AN ORDINANCE APPROVING AN AGREEMENT WITH WAYSIDE WAIFS, INC. FOR
ANIMAL SHELTERING SERVICES
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI AS FOLLOWS:
1. That the Riverside Board of Aldermen ('Board") hereby approves the Animal Sheltering
Agreement by and between the City of Riverside and Wayside Waifs, Inc., in substantially the form
attached hereto, and the Mayor is authorized to execute the Agreement.
2. The Mayor, the City Administrator, and other appropriate City officials are hereby authorized to
take any and all actions as may be deemed necessary or convenient to carry out and comply with the
intent of this Ordinance and to execute and deliver for and on behalf of the City all certificates,
instruments, agreements and other documents, as may be necessary or convenient to perform all
matters herein authorized.
3. This Ordinance shall be in full force and effect from and after its passage and approval.

Animal Sheltering Agreement
Wayside Waifs("Wayside") agrees to provide sheltering services to the City of Riverside, Missouri
("City"),as of OCr , 2014, on the following terms:
Wayside will:
1. Provide shelter for the reasonable care and feeding of animals brought to it by the City,
including reasonable veterinary care, until the animals are reclaimed,transferred for adoption,
or humanely euthanized.Wayside will hold animals for the following number of days, after
which the animals will become property of Wayside and placed for adoption or humanely
euthanized:
a. Upon intake
i. humane reasons
b. 24 hours
L animal released/surrendered by owner after impoundment; Wayside Waifs'
surrender paperwork must be used
c. 48 hours
i. cats found to be feral, based on unsuitability for adoption, as determined by
Wayside
d. 5 days
L owner is unknown
e. 10 days
i. at the request of City in writing
ii. Rabies observation: If an animal is under rabies observation,then it shall be held
for a minimum of ten (10)days and in addition to the reasonable care provided,
Wayside shall:
1. Notify the City immediately upon evidence of any change in the health
or behavior of such animal(s)during the observation period;
2. Upon termination of the observation period,the City shall notify
Wayside in writing to indicate whether said animal is to be euthanized
in a humane manner, placed for adoption or released to the original
owner.
3. If an owner of an animal being held for rabies observation is identified
and wishes to surrender their animal,the City will be charged, in
addition to any other applicable fees, for:
a. The number of days the animal has been held, if the animal is
euthanized before the expiration of the ten day hold;and the
fee charged Wayside by the Missouri Department of Health for
examining the animal for rabies;or
b. A ten day hold.
f. Longer as requested by the City in writing and/or authorized by a Court of Law
2. Be open to receive and impound animals seven days a week during scheduled hours,with 24
hour access provided to City
3. Release impounded animals to their owners during scheduled business hours
4. Collect fees from owners per fee schedule set by City and credit such fees to the City
5. Accept deceased animals
6. Bill the city at the following fee schedule:
Intake: no charge
Boarding fee:$30 per day, including partial days
Euthanasia:will be provided at no charge although the remains, if to be disposed of by Wayside,
will be charged at the rate for deceased animals.
Department of Health Fees: Wayside will pay any such fees to be reimbursed by the City
Litters: In lieu of the daily boarding fee,for litters under five months old,
when the owner is unknown,the City may issue one ticket and pay a flat$75 litter fee.
Veterinary care, which shall be billed at a reasonable and customary rate
Deceased animals will be disposed of by Wayside for a fee of$15.00 per companion pet or small
wildlife, and a fee of $60.00 per large wildlife, including but not limited to deer or any mammal
livestock.
Return to owner fee: $25 charged to owner, not to City
Rabies fee: Owners will be assessed a$15 fee for a rabies shot if owner can't provide proof of a
current rabies vaccination when reclaiming their animal. Note that return of the animal may be
delayed until a Veterinarian is on site to administer a rabies shot,which may also cause the City
to be billed for extra day(s)of boarding.
Owner surrender fee:Owners wishing to surrender per paragraph 8 below will be charged the
fee Wayside currently charges for such surrenders,which is currently$50 per animal; $75 per
litter under 5 months.
City will:
7. Pick up,transfer,and deliver any and all animal(s)to Wayside, using reasonable care and safety
precautions, including but not limited to observation of disinfectant protocol for vehicles and
other equipment.
8. Refer individuals wishing to surrender their animals to contact Wayside for an appointment or, if
circumstances dictate an immediate surrender, City shall have the owner complete Wayside's
paperwork and City will bring the animal to Wayside with such paperwork,an Animal Control
ticket, and the surrender fee (Surrender fee is currently$50 per animal;$75 per litter under 5
months).
9. Not leave Injured/sick animals after hours, or when City is notified by Wayside that a
Veterinarian is not available. The City is responsible for providing veterinary care for
injured/sick animals after hours or when notified that a veterinarian is not available.
10. Direct those looking for lost animals to personally visit Wayside Waifs during business hours
and/or to view the lost/found pages at www.waysidewaifs.org
11. Issue tickets for animals,whether delivered to Wayside by the City or brought to Wayside by a
Good Samaritan who found the animal within the City.
12. Provide copies of any Court order relating to an animal housed by Wayside
13. Pay fees owed within thirty days of being billed
Both parties:
14. Either party may terminate this Agreement for any reason by mailing a notice of termination to
the other party at least thirty(30)days before the termination becomes effective. It is the intent
of Wayside Waifs to review the terms of the Agreement with the City biannually.
