HomeMy WebLinkAbout2014-09-18 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Thursday, September 18, 2014 7:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Thursday, September 18, 2014. Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Mike Fuller, Art Homer, Brad Cope, Aaron Thatcher, and Chet Pruett. Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Community Development Director Mike Duffy, Community Development Assistant Sarah Wagner, Finance Director Donna Resz, Administration Director Meredith Hauck, Fire Chief Gordon Fowlston, and Police Major Chris Skinrood. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. DE-ANNEXATION DISCUSSION Charlie Broomfield, 5150 NW Waukomis Dr, Kansas City, Missouri supplied each board member with a packet pertaining to his presentation and showing the area he is requesting Riverside to de-annex. He explained his reasons for this request and the support given by those involved. Broomfield stated that he would be willing to pay the expense for the process of de-annexation. Following discussion of the Board and Mayor, Alderman Thatcher moved to empower staff to proceed with the process for the de- annexation of the Broomfield property, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Homer, Pruett, and Super. Motion carried 6-0. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Cope. Yes: Thatcher, Cope, Pruett, Super, Homer, and Fuller Motion carried 6-0. MINUTES OF 09-02-14 Alderman Thatcher moved to approve the minutes of the September 2, 2014 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Pruett, Super. Homer, and Fuller. Motion carried 6-0. 1 MINUTES OF 09-06-14 Alderman Thatcher moved to approve the minutes of the September 6, 2014 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Pruett, Super, Homer, and Fuller. Motion carried 6-0. AUGUST 2014 Alderman Thatcher moved to approve the August 2014 Court Court Report Report, second by Alderman Cope. Yes: Thatcher, Cope, Pruett, Super. Homer, and Fuller. Motion carried 6-0. RESOLUTION 2014-086 Alderman Thatcher moved to approve Resolution 2014-081 Bill Pay authorizing the expenditure of funds for fiscal year 2014- 2015, for weeks ending September 5th and September 12`h in the amount of$350,453.86, second by Alderman Cope. Yes: Thatcher, Cope, Pruett, Super, Homer, and Fuller. Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider a rezoning, 7:07 PM preliminary development plan, and preliminary plat for property legally described as: All that part of Lots 1& 2, Partition Plat of the Estate of George Roberts, located in the Southeast %4, of Section 6, Township 50, Range33, in the City of Riverside, Platte County, Missouri. Mayor Rose asked that this public hearing be continued until October 7, 2014. Alderman Super moved to continue the public hearing until October 7, 2014, second by Alderman Thatcher. Yes: Super, Thatcher, Homer, Fuller, Pruett, and Cope. Motion carried 6-0. RESOLUTION NO. 2014-087 City Clerk Robin Littrell read Resolution R- 2014-087. Proxy for Levee Dist. Meeting City Administrator Greg Mills explained the need to appoint a proxy for the annual levee district meeting in October and that staff recommends Ron Super. Alderman Thatcher moved to approve the execution of a proxy for the annual meeting of landowners for the Riverside-Quindaro Bend Levee District on October 15, 2014, Resolution 2014-087, second by Alderman Pruett. Yes: Thatcher, Pruett, Cope, Fuller, and Homer. No: none ABSTAIN: Super. Motion carried 5-0-1. 2 RESOLUTION NO. 2014-088 City Clerk Robin Littrell read Resolution R- 2014-088. Policy for Inflatables City Administrator Greg Mills explained a need to change the policy to make inflatables allowable in the park if certain conditions are met. Alderman Thatcher moved to approve suspending application of section 5.O.J regarding the city's private function rental policy as it relates to inflatables, second by Alderman Cope. Yes: Thatcher, Cope, Super, Fuller, Homer, and Pruett. Motion carried 6-0. BILL NO. 2014-078 City Clerk Robin Littrell gave first reading of Bill No. 2014-078. Lot 1 Horizons Ind. III East Community Development Director Mike Duffy stated that this ordinance is a release, due to the Chapter 100 process being completed for Spec II in Horizons where Grainger is located. The City is able to release their interest in the property. Alderman Thatcher moved to accept first reading and place Bill No. 2014-078 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Super, Pruett, and