HomeMy WebLinkAbout1985-05-21Q T L~ MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI May 21, 1985 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, MO on May 21, 1985, at 7:30 p.m. On a roll call, aldermen Karr, Gordy, Best, Peeler, Wedua and Brenner were present; and Mayor Holmes calling said meeting to order. James Brown, representing Fontella's Inc., 609 W 48th Street, Kansas City, MO 64112, presented applications for selling fireworks at three different locations: Eli's Restaurant on West Platte Road; 2700 Block on W. Vivion {Warren Brenner's Property); and 2501 W. Platte Road. The layout of the parking out was not attached and also he was to get written permission from the Church to park in its parking area. Mr. Brown will return at the next meeting with the necessary information. Sam Bond, 7408 N. Granby, K. C., MO 64151, representing and on behalf of Power Construction Company, 4110 N.W. Riverside Drive, presented two applictions for signs at the same location. Both applications were approved subject to the payment of the fee. Brian Roberts, 5105 NW Merrimac, presented application ~ for a greenhouse at the same location. He wants to replace the present greenhouse with a larger one (26'x40'). This matter was discussed and it was suggested that the Mayor and Board check into the building code and ordinances to see if it would be in order for him to build a greenhouse of this size. Mr. Roberts had been to the Board of Zoning Adjustments because the distance he anticipated building the greenhouse from the rear property line was less than required by Ordinance. The Mayor and Board said this matter would be investigated further and he would be advised as to the outcome. Linda Janeczko, 5111 NW High Drive, presented an Application for addition and remodeling at the said location. This was approved subject to the payment of the fee. Al W. Rollins, 911 Valley Lane, presented an application for an extension of the deck at the same location. This was approved subject to the payment of the fee. A letter from Mr. and Mrs. E. T. Stewart was read, this concerned two Chow dogs which were allowed to run free and thought they could be vicious. This is in the area of 1906 NW 45th Street. Chief Wingo said he has been apprised of this matter and it has been taken care of. The owner of the dogs said they would keep the animals in and they would be moving within 30 :days . Meeting page 2, May 21, 198.5 A letter from Marjorie Beenders, Director of Missouri National Tourism was read which pertained to proclaiming the week of May 19, as National TKourism Week. The Mayor and Board agreed to proclaiming this as National Tourism Week. Leann Zimmerman was a spectator on behalf of Prfde and Progress. Best moved that Bill No. on its third reading and- upon No. 85-5, seconded by Gordy, were as follows: Karr, Gordy, voted aye; said bill was acc made a part hereof approved by No. 85-5. 85-5 (Used Car Sales) be placed passage of same- become ordinance the roll was called and votes Best, Peeler, Wedua and Brenner ~rdingly read attched hereto and Mayor Holmes and became Ordinance Gordy moved that Bill No. 85-4 (controlling the parking of Big Trucks) be placed on its third reading and upon passage of same become Ordinance No. 85-4, seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua- and Brenner voted aye; said bill was accordingly read, attached hereto and made a part hereof; approved by Mayor Holmes and became Ordinance N0. 85-4. The Mayor and Board of Aldermen were in agreement not to increase the size of the greenhouse as requested by Brian Roberts. The City's involvement in the purchasing of Missouri Cities Water Company was discussed. City Attorney Don Witt, along with his assistant Jim VanAmburg explained the proposed City's Retirement Plan. This was discussed and further information will be secured for further discussion. Concerning the purchasing of the Carolina Renner Estate property, more information will be secured concerning an easement. Peeler moved that the Mayor and Board, go into Executive Session, seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye. The meeting reconvened, the roll was called and Karr, Gordy, Best, Peeler, Wedua and Brenner were. present and Mayor Holmes presiding over remainder of meeting. Karr moved that Bill No. 85-21 being..bi°_11 providing. ''for -the apprdpration of money out'. of the gene-ral fund of 4 .. Minutes of Reg. Meeting Page 3, May 21, 1985 of the City of Riverside, Missouri for the payment of certain indebt- edness as listed therein to be placed on its first reading, seconded by Best, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye, said bill was accordingly read. Gordy moved that Bill No. 85-21 be placed on its second read- ing, seconded by .Karr, the roll was called and votes were as fol- lows: Karr, Gordy, Best,. Peeler, Wedua and Brenner voted aye; said bill was accordingly read. Karr moved that Bill No. 85-21 be placed on its third reading and upon passage of same become Ordinance N0. 85-21, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance N0. 85-21. Best brought up the matter of weeds and trees need cutting at various places in the City, and this will be looked into. ~ Peeler brought up the situation of the people parking in the area of the businesses across from the skating rink, making it practically impossible for customers to park, and this matter will be looked into. Wedua said that VanDepopulier Street has been completed. Brenner reported that work on personal vehicles should not be done at the City Hall building. Peeler reported that the State Highway Dept., according to its engineering survey; repaired.the streets-at~Junction.,of W.Plattg,. Road`and N.W. Vivion Road. '~ -~ City Engineer Ken Vaughn is going to be out to check out Woodland so that information can be prepared to receive bids to improve the street. One bid .was received on the 1981 Plymouth Public Service Vehicle, and it was decided to advise further to see if other bids can be obtained. A bid to mow the weeds on the park and also to install the sign was received. To install the sign was $55.00, which does not .include any material needed to install the sign. The Bid on the mowing, was $30.00 each time not including the area around the creek and $40.00 including the creek area. The Mayor and Board ~ decided to have the mowing done, including the creek far $40.00 each time.
