at 7:30 on May 13, 1985. The roll was called and Gordy, Best,
Peeler, Wedua and Brenner were present, Karr absent this portion
of the meeting; said meeting was called to order by Mayor
Holmes.
David Williams was present, representing Missouri Cities
Water Company; City Attorney Don Witt was present; along with
Chief Wingo and City Clerk Betty Burch. A number of Citizens
from Indian Hills was present and a list of same is attached
hereto and made a part hereof.
Chief Wingo recapped the events which took place relating
~ to the house in Indian Hills which burned on April 28, 1985;
that the call was received at 5:28 p.m. the public safety
car arrived at 5:35 and the fire truck at 5:37; that the water
pressure in the nearest hydrant was low and could not get
a good stream; they had to go to McCalls Service Station on
West Platte Road.
Dave Williams summed up the water system in that area.
City Attorney Don Witt gave a history of the number of
times the City has complained to the Missouri Public Service
Commission concerning the low pressure of water in the City,
and the results thereof.
The problem of low water pressure was discussed at length
and many of the concerned residents entered the discussion.
It was brought out that it appeared the owners of Missouri
Cities Water Company are mostly interested in the income derived
from the investment rather than its services.
Karr was present at this portion of meeting (8:45 p.m.).
David Williams said he would do all he can, he will carry
back all the information the City has given him and see what
can be done.

Mayor Holmes brought the Council up to date on the Water
matter.
Gordy is excused this portion of meeting.
Karr moved that Bill No. 85-20 said bill providing for
the authorization for the employment of the law firm of Spencer,
Fane, Britt & Browne as special counsel to advise on all matters
relative on the prospective purchase or acquisition of a water
supply for the City of Riverside, Missouri, seconded by Best,
the roll was called 'and votes were as follows: Karr, Best,
Peeler, Wedua and Brenner voted aye; Gordy absent; said bill
was accordingly read.
Karr moved that Bill No. 85-20 be placed on its second
reading, seconded by Best, the roll was called and votes were
as follows: Karr, Best, Peeler, Wedua and Brenner voted aye;
Gordy_absent;~said bill-was accordingly read.
Wedua moved that -Bill No. 85-20 be placed on its third
reading and upon passage of Same become Ordinance N0. 85-20,
seconded by Karr, the roll was called and votes were as follows:
Karr, Best, Peeler, Wedua and Brenner voted aye; Gordy absent;
~, said bill was accordingly read attached hereto and made a
part hereof, approved by Mayor Holmes and became Ordinance
N0. 85-20.
There being no further business, upon motion made, seconded
and passed, meeting adjourned at 10:40 p.m.