Fuller. Motion carried 6-0. Alderman Cope moved to approve Bill 2014-078 and enact said bill as ordinance, second by Alderman Homer. Yes: Cope, Homer, Super, Fuller, Pruett, and Thatcher. Motion carried 6-0. BILL NO. 2014-079 City Clerk Robin Littrell gave first reading of Bill No. 2014-079. CO2 Emery Sapp& Sons City Engineer Travis Hoover stated that this is the final change order for this project in preparation for final closeout. Alderman Thatcher moved to accept first reading and place Bill No. 2014-079 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Fuller, Super, and Pruett. Motion carried 6-0. Alderman Cope moved to approve Bill 2014-079 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Pruett, Fuller, and Homer. Motion carried 6-0. BILL NO. 2014-080 City Clerk Robin Littrell gave first reading of Bill No. 2014-080. GO 16 Shaw Construction Co. City Engineer Travis Hoover reviewed the dewatering change order costs related to this ordinance. Alderman Thatcher moved to accept first reading and place Bill No. 2014-080 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Super, Pruett, and Homer. Motion carried 6-0. Alderman Cope moved to approve Bill 2014-080 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Homer, Pruett, Fuller, and Super. Motion carried 6-0. 3 BILL NO. 2014-081 City Clerk Robin Littrell gave first reading of Bill No. 2014-081. Vireo Supplemental Agmnt. City Engineer Travis Hoover reviewed the need of this supplemental agreement for certification of their design. Alderman Thatcher moved to accept first reading and place Bill No. 2014-081 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Pruett, Super, Homer, and Fuller. Motion carried 6-0. Alderman Cope moved to approve Bill 2014-081 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Super, Homer, Pruett, and Fuller. Motion carried 6-0. CITY ADMINISTRATOR Nothing to report. ADMINISTRATION Administration Director Meredith Hauck told the Board that the ETC Final Draft has been received internally and staff will be meeting to review the information next week. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy gave an update regarding Line Creek as one of the identified priorities needing attention and we have a submittal to the Corp of Engineers to participate in the Section 1135 Program that encourages habitat restoration. The Corp of Engineers will come and initiate a study and look at restoration. We are hopeful we will receive a program allocation. ENGINEERING Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Police Major Chris Skinrood gave a brief introduction of the new Police Officer Katie Mendoza who was officially sworn in yesterday. PUBLIC WORKS Nothing to report. LEVEE BOARD Alderman Super reported that Mr. Goodwin's term is to be voted on this year. MAYOR'S DISCUSSION Mayor Kathy Rose met with Northland Leadership for the school board here at city hall last week. The school is evaluating their revenues and their capital plan. Alderman Fuller, Alderman Super, and I just returned yesterday from the Annual MML Conference in St. Charles, Missouri. It was a good conference and accommodations were awesome. The event will be held in Kansas City next year. I attended Embassy Landscape's open house this evening. I received an email from Tom Lolley with Habitat for Humanity and they will be doing a Brush with Kindness project in Riverside on Oct. 3rd. There is a parking concern with this project and we need to work with them and see if there is a 4 way to help them transport the workers to the project location. City Administrator Mills will contact Mr. Lolley. BOARD OF ALDERMEN Alderman Cope— Nothing to report. Alderman Fuller— Nothing to report. Alderman Super—Asked the Mayor about the results of the library meeting. She responded that they will be preparing a presentation to detail a possible project in the future. Alderman Thatcher— Nothing to report Alderman Homer— Discussed an email received by a resident with concerns about locations for trash containers. Alderman Cope shared remarks from those concerned and the process used to inform them of the options. There will be another article in the newsletter to remind residents of their responsibilities with the trash containers. Alderman Pruett— Nothing to report. Mayor Rose reminded everyone that Riverside Music Fest is Saturday, Sept. 201h and the parade begins at 1:30 and the park opens at 3:00 p.m. MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:46 p.m., second by Alderman Homer.
